OK-410 Pre-Solicitation Conference Q&A
Audio Biz Recording Transcript
Are there any questions at all?
Q: How many of those (OK-410(V)4 H&SG) have been built?
A: There have been 2 units manufactured as of 17 September 2015. One pre-production unit and one production unit. Currently there are 3 additional production units under order.
Q: Is there going to be any ILS attached to the engineering services in the contract?
A: No, the Integrated Logistics Support (ILS) for this system is handled through the AN/SQQ-89
Program. This program delivers tech documents and the SQQ-89 ILS team does all of the ILS work.
Q: Is there a small business participation factor or plan associated with this.
A: Yes, but NUWC has not made that determination yet as to what the percentage will be or how it will be implemented as a requirement due to the firm fixed price nature of this.
Q: I know you don’t know what the quantity will be yet but will it be a goal or a requirement?
A: It will be a goal. The quantity will be answered as part of when this solicitation comes out.
Q: Are there any NAICS codes for small business?
A: That will be answered when this solicitation comes out.
Q: Will NUWC be providing the CLIN structure prior to the RFP release?
A: NUWC will put a draft RFP out at least 2 weeks in advance of the RFP. The CLIN structure will be provided via FBO but the quantities are uncertain since it’s an IDIQ.
We always have the option to do a draft RFP. What I would say in this case is because of the dollar threshold and the fact that there’s going to be NAVSEA involvement at every stage, it’s highly likely that we would actually put a draft RFP out for this, so I guess I’ll commit to this right now. We’ll put a draft RFP out at least 2 weeks in advance of the RFP hitting the street. I guess we could do that; if not more. But as far as the CLIN structure is concerned, I think we could actually answer this questions with the CLIN structure in whatever goes out to FBO because we do have that but again the one thing we don’t know exactly is what we’re going to order since it’s IDIQ. We can’t explain how we’re going to create the ceiling in terms of quantities not knowing what those prices will be but again just bear in mind that it is IDIQ and we are not bound to buy anything beyond the minimum set in the RFP.
Q: How are you going to do the services part of it? Are you going to give us categories and then give us resumes, or are you going to just say 12,000 hours?
A: Yes, we’re going to just say 12,000 hours and not establish any categories. The preference of course is always for performance based so as a result we’re going to give you the Statement of
Work tasking. L&M (contract document) will require an approach be provided along with a labor mix and then we’ll evaluate that for appropriateness as far as whether or not it’s going to meet our minimum requirements, but yes we will definitely not establish categories; that will be for you all to determine based on the effort.
Q: So the CPFF portion will be a completion type and not a term type?
A: There will be completion type efforts and possibly term type depending on the tasking in the
Statement of Work.
It’s hard to know that but generally speaking, it’s - here’s the engineering change, please create the proposal and implement. Something like that would of course be completion, but then I don’t know if there’s going to be other stuff there. For example, if the ILS stuff is not there, we’re not going to have them sitting around waiting. Doing level of effort, I think it’s unlikely we would have term efforts but today I can’t say for a fact that we won’t.
Q: Are the drawings available now or do we have to wait until the solicitation itself?
A: NUWC is going to post the drawings one week from today on FBO which requires Joint
Certification Program (JCP) certification to access the documents due to Distribution Statement
D.
Original Response at the presol conference: We’re going to post those one week from today or within one week from today. There’s some stuff, actually that’s the one thing I wanted to mention. I’m not sure if Steve is going to catch this later and if he does then I apologize, but on one of the slides there’s a note at the bottom that talks about Distribution D and JCP certification, but we really didn’t specifically address it in the talk so I just want to make sure that everybody understands - were going to use the FBO capability to post the documents up there so you have to not only be JCP certified, but you have to have your JCP certification and - I don’t know how this happens; I have no awareness whatsoever - but you have to have it on record with FBO as part of your seller record when you log in because if not you won’t be able to access the documents because again they’re Distro. D and you have to have JCP certification. I just want to make sure that’s out there because again we’re going to put it out within a week. Historically, if they’re on the ball my understanding is that you can get JCP certification within a week. If not, it could take three weeks. With that being said, we’re getting the drawing package out well in advance of the RFP so I don’t think anybody should really have any issues as a result of that, but it’s just for your awareness.
Updated response based on current awareness of FBO capabilities: Based on systems constraints and the large number of Distro. D supporting documents including approximately
925 drawings, NUWC will only be posting the Pre-solicitation conference briefing, the list of conference attendees, and the conference Q&A. All Distro. D documents will be available on
CD upon request via e-mail to the Contract Negotiator listed on FBO. Because many of the documents are categorized Distro D, only vendors certified through the Defense Logistics
Agency’s Joint Certification Program (JCP) will be able to access the documents. For JCP certification, please see their website at http://www.dlis.dla.mil/jcp/ http://www.dlis.dla.mil/jcp/
Q: Will the documentation include factory acceptance test procedures?
A: No. The Performance Specification has a requirements verification matrix that includes mapping to test phases which should help understand what is expected to be verified in the factory acceptance test procedures.
So the question is - will the documentation include factory acceptance test procedures, and the answer is no. If that changes, we’ll address that in the Q&A on the FedBizOp portal.
