About this file
This document is a Pre-Solicitation Conference presentation for the Naval Information Warfare Center Atlantic's Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) Sustainment III task order, Request for Proposal N6523626R3007. The solicitation is a small business set-aside for a Cost Plus Fixed Fee (CPFF) contract with a base year and four one-year option periods, anticipated to be awarded in Q3 FY26.
The task order requires Field Service Representative (FSR) support, training, supply chain management, and maintenance services for Marine Corps and Navy expeditionary units, covering C4ISR systems at garrison, deployed, and shipboard locations worldwide. Key requirements include providing technical support, system network and administration support, various training types, and supply chain management with inventory tracking and counterfeit electronics prevention. Contractors must possess a Secret clearance, with some personnel requiring Top Secret/Sensitive Compartmented Information (TS/SCI) clearance, and establish a facility within 30 miles of NIWC Atlantic with specific security and space requirements. The evaluation will focus on technical capability, contractor facility, and cost/price, using a best value tradeoff source selection process.

▪ The Government may limit its cost realism analysis to the offeror(s) most likely to receive task order award. Further, the Government reserves the right to limit the extent of its cost realism analysis and not consider every element of an offeror’s cost proposal. As an example, the Government may not perform a cost realism analysis on a subcontractor’s proposed costs in circumstances in which that subcontractor is assigned a negligible amount of labor hours in the offeror’s proposal.
▪ Per FAR 15.404-1(b), price analysis will be used to examine and evaluate the proposed price
(without evaluating the offeror’s separate cost elements) to determine if the offered price is fair and reasonable.
