About this file
This document is an amendment to a request for proposals (RFP) for special projects and electronics systems. The amendment extends the proposal submission deadline to October 25, 2018, incorporates questions and answers into the solicitation, and will add a revised statement of work and DD254 in a future amendment. The questions and answers clarify that subcontractors can modify and submit their own Attachment 8 cost matrix directly, and do not need to submit corporate cost information unless the prime contractor requires it for a fair and reasonable price determination. The related federal contract opportunity notice indicates that a contract was awarded on July 8, 2019 to Alutiiq Information Management, LLC for special projects and electronics systems with a value of $36,742,365.42 under the Department of the Navy Information Warfare Systems Command.

Additional QUESTIONS and ANSWERS (Q&A) for Solicitation N66001-18-R-0110 Amendment 0002
1. Reference: Attachment 8 Cost Matrix
Discussion: RFP requires Subcontractors to submit the same level of detail that the prime submits. Attachment 8 Cost Matrix has a section for Indirect build ups for Prime but does not have that same section for subcontractors.
Question: Are the subcontractors to submit to the government Attachment 8 using the Prime section to show indirect build up?
ANSWER: Yes, Subcontractors may complete and submit a separate copy of Attachment 8 (they can modify Attachment 8, as applicable) directly to the Contract Specialist.
2. Reference:
Discussion: 1. The FAR is fairly specific with respect to the purpose of price and cost analysis in price negotiations, and elements that affect the accuracy of a proposal:
a. FAR 15.405(a) – “The purpose of performing cost or price analysis is to develop a negotiation position that permits the contracting officer and the offeror an opportunity to reach agreement on a fair and reasonable price.”
b. FAR 15.405(b) – “The contracting officer’s primary concern is the overall price the Government will actually pay.” (emphasis added)
c. FAR 15.407-5(a) – “Using an acceptable estimating system for proposal preparation benefits both the Government and the contractor by increasing the accuracy and reliability of individual proposals.”
Question: Consistent with the above, costs that are consistent with the an Offeror’s Disclosure would be the only true representation of what the Government could expect to pay in execution of the resulting contract. Therefore, for the administrative convenience of the Government and any affected Offerors, respectfully request that Offerors submit proposals based solely on costs that follow Disclosures (only).
ANSWER: In accordance with FAR 15.403-3(a)(1), Contracts plans to obtain whatever data is available from Government or other secondary sources and use that data in determining a fair and reasonable price.
3. Reference: Section L, 2.1(d) Subcontracts. Pg. 14
Discussion: If subcontractors are proposed, submit the same detailed level of cost information as for the prime contractor.
Question: Do FFP Subcontractors have to submit 2.7 Corporate Cost Information (b)? We
N6600118R0110 recommend the Government remove this requirement from FFP subcontractors.
ANSWER: No, subcontractors don’t have to submit corporate cost information. But the prime is responsible for justification for pricing for a fair and reasonable determination.
4. Reference: Section L, 2.1(d) Subcontracts. Pg. 14
Discussion: If subcontractors are proposed, submit the same detailed level of cost information as for the prime contractor.
Question: Do Subcontractors have to submit Section 2.7 Corporate Cost Information (f)? We recommend the Government remove this requirement from subcontractors.
ANSWER: No, subcontractors don’t have to submit corporate cost information. But the prime is responsible for justification for pricing for a fair and reasonable determination.
5. Reference: Attachment 8
Discussion: Attachment 8 Cost Matrix appears to be designed for prime contractors to fill out.
Question: Will the Government provide a version for subcontractors to fill out?
ANSWER: Subcontractors may complete and submit a separate copy of Attachment 8 (they can modify Attachment 8, as applicable) directly to the Contract Specialist.
6. Reference: L-TXT-12, Submission of Proposals, Pg. 112
Discussion:
Question: Would the Government allow Offerors to include a transmittal letter, cover page, table of contents, and acronym list outside of page counts?
ANSWER: Yes, but any information in said documents will not be considered when evaluating the proposal. There is no page limitation to Volume I.
