About this file

This document comprises Questions and Answers (Q&A) for federal solicitation N6471026Q0009, a 100% small business set-aside under NAICS 334310 for audio and video equipment manufacturing and related services. The solicitation seeks design, installation, integration, and maintenance support for a Watch Operations Center (WOC) audiovisual system upgrade at Southwest Fleet Cyber Forces Activity Command (SWFPAC) located at Naval Base Kitsap-Bangor. The requirement includes eight hospitality monitors arranged in two rows of four units, video conferencing capability using traditional Cisco VTC codecs for classified (SIPR) networks, one Pan-Tilt-Zoom camera, two touch panels for system control, network switches approved for information assurance and Trade Agreement Act (TAA) compliance, and system source code delivery upon completion. The system must maintain physical separation between NIPR (unclassified) and SIPR (classified) networks per Unified Facility Criteria 3-580-01 and comply with DISA STIG standards. The contractor must provide a Facility Clearance in good standing with the Defense Counterintelligence and Security Agency, and installation personnel require a minimum Secret clearance. Government-furnished equipment includes equipment racks listed in SOW Attachment 1 and existing media converters; all other equipment including legacy monitors in non-center columns must be removed and turned over to the government for disposition.

Performance requirements include a 180-calendar-day completion timeline from contract award for CLINs 0001-0006 and 0008-0011, with CLIN 0007 (maintenance and warranty) requiring 120 days from system installation and CLIN 1001 (additional maintenance support) running one calendar year from exercise. The government will conduct a site visit on August 11, 2026, where contractors may verify physical space, rack capacity, wall dimensions (approximately 22 feet wide by 6 feet high for monitor area), power availability (250Amp UPS service at 36% current load of 20KVA), and existing infrastructure. All cabling must meet UFC 3580-01 requirements, with current infrastructure using CAT6 copper rather than fiber optic. The AV system requires 10 gigabit connectivity between control and input switches, and the contractor bears responsibility for ensuring all personnel can obtain Naval Base Kitsap-Bangor facility access; failure to achieve access and complete services will result in contract termination per FAR Part 49. Offerors must achieve CMMC Level 1 (Self) certification status in SPRS prior to award, and a DD Form 254 will be issued within five days of contract award. Source code deliverables must include proprietary programming files with detailed functional descriptions and license information (expiration dates and renewal requirements), plus editable files in Microsoft Office or text format.

5. [RENUMBERED FROM 2 TO 5] Given that installation personnel must hold a minimum Secret clearance and the system processes classified video, does performance require a facility security clearance (FCL) and a DD Form 254? If so, at what safeguarding and storage level, and will the Government issue the DD Form 254 at award?

Answer: Yes. In order for personnel to hold a Secret clearance, their employer must have a Facility Clearance (FCL). The Prime contractor must be "cleared"(have an active FCL in good standing with the Defense Counterintelligence and Security Agency (DCSA)) and any sub-contractors would also need to be "cleared" (hold their own FCL). A DD Form 254 will be created within 5 days of contract award.

6. [RENUMBERED FROM 3 TO 6] This is a 100% Small Business set-aside under NAICS 334310 (Audio and Video Equipment Manufacturing).
