The estimated composition of the total estimated man hours of direct labor to be ordered is specified in Section B.
(End of Summary of Changes)
The following items are applicable to this modification:
QUESTIONS AND ANSWERS
Question: Received NAVSEA Drawing 583‐6743680 page 1 Rev B and page 2 Rev A. Is this correct?
Solicitation calls for Rev B, is there a Rev B for page 2?
Answer: Drawing 6743680 has two sheets: Sheet 1 is rev B and Sheet 2 is Rev A.
Question: Received NAVSEA Drawing 583‐6743681 Rev B. Solicitation calls for Rev A. Did I receive the correct Rev? I assume I did.
Answer: Yes, the revision was mislabeled in the solicitation and was corrected by Amendment 0001.
Question: Missing NAVSEA Drawing 583‐8552999 Rev B.
Answer: This drawing was included by mistake and has been removed via Amendment 0001.
Question: What vessels or program are these Slewing Arm Davits for?
Answer: While the platform is irrelevant to a response to this solicitation, it is expected that these davits will be installed onboard DDG51 class vessels.
Question: What is the estimated date of award for pricing? We can offer a base date and escalator for months after that date, but suppliers require an order date to supply firm pricing ‐ reference page 20 of 66.
Answer: Award is estimated to be made by 30 SEP 2014 but this date is not firm and is subject to change. Bidders shall offer a price with a validity period long enough to allow for an award within FY 2014.
Question: ITEM 0001 NRE items would lead us to believe the design is not mature. We have built several Navy SLADs in years past, but to a different (older) Navy drawing package. Have any davits been built to these prints before?
Answer: No.
Question: CDRL A008 (page 43 of 66) is the requirement for design calculations. We require an explanation as to what is required here as page 10 of 66 states that this is a build to print contract and "Alternate design concepts are not permitted." Calculations are required for what?
Answer: The solicitation is clear on its face.
Question: What other documents are available? Even if outdated, schematics, test specs and manuals would reduce the software effort.
Answer: The solicitation is clear on its face; no other documents are available.
Question: Can we assume that we will be getting a copy of the drawings in AutoCAD for us to revise to As‐Built and final? As part of this contract are we to correct drawing errors and improve the design for manufacturability? This is not a problem to complete, but please confirm.
Answer: No.
Question: Can we assume that we will be getting a copy of the current SLAD manual in electronic format to revise to As‐Built or are we to start over with a new manual? Same with the PTD?
Answer: No.
Question: CDRL A007 (page 41 of 66) references the manual will be I.A.W. TMSR NO. NDMS‐070123‐
000. Can we please receive a copy of this specification?
Answer: This document will be uploaded via amendment when the Navy receives a copy and it will be uploaded to Fedbizopps.
Question: Can the First Article Unit (ITEM 0002) be used as one of the Production Units (ITEM 0003)?
Or are these separate for a total of 9 "Year 1" units?
Answer: Yes, provided the refurbishments of the davit detailed in paragraph 4.1 of Section C are accomplished following first article unit in‐plant testing.
Question: We did not see the allowance for Progress Payments (FAR 52.232.16 alternate 1 and DFAR 252.232‐7004). Can this be included as this will be a multi‐million dollar contract award?
Answer: Offerors reserve the right to request the inclusion of progress or performance‐based payments clauses in their response to the solicitation.
Question: Can you provide Drawing 6743680 Rev B. We have Rev A in the TDP you sent.
Answer: Drawing 6743680 has two sheets: Sheet 1 is rev B and Sheet 2 is Rev A.
Question: Drawing 647683A is not on either list (Solicitation or Amendment 0001) that I can find. Is this drawing needed? It was in the TDP furnished.
Answer: No, the solicitation is clear on its face.
Question: Drawing 8852998B is not on either list than I can find. Is this drawing needed?
Answer: No.
Question: Is there a previous price history available for this item?
Answer: No.
Question: On drawing 6743688 the following item is no longer available: Item 23 – Cleat (size 14) from Dibert Bancroft & Ross (Company has gone bankrupt). I have attached the NAVY STANDARD cleat drawing, and would appreciate direction on which cleat to substitute.
Answer: Any manufacturer of a cleat designed to the Navy standard will be evaluated and supporting documentation shall be provided with the offeror’s technical proposal.
Question: I would like to request additional information regarding the Contract Data Requirements List (CDRL) item descriptions for A001 through A011. Are there data item descriptions for these items that highlight format and the requirements of each in detail?
Answer: The solicitation is clear on its face. All descriptions can be found in Section C of the solicitation.
File details come from the government source that posted it. Updated .
