STATEMENT OF WORK
TRAINING SYSTEMS
Indefinite Delivery Indefinite Quantity
1.0 BACKGROUND
The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) Code 25 Combat Control Systems (CCS) Department has been tasked to ensure the technical adequacy, accuracy and currency of all Technical Training Equipment (TTE), Training Device (TD) and training material/equipment and technical data in the Navy school houses. In addition, Code 25 has been tasked to conduct all aspects of the Curriculum Pre- Planning efforts, Navy Training Systems Plans (NTSP) updates and/or development, curriculum development to include Interactive Media Instruction (IMI) such as Virtual Task Trainers (VTT) and Personal Computer (PC) Simulation, as well as classroom/lab development to include installation, modification and upgrades and Training System Installation Plans. The Navy Waterfront Training Development team (Code 2532) is tasked to develop training programs for all ship classes and systems. To create current and effective training programs, the Waterfront team follows the defense acquisition lifecycle approach to design, plan, develop and implement the training programs and the team integrates data from several geographically diverse locations in various formats for Government analysis and consideration for candidate training updates.
2.0 SCOPE
Tasking under this contract includes design, development, delivery, and execution of Navy training requirements for planning and execution from Initial-to-Install, and Interim and Life Cycle training for Hull, Mechanical & Electrical (HM&E) and Combat Control Systems including:
• Littoral Combat Ship (LCS)/Frigate Program
• Guided Missile Destroyer (DDG)
• Landing Helicopter Assault (LHA)
• Landing Helicopter Dock (LHD)
• Guided Missile Cruiser (CG)
• Aircraft Carrier, Nuclear (CVN)

The types of funding that will be utilized under this contract are: Operation & Maintenance, Navy (O&MN), Other Procurement, Navy (OPN), Shipbuilding and Conversion, Navy (SCN), Research, Development, Test & Evaluation (RDT&E), Working Capital Funds (WCF) and Foreign Military Sales (FMS).

4.0 TRAINING SYSTEM REQUIREMENTS
The contractor shall perform the tasks in Section 4.0 in accordance with Task/Delivery Orders and Applicable Documents (Section 3.0) using Government Furnished Information (Section 6.0) for the systems identified in Section 2.0. The contractor shall develop and deliver adjudication matrices post review and throughout the product development until final Government acceptance.
4.1. Manpower, Personnel, and Training (MPT) Documentation
The contractor shall develop and maintain the MPT Products, to include: NTSP, Front End Analysis (FEA), Training Gap Analysis (TGA), Required Operational Capabilities and Projected Operational Environment (ROC/POE) Statements, Manpower Estimate Report (MER), and Preliminary Ship Manpower Document (PSMD), Job Duty Task Analysis (JDTA), Plan of Action & Milestone (POA&M), Project Plans and Adjudication Matrices..
4.1.1 The contractor shall develop and maintain DoD MPT Products to comply with established DoD manpower and training requirements for the planning and execution from Initial-to-Install of Interim and Life Cycle training for assigned ship classes and systems.
4.1.2 The contractor shall perform TGA and provide a detailed report identifying current shortfalls or gaps in the subject training pipeline. The report shall provide the Government with recommendations for eliminating the identified training shortfalls/gaps. When multiple recommendations exist, the contractor shall provide a comparative analysis between recommendations for the Government to consider when making a determination of solution.
4.1.3 The contractor shall review all applicable Original Equipment Manufacturer (OEM) and Government identified training materials. Additionally, the contractor shall perform technical analysis and provide written recommendations for providing life cycle training, development of a NTSP, developing and revising training content and determine root cause of training gaps, for the Government to consider when making a determination of solution.
4.1.4 The contractor shall develop FEA for new acquisitions (which includes new ship classes, new ship systems, and upgrades to existing systems), update System & Class NTSP, and provide recommendations to the Government addressing training solution(s) for the applicable class and system. The contractor shall maintain each TSIP to reflect the Government training solutions and FEA requirements.
4.1.5 The contractor shall develop and deliver a FEA report that identifies cost, fleet benefits, training limitations for each option presented within the report for Government inspection, review & approval.
4.1.6 The contractor shall develop new or update existing NTSPs to support system modernization, new system acquisition, and Total Ownership Costs (TOC) to support the Government budgeting process.

4.2 Instructional Systems Plan
The contractor shall develop and deliver a training plan based on Government-specified follow-on curriculum development products as part of Instructional Systems Analysis in accordance with the Training System Development and Integration Manual (Applicable Document 3.67). The training plan shall provide written recommendations addressing the technical adequacy, accuracy and completeness of the Government-specified training materials. All training artifact deliverables shall undergo Government review periods.
The contractor shall develop and deliver a POA&M and Project Plan that shall address curriculum development to include all preliminary work. The POA&M and Project Plan shall identify and provide detailed planning to include status updates through regularly-occurring gate reviews and In-Process Reviews (IPRs).
Data Deliverables: The contractor shall deliver a Training Plan that includes the following:
• JDTA
• Course Training Task List (CTTL)
• Learning Objective (LO)
• Assessment Strategy Relationship
• Course Master Schedule (CMS)
• Course Design Document (CDD)
• Training Project Plan (TPP)
All items are to be delivered in accordance with Contracts Data Requirement List (CDRL) A002.
4.3 Curriculum Development
The contractor shall develop and deliver curriculum in accordance with the Government approved Training Plan (SOW Task 4.2).
4.3.1 The contractor shall deliver Instructor Guides, Power Point slides, Student Guides, Assessment Plans, Job Sheets, and Test Banks as part of the full curriculum delivery.
4.3.2 The contractor shall deliver courseware curriculum in compliance with Integrated Learning Environment (ILE) (Applicable Document 3.79) standards and specifications documentation as part of Instructional Systems Design and Development.
4.3.3 Utilizing Government schedules, the contractor shall, provide training materials, and document redlines for course ‘Ready to Proceed’ reviews, Train-the-Trainer (TTT) development and execution, course pilot coordination and adjudication, and curriculum transition to the Learning Center (LC).
4.3.4 The contractor shall refine, and adjudicate all Job Sheets to ensure alignment with the installed TTE, TD or Training Unique Equipment (TUE) and correct procedural elements and steps are listed in the proper job performance order.
Data Deliverables: The contractor shall deliver a Curriculum package, to include all source data, along with the following (as specified in the Delivery Order):
• POA&M
• Instructor Guide
• Power Point slides
• Student Guides
• Test Plan
• Job Sheets
• Completed Checklists
• Course Redline Adjudication

All items are to be delivered in accordance with CDRL A003.
4.4 Training System & Simulation Development
The contractor shall develop and deliver blended training solutions to include Interactive Courseware (ICW), IMI and VTT, Three Dimensional Knowledge Objects (3KO), simulations, Operations and Casualty Control
Simulations (OCCS), and virtual world technologies. The contractor shall develop and deliver adjudication matrices post review and throughout the product development until final Government acceptance.
4.4.1 The contractor shall develop and deliver blended training solutions integrating Interactive Multi-media in the form of VTT, 3KO, simulations, OCCS, and virtual world technologies. All virtual training aid deliverables shall undergo Government review periods. The contractor shall verify that all ILE content integrates with the course curriculum using standard Government Furnished Material (GFM) workstations, or laptop computer with standard internet connections and Navy Marine Corps Intranet (NMCI). The ILE content shall be capable of playing on any system that uses Microsoft Windows.
4.4.2 The contractor shall test, deploy and update ICW, Interactive Multimedia Instruction (IMI) and VTT. All ICW, IMI and VTT developed or modified, shall comply with Government approved Instructional Systems Plan.
Data Deliverables: The contractor shall deliver a Training Media Software Package to include all training media, virtual training aids, courseware, ICW, IMI & VTT materials, source data, along with the following (as specified in the Delivery Order):
• 3KO
• Simulations
• OCCS
• Virtual world technologies
• POA&M
All items are to be delivered in accordance with CDRL A004.
4.5 Training Systems Development and Installation Plan (TSIP)
The contractor shall develop, update and maintain a TSIP for all installations and training systems; which shall include Site Audit and Workflow Analysis, Site Integration Plan, Staging Plan, Partial Task Trainers (PTT) Plan, Physical Installation Plan, Electronics Installation Plan and Cybersecurity Plan. The TSIP shall be maintained in a current and up to date status to reflect the most recent of all installation aspects (physical, electrical, software, hardware, etc.) and environment (air, heat, lighting, etc.) components.
4.5.1 The contractor shall deliver business process flows based on site visits to determine existing data flows, facility usage, TTE, TD and TUE configuration to populate the Resource Requirements List (RRL) for each course revision.
4.5.2 The contractor shall deliver a TSIP addressing classroom, facility, software, hardware, trainer, and instructor workstation requirements, with embedded life cycle support, to fully support implementation of each new or revised training solution.
4.5.3 The contractor shall develop and deliver a TSIP to include site surveys, engineering surveys, and Basic Facility Requirements (BFR) drawings to manage and coordinate system equipment installs between Program Managers, Navy Training commands, and learning sites.
4.5.4 The contractor shall provide training system packages for electronic classroom support in layout, configuration, implementation, maintenance and management of hardware, computer programs, courseware, systems and technologies specific to classroom environment.
4.5.5 The contractor shall generate and deliver Cybersecurity Certification & Accreditation (C&A) Strategy and Boundary Diagrams, C&A packages, and supporting documentation (e.g. Standard Operating Procedure for Cybersecurity Vulnerability Management, Cybersecurity Certification Testing, and Configuration Management) in accordance with NAVSEA Cybersecurity Business Rules C&A submission requirements. The contractor shall provide technical solutions to mitigate and reduce risk(s) identified during the C&A process to ensure the terms of the accreditation decision are upheld. The contractor shall perform manual and automated vulnerability test and evaluation for information systems, software applications and laboratories. The contractor shall generate vulnerability reports in support of cybersecurity risk assessments and mitigations for Government specified training environments, to include the training environment’s software applications, enclaves, and laboratories. The contractor shall develop and test systems security contingency and disaster recovery procedures and document results. The contractor shall verify, through technical inspections, and document reviews that security deficiencies identified during security and certification testing have been mitigated, corrected, and assessed for risk.
Data Deliverables: The contractor shall deliver a TSIP in accordance with CDRL A005.
4.6 Training Systems, Delivery & Installation
4.6.1 The contractor shall deliver classroom and lab environments per Government approved TSIP to include:
• Update Navy schoolhouses/classrooms/laboratories, including, consolidation, delivery, and testing of TTE, and other equipment to support the installation, alteration, and upgrade of systems, equipment, components and spaces.
• Physical training equipment solutions through the development of PTT’s in accordance with lifecycle training requirements as identified in applicable NTSP
• Remove, pack and transport obsolete material and equipment and, transfer, ship or warehouse per Government procedures
• Install, modify or upgrade the classroom/lab training system network (non-NMCI) support items, systems and cables to network station locations, instructor station and other related required cabling
• Deliver hardware and network infrastructure
• Test, inspect and label all new training system electrical and network circuits
4.6.2 The contractor shall deliver Cybersecurity accredited and approved networking layout, per the network system diagram, for new and existing hardware and system requirements. In addition, the contractor shall deliver configuration management lists of related systems and components including hardware, and system interfaces. The contractor shall maintain data structures to ensure the accuracy and up-to-date status of technical data, system network information, and testing and troubleshooting of hardware and network systems. The contractor shall patch, harden and secure systems per applicable Security Technical and Implementation Guide (STIGs), Information Assurance Vulnerability Alerts/Bulletins/Technical (IAV-A/B/T) and report compliance.
The contractor shall assess cybersecurity risk and accreditation impact of changes to existing systems and enclaves and provide recommendations. The contractor shall perform monthly vulnerability scans on systems and enclaves using Department of Defense (DOD) and Department of Navy (DON) approved scanning tools and report technical findings.
4.6.3 The contractor shall submit a report stating completion for review and approval by the Government to ensure all applicable drawings and plan modifications are approved and accepted of all tasks.
Data Deliverables: The contractor shall deliver a Training Systems Installation Completion Report, to include a Test and Inspection Report, in accordance with CDRL A006.
5.0 MONTHLY PROGRESS REPORTS
The contractor shall deliver monthly cost and performance reports in accordance with the basic contract Clause
C16 COST AND PERFORMANCE REPORTING (OCT 2016).
6.0 GOVERNMENT FURNISHED INFORMATION
The contractor shall adhere to the following information requirements in accordance with Section 4.0, Task Description. The most up to date information available shall be used during the performance of all tasks.

7.0 QUALITY SURVEILLANCE & PERFORMANCE STANDARDS (PERFORMANCE BASED SOW)
The Government will conduct quality surveillance via various methods including formal and informal meetings, review of technical reports, review of monthly progress reports, and review of deliverables.
Contractor performance will be evaluated in the areas of technical quality, responsiveness, timeliness and cost.
Technical quality will be evaluated against the performance standards defined in the performance requirements summary table (Attachment 4). Responsiveness will be evaluated based upon the Government’s experience interacting with the contractor during performance. Timeliness will be evaluated based on the contractor’s ability to meet CDRL schedules with minimal variance. Cost will be evaluated based upon the contactor’s ability to manage to the negotiated costs.
