QUESTIONS AND ANSWERS

o What is the required speed for the davit winch?

The solicitation is clear on its face. Please refer to Drawing 583‐6743669 Sheet

1 GN #7 for the rated speed and load for the davit.

o What is the max time allowed for launching boat 1 and boat 2?

The solicitation is clear on its face. Duty cycles for the electric motors for the davit are stated in drawings 583‐6743672 and 583‐6743678.

o What is the sea state requirement for launch & recovery of the boats?

The solicitation is clear on its face. This question is irrelevant to the performance required by the solicitation.

o What is the max number of crew needed for launch & recovery of the boats?

The solicitation is clear on its face. This question is irrelevant to the performance required by the solicitation.

o Are there any future requirements for this davit to also be able to launch & recover an unmanned surface vehicle?

The solicitation is clear on its face. This question is irrelevant to the performance required by the solicitation.

o On page 57 of the Solicitation, CAR‐L11 it state that "Proposals shall be submitted as three separate documents, as follows: Solicitation, Offer and Award Document (SF‐33), Technical Proposal, Cost Proposal". On page 60 of the Solicitation, Section 3 ‐ Price, paragraph (a) states that "This volume shall contain a signed SF33 for the base solicitation; a signed copy of each amendment; the signed Representations and

Certifications Application..." Is the completed SF33 and Amendments to appear in both places or only once? If once, is the SF33 portion a stand‐alone item or is it in the cost proposal. Do the number of copies follow the rules for a stand‐alone item (Solicitation, Offer and Award Document (SF‐33)) with (1) original?

Only once; the SF33 is just the signed and completed solicitation document

N65540‐14‐R‐5007, stand‐alone, plus all amendments. Yes, the number of copies follow the rules for a stand‐alone item (Solicitation, Offer and Award

Document (SF‐33)) with (1) original.

o On page 58 of the Solicitation, second paragraph, it states that the offerors are to submit their cost proposal spread sheets on CD‐ROM (in addition to the hard copy requirements). Is this the electronic versions of all of the bid documents (SF‐33, Technical Proposal, and Cost Proposal) or is it something else?? An excel file summarizing Section B pricing?

Yes, the CD‐ROM is meant to provide a digital version of everything being submitted in response to the solicitation except for the SF33 itself. Signed, hard copies are sufficient for the SF33 and its amendments.

o On page 60 of the Solicitation, Section 3 ‐ Price, paragraph (b) states "all price/cost and price/cost supporting information shall be contained in Section B and the price/cost proposal. No price or pricing information shall be included in any other volume, including cover letters. Offers are responsible for submitting sufficient information to enable the Government to fully evaluate their price/cost proposal.” Below that paragraph, under Ground Rules and Assumptions, paragraph (s), it states that "As this is a competitive acquisition with adequate competition anticipated, any price/cost documentation requested shall not be certified cost or pricing data in accordance with

FAR 15.406‐2." However, it does state that if there is not adequate competition the

Government can request additional price/cost information. Therefore, it is our understanding that no Certificate of Current Cost or Pricing Data is required with the initial bid package. However, per Ground Rules and Assumption paragraph (b) the contractor shall provide sufficient information to support its price/cost as shown on schedule B and explain the ground rules and assumptions made. Does the fact that this is a competitive bid preclude the need to respond to Ground Rules and Assumption paragraphs (a) and (b) at the time of the initial bid? Do those paragraphs only come into play if there is insufficient competition?

No Certificate of Current Cost or Pricing Data is required with the initial bid package. It may be requested in the event that only one bid is received.

o There seems to be a discrepancy between the CLIN man‐hours for CLINs 0019 and 0021 and the hours tabulated in the Estimated Level of Effort table contained in Section B:

The hours for CLIN 0019 are 940, the hours listed in the table total 832. Perhaps the hours for Service Director should be 120, not 12. And the hours for CLIN 0021 are 1180, the hours listed in the table total 980. Perhaps the hours for Factory Technician should be 200, not 0. This would also require a revised total for the Estimated Level of Effort table from 4692 to 5000.

CLIN 0019’s total should read 940 hours; the table has been changed. CLIN

0021’s total should read 980; the CLIN has been changed. The total number of hours in the Estimated Level of Effort has been changed from 4692 to 4800.

o In the Proposal Preparation Requirements it states “The proposal documents SHALL

NOT be embellished with any cover or binding.” Would you prefer a loose leaf submittal, or would 3‐ring binders or binder clips be preferred?

Binders or binder clips are allowed; the choice is at the discretion of the offeror.
