AVAYA MAINTENANCE

BACKGROUND:

The Base Communication Office (BCO), Code 10412, at the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is required to maintain support for the Avaya Communication Manager 6 (CM6) telephony system. The support agreement shall encompass remote support during normal business hours (0800-1700), Monday to Friday, for NUWCDIVNPT remote sites Niantic (Dodge Pond), Virginia Beach, and Wallops Island. Procuring the support agreement will also include updating the CM6 to the latest Joint Interoperability Test Command (JITC) approved version 6.3.111.

This support agreement can only be provided by Avaya or its business partners. Procuring the agreement from these sources guarantees the proper support for the system. Updating to the latest version is a requirement for the certification and accreditation of the Avaya CM6 system to maintain an authority to operate.

The BCO was able to self-maintain the Avaya Communication Manager 6 system at NUWCDIVNPT for many years due to the network being a closed enclave. Now the Avaya Communication Manager has to be accredited the same way as the data network. This action created the requirement per Department of Defense (DoD) guidance that the system should be supported in the same manner as a data network.

The anticipated Period of Performance (PoP) for this contract is one (1) base year for the duration of twelve (12) months with two (2) additional option years for twelve (12) months each totaling three (3) years.

REQUIREMENT:

BRAND NAME SPECIFICATION:

Applicable vendors must be Avaya or its partners to provide support to maintain proper support for the current system. The only way to transition to a different manufacturer would be to change the entire telephony system for the base. Such an action would involve reengineering the voice network for NUWCDIVNPT and its remote sites. All existing hardware (telephones, switches, routers, etc.) and infrastructure (copper and fiber wiring) would have to be upgraded to support Voice Over-IP (VOIP) topology for all new systems. According to DoD Instruction 8100 and the Unified Capabilities Requirements (UCR) 2013 guidance, all new voice systems have to support VOIP. The command’s current voice system is a hybrid system that supports VOIP and legacy. The estimated cost of such an upgrade to a new VOIP system could exceed $5 million in non-reoccurring costs and an additional estimated cost of $500K per year to maintain. Such an endeavor would take over two years to implement. At the present time, all Base Communication Office personnel are trained and certified on the Avaya Communication Manager 6 system. Changing to another system would require all personnel to be retrained and certified.

All resellers will need to request authorization from Avaya who will request a letter of authorization from NUWCDIVNPT on behalf of their federal business partners.
