DRAFT STATEMENT OF WORK

1.0 BACKGROUND

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) must comply with all federal, state and local environmental laws and regulations governing operations at all NUWCDIVNPT sites.

Additionally, NUWCDIVNPT must comply with all Department of Defense (DoD) and Department of the

Navy (DoN) directives, instructions, and policies as they relate to environmental protection.

NUWCDIVNPT must comprehensively address all environmental compliance issues for all of its activities.

Compliance is managed by NUWCDIVNPT’s Code 1023, Environmental Branch, which is divided into two programs, the Mission Environmental Planning (MEP) Program and the Environmental Management and

Pollution Prevention (EMP2) Program.

The MEP Program offers a broad spectrum of environmental planning and biological analysis services to

NUWCDIVNPT, its detachments and on‐site offices, and customers, which include DoD, DoN and non‐ military organizations. It provides expertise and analyses in biology, oceanography, engineering, acoustics, mathematics, natural resources management, geospatial science, fisheries, information management, marine affairs, and policy. Tasking within the MEP Program includes comprehensive support for the preparation of compliance documentation (under the National Environmental Policy Act

[NEPA] or Executive Order [EO] 12114) and coordination with Echelon I/II commands, biological effects analyses of proposed actions, integration with the NUWCDIVNPT acoustic modeling team, mitigation plan development and implementation, monitoring program development and at‐sea support, data acquisition and Geographic Information Systems (GIS) mapping.

The NUWCDIVNPT EMP2 Program was established to ensure that NUWCDIVNPT, as well as its detachments and on‐site offices, are compliant with the Resource Conservation and Recovery Act, Clean

Air Act (CAA), Clean Water Act (CWA), Emergency Planning and Community Right‐to‐Know Act (EPCRA), Toxic Substances Control Act (TSCA), EOs, and various other environmental legislation and policies identified in OPNAVINST 5090.1(series). The EMP2 Program also acts as an interface between

NUWCDIVNPT and its Host command, other Navy commands, and regulatory agencies for environmental compliance issues. The EMP2 Program strives to minimize environmental impacts, provide superior customer service, and promote continual process improvement.
