Instructions
Field Name Required or Conditional Definition Instructions Comments
Contractor Name Required Custodial Contractor Name Enter name of prime contractor as identified on contract.
Contract Number Required 13 digit number that identifies a particular solicitation or award. Example: N0003917C0000, N6600115C0000, N6523612D0000
Delivery/Task Order Number Conditional The number that provides for the issuance of orders for the performance of tasks or delivery of supplies during the contract period of performance (PoP). If Applicable enter old format (e.g. 0002) or new FY16+ format (e.g. N0003917F0002) as appropriate and when the item is assigned at the Delivery or Task Order level. If not applicable, enter "N/A".
COR or Govt. POC email Required A COR is the Contracting Officer's Representative delegated specific contract surveillance duties by the Contracting Officer. Use current COR from applicable contract/order, or POC listed in GFP Attachment
Item Name Conditional Colloquial name or approved item name. Enter if the field is populated on the GFP Attachment or if identified differently than the item description in the contractor's property management system. If the old SGFP attachment was used, there was no item name field so enter "N/A." On the current GFP Attachment, there is a required field for item name, and the contractor should use the same item name.
Item Description Required Descriptive information about an item. Enter exactly as shown on the GFP Attachment. Both the old SGFP and the current GFP attachment have this field.
Government Furnished Type Required Government Furnished Equipment (GFE), Government Furnished Material (GFM), Special Tooling (ST), or Special Test Equipment (STE). Enter one: GFE , GFM, ST or STE (see definition in "Types of GFP Definition" tab) If the current GFP attachment was used (not the old SGFP), the GFP types may be identified in the "notes" field. If only some items are labeled as GFE in the notes, the unlabeled ones will be GFM, or visa versa. If only one type of GFP was promised in the PWS, the notes field likely does not identify the GFP type.
Acquisition Method Required The original method of acquisition. If GFP was originally acquired by current contractor as Contractor-Acquired Property, enter "CAP." If GFP was transferred from another contract, enter "Transferred from contract # [and if applicable] task order/delivery order #." If GFP was sent directly from Government site enter " Government Furnished."
Receipt Document Required The signed or electronic document that shows contractor physical receipt of Government-Furnished Property. Enter the document of delivery to contractor (e.g. iRAPT Transfer, DD1149, DD250, etc.)
Acquisition Date Required Date asset was acquired. Enter the date property was acquired by or furnished to current contractor. "Acquired by" the current contractor is for the situation where the contractor acquired or fabricated the item as CAP on a previous contract or task order, and it was subsequently delivered to the Government and provided back as GFP on the current contract or task order.
Unit Acquisition Cost Required The dollar value assigned by the Government and identified in the GFP attachment
Quantity Required The amount or number of a material or equipment. Enter the actual quantities on hand. For serially-managed items, each serial number must be listed individually with a quantity of 1 (even if the GFP attachment did not list the serial numbers). Non-serially managed like items should be listed as one line item with the total quantity on-hand. The quantity listed in the GFP attachment is only the plan. Report the actual quantities on hand. Ensure the quantity is aligned with the cited unit of measure.
Unit of Measure Required A definite magnitude of a physical quantity used as a standard for measurement of the same physical quantity. Any other value of the physical quantity can be expressed as a simple multiple of the unit of measurement. Enter as shown on the GFP Attachment unless the unit of measure on the GFP attachment was clearly in error.
National Stock Number (NSN) Conditional Used to facilitate the standardization of item names, supply language, characteristics and management data and aids in reducing duplicate items in Government inventories. It also helps to standardize the military requirements for testing and evaluation of potential items of supply, as well as identifying potential duplicate items. Enter 13 digits without dashes. Only enter an NSN if one is specified on the GFP Attachment. If not applicable, enter "N/A".
Useful Life Conditional The useful life of an asset is the number of years an asset is planned to remain in service for it's intended purpose. Useful Life is applicable for Capital Assets only. For each asset originally acquired or manufactured by current custody contractor, useful life supporting documentation must be provided by contractor. This can be supported by engineering estimates, operational requirements documents, mission needs statements, commercial industry-equivalent information, contracts, and acquisition documents. For the pruposes of reporting, Capital Assets are items placed into service during FY13 and prior that have a unit cost over $100K and during FY14 and beyond that have a unit cost over $1M. If not applicable, enter "N/A".
Date Placed In Service Conditional The date when an asset is first acquired or built and placed in use by or on behalf of the government. This is the date the government begins the financial reporting and depreciation period for the asset. For SSC Atlantic contracts/task orders, leave this block blank.
Manufacturer Conditional The name of the company that manufactured the asset. Enter name of the company that manufactured the asset. If not known, enter "N/A".
Manufacturer CAGE Code Conditional A 5 digit alphanumeric unique identifier assigned to suppliers to various government or defense agencies. See DFARS subpart 204.7202-1 for a complete definition. Data entered should match what is entered on the GFP Attachment. If field is blank on the GFP attachment, enter "N/A".
Model Number Conditional An identifier of a product given by its manufacturer. Data entered should match what is entered on the GFP Attachment. If field is blank on the GFP attachment, enter "N/A".
Part Number Conditional An identifier of a particular part design used in a particular industry to simplify reference to that part. A part number unambiguously identifies a part design within a single corporation, and sometimes across several corporations. Data entered should match what is entered on the GFP Attachment. If field is blank on the GFP attachment, enter "N/A".
Serial Number Conditional A serial number is a unique, identifying number or group of numbers and letters assigned to an individual product to identify otherwise identical individual units to deter against theft and counterfeit products. Required if the GFP Attachment identifies the item in the Serially Managed Items List of the GFP Attachment. Do not enter a serial number if the item is non-serially managed on the GFP Attachment. Serial Numbers for serially-managed items may not be specified on the GFP Attachment, but are required once in contractor custody. The field is optional on the GFP Attachment. If not applicable, enter "N/A".
Unique Item Identifier (UII) Conditional A globally unique and unambiguous identifier that distinguishes an item from all other like and unlike items. Must be entered if the item is listed in the Serially Managed Items List section of the current GFP Attachment (or "Serialized Items" section of the old SGFP attachment) and has an IUID tag, label or mark. Even if the item has a UII, it may not be specified on the GFP Attachment, but where present is required once in contractor custody. The UII field is optional on the GFP attachment. If not known or not applicable, enter "N/A".
Contractor Asset ID Number Conditional Number assigned by contractor that Identifies the asset as Government Property while in their possession to distinguish from Contractor-owned assets. Enter if assigned. This is the number assigned to the asset while in contractor's custody. If not applicable, enter "N/A."
Location Required A company, building, storage area, stockroom, warehouse, or storage yard where material and equipment is held and recorded in an accountable system. Enter the Contractor's address as identified on contract.
Physical Inventory Sighted By Required Contractor employee that physically verified inventory. Enter name of Contractor employee who sighted inventory at the contractor's site or the individual Contractor employee responsible for the GFP assets.
Physical Inventory Date Required Contractor's last physical inventory date. Enter date last inventoried by contractor. If the item has not been on-hand long enough to have been formally inventoried, enter the date the item was received by the contractor or the date it was last physically sighted.
Types of GFP Definitions
Government Furnished Type Definition and Comments
Government Furnished Material (GFM) GFM is OM&S furnished to a contractor. May be consumed or expended during the performance of the contract, component parts of a higher assembly, or items that lose their individual identity through incorporation into an end-item. Material does not include equipment, special tooling, special test equipment or real property.
Additional SSC Atlantic Note: The intended end user of GFM is the ultimate supported customer, normally the warfighter. An example would be a radio to be installed in a tactical vehicle for the Marine Corps. However, any item that is consumable in nature (such as paper or toner for example) would be GFM regardless of who the intended user is.
Government Furnished Equipment (GFE) GFE is Property, Plant & Equipment (PP&E) furnished to a contractor. A tangible item that is functionally complete for its intended purpose, durable, nonexpendable, and needed for the performance of a contract. Equipment is not intended for sale, and does not ordinarily lose its identity or become a component part of another article when put into use. It is normally returned to the Government in the same form. Equipment does not include material, real property, special test equipment or special tooling.
Additional SSC Atlantic Note: The intended end user of GFE is the contractor, in order to perform a contractual task. An example would be a drill press for performing repair or integration tasks. However, any item that is consumable in nature (such as paper or toner for example) would be GFM regardless of who the intended user is.
Special Tooling (ST) Jigs, dies, fixtures, molds, patterns, taps, gauges, and all components of these items including foundations and similar improvements necessary for installing special test equipment, and which are of such a specialized nature that without substantial modification or alteration their use is limited to the development or production of particular supplies or parts thereof or to the performance of particular services. Special tooling does not include material, special test equipment, real property, equipment, machine tools, or similar capital items.
Additional SSC Atlantic Note: The intended end user of ST is the Contractor in order to perform a contractual task. If the item is a tool but is does not meet the definition of Special Tooling, then it is merely GFE.
Special Test Equipment (STE) Either single or multipurpose integrated test units engineered, designed, fabricated, or modified to accomplish special purpose testing in performing a contract. It consists of items or assemblies of equipment including foundations and similar improvements necessary for installing special test equipment, and standard or general purpose items or components that are interconnected and interdependent so as to become a new functional entity for special testing purposes. Special test equipment does not include material, special tooling, real property, and equipment items used for general testing purposes or property that with relatively minor expense can be made suitable for general purpose use.
Additional SSC Atlantic Note: The intended end user of STE is the Contractor in order to perform a contractual task. If the item is a piece of test equipment but does not meet the definition of Special Test Equipment, then it is merely GFE.
