About this file
This document is a Questions and Answers (Q&A) file for a Draft Request for Proposal (RFP) for the Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Sustainment III contract. The procurement is a small business set-aside task order under the SeaPort Multiple Award Contract (MAC), with an estimated release in Q2 FY2026 and award in Q3 FY2026. The contract will have a base period of one year with four one-year option periods and an additional six-month extension option, with a total value between $100M and $250M under NAICS code 541330.
Key details include a virtual pre-solicitation conference scheduled for 16 January 2026 at 10:15 AM Eastern Time via Microsoft Teams, with no registration required. The contract is specifically for small business Seaport NxG MAC holders, and it will be a Cost-Plus-Fixed-Fee (CPFF) procurement. Potential offerors must request access to the Performance Work Statement (PWS) in SAM.gov and will need a DCAA or DCMA accounting system audit prior to contract award. The requirement involves a 6,000 sq. ft. warehouse and is not a direct follow-on to any previous contract, with no current incumbent.

Q&A for Draft RFP N6523626R3007
Q: Who is the incumbent?
A: This is a new requirement therefore there is no incumbent. However, in the past, similar requirements were executed through task order: N0017819D8323 N6523622F3009 (Predicate Logic, Inc.).
Q: This RFP has a NIWC contract number however, throughout the document there are references to NUWC Newport, RI, Can you please explain this?
A: This RFP is being issued by NIWC Atlantic. The NUWC references are referring to the Naval Undersea Warfare Center (NUWC) Division Newport public website that has all of the labor category descriptions for this task order.
Q: It refers to a CUI document. We are CMMC LVL2, but can any Seaport NXG SB download the form.
A: You will need to request access to the PWS (Section C) in SAM.gov. Once you request access, the Government will approve your request and then you will be able to access the PWS/Section C.
Q: For a Cost-Plus-Fixed-Fee (CPFF) procurement, is an offeror eligible to submit a proposal if it has not yet undergone a formal DCAA or DCMA accounting system audit, provided the offeror submits a completed SF 1408 (Preaward Survey of Prospective Contractor Accounting System) demonstrating that its accounting system is designed to meet the requirements for cost-type contracts?
A: Yes, an offeror may submit a proposal without a formal DCAA or DCMA accounting system audit; however, the audit would be required prior to contract award. Refer to DFARS 242.7502. However, you MUST be a small business Seaport MAC holder.
Q: It was noticed that the draft RFP specifies a 6,000 sq. ft. warehouse requirement, which is a decrease from the current contract sq. ft. requirements. Could the Government please confirm whether the reduced square footage in the draft RFP is intentional? We want to ensure our proposal aligns accurately with the Government’s needs?
A: The 6,000 square footage of warehouse space is correctly identified in the RFP.
Q: I'm trying to ensure I can attend the NIWC C4ISR Sustainment III Industry Day on 1/16. The announcement reads "A link to the Live Event is forthcoming and no registration is required" but how can I get on the distro list?
A: The link to the Teams live event has been posted to SAM.gov and the Seaport portal. The link will allow you to virtually attend Industry Day on 1/16 via Microsoft Teams.
Q: Do you foresee any risk or problems in securing this funding?
A: Since this is a Cost Plus Fixed Fee Level of Effort task order it will be incrementally funded therefore we don’t see any problems in securing funding.
Q: When will the solicitation be released for this? If you don't have a specific date, how long before the award do you typically release the solicitation?
A: It’s estimated to be released in Jan/Feb 2026. There is not a set amount of time that we release the solicitation before the award is made.
Q: Is the incumbent performing satisfactorily?
A: There is no incumbent because this is a new requirement and not a direct follow-on to any particular contract or task order.
Q: Other than you and Jackie, who is involved on this from the contract side?
A: I (Jessica Meddick) will be the Contract Specialist and Jackie Luna is the Contracting Officer. There is no one else involved.
Q: I am reaching out on this effort as I had seen on the forecast that this requirement is slated to be solicited as a small business set-aside with a 60 month period of performance with a release date within Q1FY2026 and an award date within Q3FY2026 and value between $100M and $250M. Does all of this remain accurate currently?
A: Yes, this will be solicited as a small business set-aside. The period of performance will include a base period of one year with four (4) one-year option periods and the option to extend services an additional six months in accordance with FAR 52.217-8. The RFP is estimated to be released in QTR 2 of FY 2026 and the award date is estimated to be within QTR 3 of FY 2026.
Q: It seems that the incumbent, Predicate Logic was awarded under NAICS code 541330 and was wondering if that will be true for this recompete?
A: Yes, this will be awarded under NAICS code 541330. However, Predicate Logic is not considered the incumbent because this is a new requirement and not a direct follow-on to any particular contract or task order.
Q: I know this won't be procured under the Federal Supply Schedule, does that mean it will be procured as. a GWAC since it's a task order?
A: This will be procured as a task order under the SeaPort Multiple Award Contract (MAC).
Q: Is it expected that this effort may be awarded before the expiration date of the current contract, potentially with a transition period of thirty days or so?
A: It is estimated that the award date for this procurement will be prior to the expiration date of the similar task order: N0017819D8323 N6523622F3009.
