Deadline for Industry Submission of Questions is hereby established. The deadline for RFP questions submission is 07/24/2017 – 02:00 PM EST. After this date and time, the Government may not respond to questions received.

CONTRACT TYPE

The Government contemplates award of an Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Contract

(MAC) with Firm Fixed Price, Cost Plus Fixed Fee, and Cost provisions. After planned MAC award, all subsequent task and delivery orders will be competed among qualified contractors in accordance with FAR 16.505, unless one of the exceptions to fair opportunity at FAR 16.505(b)(2)(i) applies. Individual orders under this contract may be issued on a term or completion basis.

The contract resulting from this solicitation will have a ceiling of $49,970,803.00

As referred to in paragraph (b) of the clause entitled, Indefinite Quantity (FAR 52.216-22), the contract maximum ceiling for all multiple awards combined is $49,970,803.00. This ceiling amount represents the total contract dollar value. Since this solicitation may result in multiple awards, cumulative orders issued to all contractors cannot exceed the total contract ceiling of $49,970,803.00.

Guaranteed Contract Minimum Amount: The Government’s minimum obligation will be satisfied with an initial

$2,500 Firm Fixed Price Order to participate in a Post Award Conference (CLIN 0001).

NAICS AND SIZE STANDARD

This requirement is being solicited as a 100% Small Business Set-Aside.

The North American Industry Classification System (NAICS) Code for this acquisition is 541712. The Small

Business Size Standard is 1000 Employees.

The purpose of Amendment 3 is as follows:

1. Answer Questions #20 - #40 posed by Industry (see below).

2. Removed Clauses 52.234-4 and 252.234-7002 “Earned Value Management Systems”.

3. Updated Sect. 4.2 of the SOW to label subtasks 4.2.1 and 4.2.2. (No other changes)

4. Update Clause 52.244-2 Subcontracts.

5. Update Clause UW L-2-0001 (per Amendment 3 Questions/Answers - #27,#29,#30,#32)

6. Update all references to LOE Hrs. from 103,680 to 62,208 (Sect. B, Clause 5252.216-9122, and UW L-2-

0001)

Amendment 1 (Answers to Questions posed by Industry)

1. Will the contractor be allowed to use labor categories not included on the NUWC Website or in the SCA labor category descriptions?

A) No, Labor Categories cited must be titles listed at the NUWC Division Newport Contracts

Website per the RFP. SCLS (Formerly SCA) does not apply to this acquisition as its principle purpose is not to furnish services.

2. UW L-2-0001 Instruction to Offerors - On page 89 of the solicitation regarding pricing it states “Offerors are encouraged to use the spreadsheet at the following link: http://www.navsea.navy.mil/Home/Warfare-

Centers/NUWCNewport/Partnerships/Commercial-Contracts/Information-eCraft-/Cost Price -Analyst/”. Will the use of a spreadsheet other than the one provided at this link result in a down grade or otherwise impact the evaluation of the Offeror’s submission”?

A) No, Offerors are encouraged to use this spreadsheet, but failure to do so in upon itself will not result in a downgrade or otherwise impact the evaluation of the Offeror’s submission.

3. RFP Clause UW C-2-0002 CONTRACTOR REQUIREMENTS FOR PERFORMANCE ON A GOVERNMENT

SITE (MAR 2017) implies that some work will be performed at Gov’t Site, but RFP 3.2 (a)(3) PERSONNEL (p.86) states “The Government anticipates that 0% of hours proposed will be Government site, and 100% of hours proposed will be contractor site.” Can the Government verify that all work should be proposed as CONTRACTOR site? If some work is to be performed at GOVT SITE, can USG identify which work and how much?

A) Section 3.2 Personnel (p.86) applies to SOW Task 4.2 which the Govt. anticipates that 0% of hours proposed will be Government site, and 100% of hours proposed will be contractor site. Clause UW C-

2-0002 CONTRACTOR REQUIREMENTS FOR PERFORMANCE ON A GOVERNMENT SITE (MAR

2017) deals with badging and security procedures that may be necessary during the course of the contract for deliveries, installation, and meetings.

4. UW L-2-0001 Instruction to Offerors - 3.1.2 Subfactor 2 SAMPLE TASK – states that SAMPLE TASK shall not exceed 10 pages, and is part of Technical Proposal (Vol II, 15p max). That leaves only 5 pages for the entire

Subfactor 1 Technical Approach. Is the 10p max allotted for SAMPLE TASK part of the 15p max for Vol II

Technical Proposal, or is the 10p max for SAMPLE TASK in addition to the 15p max Technical (for a total of 25p max)?

A) Amendment 1 will increase the Technical Proposal Volume II from a 15 page total limit to a 20 page limit. The Sample Task page limit (which is part of the Technical Proposal) remains 10 pages.

5. UW L-2-0001 Instruction to Offerors - 3.2(a)(1) PERSONNEL p. 86 – states “for Service Contract Labor

Standards (SCLS; formerly Service Contract Act (SCA)) Labor Categories Only: Offerors may propose an SCA labor category listed in the SCA Directory of Occupations (see http://www.dol.gov/whd/govcontracts/sca.htm) even if the SCA labor category is not listed at the NUWC Division Newport Contracts Website. Is this a DOL/WD SCLS

(SCA) contract? If yes, what state will be used for DOL/WD? Can USG provide WD for the appropriate state?

A) No, SCLS (Formerly SCA) does not apply to this acquisition as its principle purpose is not to furnish services.

6. Regarding UW L-2-0001 Instruction to Offerors - 3.2 Personnel (p.86) which volume does Personnel (Factor 2) go in? If it goes in the Volume II Technical Proposal is the Personnel (Factor 2) in addition to the 15-page limit in

Vol. II Technical Proposal, or is it included in the 15-page limit for that volume?

A) Personnel (Factor 2) goes in Vol. II. And is part of the page limit for Vol. II Technical Proposal.

However, Amendment 1 will increase the 15 page limit to 20 pages.

7. UW L-2-0001 Instruction to Offerors - 4.0(h) COST/PRICE (p. 90) Supporting Documentation Requirements:

states “… For materials offerors shall describe their methodology for ensuring prices are fair and reasonable. The prime contractor shall be responsible for justifying the reasonableness of each subcontractor or material costs.” If offeror is required to propose the ODC/Material and Travel NTE award values listed in 4.0(f), then why must prime offeror justify fair/reasonable price?

A) The offeror does not have to justify fair/reasonable pricing for any Plug NTE CLINs.

8. UW L-2-0001 Instruction to Offerors - 4.0(a) COST/PRICE (p.88) states “Cost or pricing data and information other than cost or pricing data, from both the prime contractor and all subcontractors performing any part of the level of effort, shall be provided via email and in the format outlined below (see FAR 52.215-20 Alt I). Is this an email requirement separate from the RFP 1.3 Submission Requirements stating “each Offeror shall submit its entire proposal electronically”?

A) No it is not separate.

9. UW L-2-0001 Instruction to Offerors - 4.0(b) COST/PRICE (p.88-89) states “------ Offerors shall provide a level of effort by labor category for CLIN 0002 and CLIN 0003 including subcontractor labor categories using eCRAFT categories”. Can the Government elaborate on requirement to “provide a level of effort” for CLIN 0003?

A) Reference to CLIN 0003 is removed.

10. Can the Government provide a copy of DI-ILSS-81076 that supports CDRL A002 Training Evaluation Plan, or direct offeror to a site where it can be downloaded? Offeror has located DI-PSSS-81524C Training Evaluation

Document (dated 20141120, PMA-205), but it does not specifically state that it supersedes DI-ILSS-81076.

A) Regarding CDRL A002 - The Government confirms that DI-ILSS-81076 has been superseded by

DI-PSSS-81524C.

11. For pricing purposes, what is the anticipated award date of this effort?

A) December 31, 2017.

12. Please clarify whether or not an SDP is required, whether or not Software Development/CMMI or equivalent experience is required, and what the evaluation factors are if so.

A) A software Development Plan is not required. Clause: HQ C-2-0065 SOFTWARE

DEVELOPMENT REQUIREMENTS (NAVSEA)(SEP 2012) has been removed.

13. UW L-2-0001 Instruction to Offerors - Page 90 of the RFP indicates that “offerors shall provide the Basis of

Estimate (BOE) supporting the costs/prices provided in the Cost/Price Summary…” Please clarify whether this applies only to the CPFF CLIN, or both CPFF and FFP CLIN.

A) Basis of Estimate (BOE) applies to only the CPFF CLIN.

14. UW L-2-0001 Instruction to Offerors - Page 82 of 98 of the RFP indicates a technical volume limit of 15 pages.

Page 85 of 98 indicates the Sample Task page limit shall not exceed 10 pages. Please clarify if the government anticipates the following sections within the remaining 5 page limit: details of how the work will be performed, details of processes/techniques to mitigate risk, detailed description of acquisition processes, personnel labor matrix and explanation of how the matrix correlates to SOW Task 4.2.

A) Amendment 1 will increase the Technical Proposal Volume II from a 15 page total limit to a 20 page limit. The Sample Task page limit (which is part of the Technical Proposal) remains 10 pages.

15. SOW 4.4 Training System & Simulation Development, states “The contractor shall develop blended training solutions to include Interactive Courseware (ICW), IMI and VTT, Three Dimensional Knowledge Objects (3KO), simulations, Operations and Casualty Control Simulations (OCCS), and virtual world technologies. The contractor shall develop and deliver adjudication matrices post review and throughout the product development until final

Government Acceptance. Is the use of the term Three Dimensional Knowledge Objects (3KO) meant to suggest the use of the NGRAIN tool and its 3KO object file format? Or is it meant as a generic reference to suggest capabilities similar to those inherent with the 3KO format?

A) Three Dimensional Knowledge Objects (3KO) is meant to suggest the use of the NGRAIN tool and its 3KO object file format.

Amendment 2 (Answers to Questions posed by Industry)

16. Request clarification on unit of measure that shall be used for CLIN 0002 (CDRL A002) Training Evaluation

Plan labor loading? CDRL states an estimate of 11 TEPs per year, but neither the SOW nor CDRL stipulate how many of hours of curriculum per TEP.

A) The Unit of Measure for CLIN 0001 is in fact "Hours". Neither the SOW nor CDRL stipulate how many hours of curriculum per TEP as it is unknown at this time and will be addressed specifically at the individual Task Order level. Historically the range has been as long as 70 training days and as short as 1 training day. A rough average of current in-production training days is approximately 17.4 training days.

17. UW L-2-0001 Instruction to Offerors 4.0(d) COST/PRICE states “… Offerors shall use a labor estimate of

103,680 hours for CLIN 0002. But then states “…Offerors shall fill in the total labor hours in Section H Clause

5252.216-9122 “Level of Effort”, paragraph (a), if the proposed total labor hours differ from those already indicated in the clause. ------ CLAUSE 5252.216-9122 LEVEL OF EFFORT (DEC 2000) states “(a) The Contractor agrees to provide the total level of effort specified in the next sentence in performance of the work described in Sections B and C of this contract. The total level of effort for the performance of this contract shall be 103,680 total man-hours of direct labor. Is offeror free to propose CLIN 0002 labor hours different than the quantity of 103,680?

A) No.

18. Clarification of Question 1 (Amendment 1) - Request the Government clarify that labor categories may be selected from either the NUWC Website or the SCA Directory of Occupations. (Note: Offeror understands that this contract is not an SCA contract per Amendment 0001, Answer 5.)

A) Yes, that is correct labor categories may be selected from either the NUWC Website or the SCA

Directory of Occupations as stated in UW L-2-0001 Instruction to Offerors -3.2 Personnel (a) (1) p. 86.

19. Will this Solicitation also be posted in the Seaport-E Portal?

Amendment 3 (Answers to Questions posed by Industry)

20. Are DCMA letters (confirming adequacy of accounting system) required only from the Prime, or are any subcontractors who are performing work on a CPFF basis required to submit a letter from DCMA as well?

A) Both Primes and Subcontractors who are proposing on Cost Reimbursement basis are required to provide. Per UW L-2-0001 Instruction to Offerors – 1.3 (d)(9).

21. If the offeror proposes the STR as Key Personnel, can the STR also be dual-hatted and serve in the position of

Senior Project Manager as well, or is the STR a stand-alone position?

A) The STR can be “dual-hatted”.

22. What is the anticipated number of awards under this Solicitation?

A) The Government intends to make Multiple Awards; the exact number is unknown at this time.

23. Will the Government permit an Offeror to submit a Prime bid and participate as a subcontractor on one or more other Prime bids?

A) The Government does not prohibit such an arrangement on this acquisition. The Government will leave it up to the Contractor’s business judgment as to its appropriateness.

24. Given the scope of this contract applies to providing services that support exceptions under Section 508

Standards, we believe the VPAT requirements and Clause UW C-2-0003 should be removed from this solicitation.

Does the Government concur with this assessment?

25. RFP Section H incorporates the FAR and DFARS Earned Value Management System (EVMS) clauses. Is it the

Government’s intent for this requirement to be fulfilled in responses to this solicitation?

A) No. EVMS - FAR and DFAR Clauses are removed in Amendment 3.

26. UW L-2-0001 3.2(a): Does the labor matrix count toward the page total listed in Section 1.3(c)?

A) Yes.

27. UW L-2-0001 3.2(a)(5): Do signed statements indicating intent to be hired or relocated count toward the page total listed in Section 1.3(c)?

A) No, they are excluded from the page count.

28. UW L-2-0001 3.2(b)(c): Does the STR resume and/or other related STR descriptions specified count toward the page total listed in Section 1.3(c)? Does the information regarding work weeks in excess of 40 hours count toward the page total listed in Section 1.3(c)?

A) Yes, they both count towards the page total.

29. UW L-2-0001 3.3(c): Request clarification on how the percentage of subcontractor performance will be determined versus the total price of the contract because there is no obvious requirement for pricing of CLINs 0004 and 0005 other than the Not-to-Exceed (NTE) amounts.

A) UW L-2-0001 3.3(c) has been updated in Amendment 3 to clarify.

30. UW L-2-0001 4.0(b) and (c): Request clarification on how the Prime Offeror is to include subcontractor labor categories and justify the reasonableness of each subcontractor’s cost if subcontractors will not provide level of effort under CLIN 0002.

A) They would not. UW L-2-0001 4.0(b) and (c) only pertain to CLIN 0002.

31. Will the government allow a Table of Contents and/or a Solicitation Requirements Compliance Matrix to be included and not count against the page total for each volume?

A) Yes.

32. As the nature of the contract is IDIQ and volume of total tasking against each CLIN is unknown, it is impossible to determine if a subcontractor will perform 25% of the overall contract value. May a Past Performance of a subcontractor that is proposed, but not priced for FFP CLINS that may perform certain niche functions be included for scope coverage purposes?

A) See Question/Answer #29.

33. Will the government allow cross teaming between prime contractors after award at the Task order level?

34. If a subcontractor is not bid under CLIN 0002, does that eliminate them from potential performance of SOW

Task 4.2 during execution?

A) No, but the Contractor would be responsible to adhere to Clause 52.244-2 Subcontracts (Oct.

2010). (Updated in Amendment 3)

35. Teaming – As the nature of the contract is IDIQ and may require niche subcontractors in specific competency areas, is it the government’s intention to allow subcontractors to be identified and added at the task order level?

Will adding teaming partners after the base IDIQ level award be allowed?

A) Yes, In accordance with 52.244-2 Subcontracts (Oct. 2010). (Updated in Amendment 3)

36. The sample task response requirements from section L.3.1.2 states it pertains only to SOW section 4.4. Is it the government’s intention for offerors not to include the Curriculum Development LOE (SOW 4.3) as part of what is necessary to “provide a Blended Training Solution…” IAW L.3.1.2?

A) Yes, that is the Government's intent, for the Offerors not to include the Curriculum Development

LOE (SOW 4.3) as part of what is necessary to provide a Blended Training Solution.

37. UW L-2-0001 3.1.2: In reference to the Sample Task, is there a specific subject area (for example, HM&E), task area (for example, operations versus maintenance), and size (for example, content length in hours) applicable to the

Blended Training Solution Instructional/Training Media Package of the Sample Task? These factors will impact the labor categories and the level of effort required to complete the Sample Task. Is it the Government’s intent that each offeror unilaterally define their own sample task problem statement, technical approach, and labor estimate (possibly off-the-shelf from a previous development project)?

A) Yes, the Government did not specify a subject area for reasons of open and fair competition. The intent is for the offeror to define their own sample task response, technical approach and labor estimate.

38. UW L-2-0001 3.2(a): It is unclear what the SOW Task Areas are for SOW Task 4.2 because there are no numbered subtask areas such as those provided for SOW Task 4.1, which includes subtasks 4.1.1 through 4.1.6.

Please define each task area to be included in the labor matrix.

A) Each Task Area is defined. However, they have been relabeled as 4.2.1 & 4.2.2 in the SOW to make it easier for the offeror to propose a labor matrix.

39. UW L-2-0001 4.0(g): Given the contract maximum ceiling of $49,970,803; the not to exceed award values of

$2,500 for CLIN 3, $10,923,000 for CLIN 4 and $34,141,500 for CLIN 5, and the plug numbers of $25,000 and

$150,450 for CLIN 3; only $4,728,353 remains for (CPFF) CLIN 2. The average labor rate implied seems low for the Instructional Systems Plan in Statement of Work 4.2. Request the Government consider reducing the number of labor hours to allow for the bidding of a more realistic labor rate commensurate with the personnel qualifications necessary to accomplish the tasking.

A) There was a mistake made in number of labors hours for CLIN 0002 as it was erroneously figured based on a 5 year POP instead of the actual required 3 year POP. The correct number of hours has been changed to reflect 62,208 hrs. (Amendment 3) Due to this error the closing date of the Solicitation will also be extended in this Amendment.

40. Does the offeror’s total IDIQ Cost have to be at or below the IDIQ ceiling of $49,970,803.00? Is offeror’s total

IDIQ cost part of the evaluation criteria?

A) No, there is no stated requirement to do so. CLINs 0002 and 0003 will be evaluated for cost realism purposes. However, the total IDIQ ceiling will be $49,970,803.00 for all Multiple Awardees combined. Also, see Question #39 above.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

STATEMENT OF WORK

STATEMENT OF WORK

1.0 BACKGROUND

The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) Code 25 Combat

Control Systems (CCS) Department has been tasked to ensure the technical adequacy, accuracy and currency of all Technical Training Equipment (TTE), Training Device (TD) and training material/equipment and technical data in the Navy school houses. In addition, Code 25 has been tasked to conduct all aspects of the Curriculum Pre-Planning efforts, Navy Training

Systems Plans (NTSP) updates and/or development, curriculum development to include

Interactive Media Instruction (IMI) such as Virtual Task Trainers (VTT) and Personal

Computer (PC) Simulation, as well as classroom/lab development to include installation, modification and upgrades and Training System Installation Plans. The Navy Waterfront

Training Development team (Code 2532) is tasked to develop training programs for all ship classes and systems. To create current and effective training programs, the Waterfront team follows the defense acquisition lifecycle approach to design, plan, develop and implement the training programs and the team integrates data from several geographically diverse locations in various formats for Government analysis and consideration for candidate training updates.

2.0 SCOPE

4.0 TRAINING SYSTEM REQUIREMENTS

The contractor shall perform the tasks in Section 4.0 in accordance with Task/Delivery Orders and Applicable Documents (Section 3.0) using Government Furnished Information (Section 6.0) for the systems identified in Section 2.0. The contractor shall develop and deliver adjudication matrices post review and throughout the product development until final Government acceptance. The contractor will receive Technical Instructions (TIs) in performance of all term type task orders. TIs will (issued at the time of funding obligations) detail which tasking the funding is provided in support of and specify any Government Furnished Information (GFI) and

Applicable Documents.

4.1. Manpower, Personnel, and Training (MPT) Documentation

The contractor shall develop and maintain the MPT Products, to include: NTSP, Front End

Analysis (FEA), Training Gap Analysis (TGA), Required Operational Capabilities and Projected

Operational Environment (ROC/POE) Statements, Manpower Estimate Report (MER), and

Preliminary Ship Manpower Document (PSMD), Job Duty Task Analysis (JDTA), Plan of

Action & Milestone (POA&M), Project Plans and Adjudication Matrices..

4.1.1 The contractor shall develop and maintain DoD MPT Products to comply with established

DoD manpower and training requirements for the planning and execution from Initial-to-Install of Interim and Life Cycle training for assigned ship classes and systems.

4.1.2 The contractor shall perform TGA and provide a detailed report identifying current shortfalls or gaps in the subject training pipeline. The report shall provide the Government with recommendations for eliminating the identified training shortfalls/gaps. When multiple recommendations exist, the contractor shall provide a comparative analysis between recommendations for the Government to consider when making a determination of solution.

4.1.3 The contractor shall review all applicable Original Equipment Manufacturer (OEM) and

Government identified training materials. Additionally, the contractor shall perform technical analysis and provide written recommendations for providing life cycle training, development of a

NTSP, developing and revising training content and determine root cause of training gaps, for the Government to consider when making a determination of solution.

4.1.4 The contractor shall develop FEA for new acquisitions (which includes new ship classes, new ship systems, and upgrades to existing systems), update System & Class NTSP, and provide recommendations to the Government addressing training solution(s) for the applicable class and system. The contractor shall maintain each TSIP to reflect the Government training solutions and

FEA requirements.

4.1.5 The contractor shall develop and deliver a FEA report that identifies cost, fleet benefits, training limitations for each option presented within the report for Government inspection, review & approval.

4.1.6 The contractor shall develop new or update existing NTSPs to support system modernization, new system acquisition, and Total Ownership Costs (TOC) to support the

Government budgeting process.

4.2 Instructional Systems Plan

4.2.1 The contractor shall develop and deliver a training plan based on Government-specified follow-on curriculum development products as part of Instructional Systems Analysis in accordance with the Training System Development and Integration Manual (Applicable

Document 3.67). The training plan shall provide written recommendations addressing the technical adequacy, accuracy and completeness of the Government-specified training materials.

All training artifact deliverables shall undergo Government review periods.

4.2.2 The contractor shall develop and deliver a POA&M and Project Plan that shall address curriculum development to include all preliminary work. The POA&M and Project Plan shall identify and provide detailed planning to include status updates through regularly-occurring gate reviews and In-Process Reviews (IPRs).

4.3 Curriculum Development

The contractor shall develop and deliver curriculum in accordance with the Government approved Training Plan (SOW Task 4.2).

4.3.1 The contractor shall deliver Instructor Guides, Power Point slides, Student Guides, Assessment Plans, Job Sheets, and Test Banks as part of the full curriculum delivery.

4.3.2 The contractor shall deliver courseware curriculum in compliance with Integrated Learning

Environment (ILE) (Applicable Document 3.79) standards and specifications documentation as part of Instructional Systems Design and Development.

4.3.3 Utilizing Government schedules, the contractor shall, provide training materials, and document redlines for course ‘Ready to Proceed’ reviews, Train-the-Trainer (TTT) development and execution, course pilot coordination and adjudication, and curriculum transition to the

Learning Center (LC).

4.3.4 The contractor shall refine, and adjudicate all Job Sheets to ensure alignment with the installed TTE, TD or Training Unique Equipment (TUE) and correct procedural elements and steps are listed in the proper job performance order.

4.4 Training System & Simulation Development

The contractor shall develop and deliver blended training solutions to include Interactive

Courseware (ICW), IMI and VTT, Three Dimensional Knowledge Objects (3KO), simulations, Operations and Casualty Control Simulations (OCCS), and virtual world technologies. The contractor shall develop and deliver adjudication matrices post review and throughout the product development until final Government acceptance.

4.4.1 The contractor shall develop and deliver blended training solutions integrating Interactive

Multi-media in the form of VTT, 3KO, simulations, OCCS, and virtual world technologies. All virtual training aid deliverables shall undergo Government review periods. The contractor shall verify that all ILE content integrates with the course curriculum using standard Government

Furnished Material (GFM) workstations, or laptop computer with standard internet connections and Navy Marine Corps Intranet (NMCI). The ILE content shall be capable of playing on any system that uses Microsoft Windows.

4.4.2 The contractor shall test, deploy and update ICW, Interactive Multimedia Instruction (IMI) and VTT. All ICW, IMI and VTT developed or modified, shall comply with Government approved Instructional Systems Plan.

4.5 Training Systems Development and Installation Plan (TSIP)

The contractor shall develop, update and maintain a TSIP for all installations and training systems; which shall include Site Audit and Workflow Analysis, Site Integration Plan, Staging

Plan, Partial Task Trainers (PTT) Plan, Physical Installation Plan, Electronics Installation Plan and Cybersecurity Plan. The TSIP shall be maintained in a current and up to date status to reflect the most recent of all installation aspects (physical, electrical, software, hardware, etc.) and environment (air, heat, lighting, etc.) components.

4.5.1 The contractor shall deliver business process flows based on site visits to determine existing data flows, facility usage, TTE, TD and TUE configuration to populate the Resource

Requirements List (RRL) for each course revision.

4.5.2 The contractor shall deliver a TSIP addressing classroom, facility, software, hardware, trainer, and instructor workstation requirements, with embedded life cycle support, to fully support implementation of each new or revised training solution.

4.5.3 The contractor shall develop and deliver a TSIP to include site surveys, engineering surveys, and Basic Facility Requirements (BFR) drawings to manage and coordinate system equipment installs between Program Managers, Navy Training commands, and learning sites.

4.5.4 The contractor shall provide training system packages for electronic classroom support in layout, configuration, implementation, maintenance and management of hardware, computer programs, courseware, systems and technologies specific to classroom environment.

4.5.5 The contractor shall generate and deliver Cybersecurity Certification & Accreditation

(C&A) Strategy and Boundary Diagrams, C&A packages, and supporting documentation (e.g.

Standard Operating Procedure for Cybersecurity Vulnerability Management, Cybersecurity

Certification Testing, and Configuration Management) in accordance with NAVSEA

Cybersecurity Business Rules C&A submission requirements. The contractor shall provide technical solutions to mitigate and reduce risk(s) identified during the C&A process to ensure the terms of the accreditation decision are upheld. The contractor shall perform manual and automated vulnerability test and evaluation for information systems, software applications and laboratories. The contractor shall generate vulnerability reports in support of cybersecurity risk assessments and mitigations for Government specified training environments, to include the training environment’s software applications, enclaves, and laboratories. The contractor shall develop and test systems security contingency and disaster recovery procedures and document results. The contractor shall verify, through technical inspections, and document reviews that security deficiencies identified during security and certification testing have been mitigated, corrected, and assessed for risk.

Data Deliverables: The contractor shall deliver a TSIP in accordance with CDRL A005.

4.6 Training Systems, Delivery & Installation

4.6.1 The contractor shall deliver classroom and lab environments per Government approved

TSIP to include:

Update Navy schoolhouses/classrooms/laboratories, including, consolidation, delivery, and testing of TTE, and other equipment to support the installation, alteration, and upgrade of systems, equipment, components and spaces.

Physical training equipment solutions through the development of PTT’s in accordance with lifecycle training requirements as identified in applicable NTSP

Remove, pack and transport obsolete material and equipment and, transfer, ship or warehouse per Government procedures

Install, modify or upgrade the classroom/lab training system network (non-NMCI) support items, systems and cables to network station locations, instructor station and other related required cabling

Deliver hardware and network infrastructure

Test, inspect and label all new training system electrical and network circuits

4.6.2 The contractor shall deliver Cybersecurity accredited and approved networking layout, per the network system diagram, for new and existing hardware and system requirements. In addition, the contractor shall deliver configuration management lists of related systems and components including hardware, and system interfaces. The contractor shall maintain data structures to ensure the accuracy and up-to-date status of technical data, system network information, and testing and troubleshooting of hardware and network systems. The contractor shall patch, harden and secure systems per applicable Security Technical and Implementation

Guide (STIGs), Information Assurance Vulnerability Alerts/Bulletins/Technical (IAV-A/B/T) and report compliance. The contractor shall assess cybersecurity risk and accreditation impact of changes to existing systems and enclaves and provide recommendations. The contractor shall perform monthly vulnerability scans on systems and enclaves using Department of Defense

(DOD) and Department of Navy (DON) approved scanning tools and report technical findings.

4.6.3 The contractor shall submit a report stating completion for review and approval by the

Government to ensure all applicable drawings and plan modifications are approved and accepted of all tasks.

Data Deliverables: The contractor shall deliver a Training Systems Installation Completion

Report, to include an Installation Test Report, in accordance with CDRL A006.

5.0 PROGRESS REPORTS (PERFORMANCE REPORTING)

For all assigned tasks, the contractor shall prepare a Contractors’ Status Report that indicates the progress of work, status of the programs, and existing or potential problem areas. The Contractor shall submit the Contract Status Report for the same timeframe as the invoices submitted in the

E-Craft Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT) and deliver in accordance with CDRL A007.

7.0 QUALITY SURVEILLANCE & PERFORMANCE STANDARDS (PERFORMANCE

BASED SOW)

The Government will conduct quality surveillance via various methods including formal and informal meetings, review of technical reports, review of monthly progress reports, and review of deliverables.

Contractor performance will be evaluated in the areas of technical quality, responsiveness, timeliness and cost. Technical quality will be evaluated against the performance standards defined in the performance requirements summary table (Attachment 3). Responsiveness will be evaluated based upon the Government’s experience interacting with the contractor during performance. Timeliness will be evaluated based on the contractor’s ability to meet CDRL schedules with minimal variance. Cost will be evaluated based upon the contactor’s ability to manage to the negotiated costs.

SECTION H - SPECIAL CONTRACT REQUIREMENTS

5252.216-9122 LEVEL OF EFFORT (DEC 2000)

(a) The Contractor agrees to provide the total level of effort specified in the next sentence in performance of the work described in Sections B and C of this contract. The total level of effort for the performance of this contract shall be 62,208 total man-hours of direct labor, including subcontractor direct labor for those subcontractors specifically identified in the Contractor's proposal as having hours included in the proposed level of effort.

(b) Of the total man-hours of direct labor set forth above, it is estimated that

(Offeror to fill-in) man-hours are uncompensated effort.

Uncompensated effort is defined as hours provided by personnel in excess of 40 hours per week without additional compensation for such excess work. All other effort is defined as compensated effort.
