About this file

This document is a Questions and Answers (Q&A) file for solicitation N6471026Q0009 AMD 0002, a 100% Small Business set-aside for audio/video (A/V) system upgrades at SWFPAC under NAICS 334310. The principal nature of this requirement is for supplies/equipment, making the nonmanufacturer rule applicable. The requirement involves installation and maintenance support of a classified A/V system requiring contractor personnel to hold minimum Secret clearance and the prime contractor to maintain an active Facility Clearance (FCL) with the Defense Counterintelligence and Security Agency (DCSA). A DD Form 254 will be issued within 5 days of contract award. The Government will conduct a mandatory site visit on August 11, 2026, for interested parties to verify existing equipment racks, wall space, power availability, and cooling infrastructure.

The A/V system specifications include a 10/20x zoom 1080p HD camera compatible with SOW Attachment 1, eight hospitality monitors (size to be determined based on wall space verification), and TAA-compliant video switches subject to SWFPAC Information Assurance approval. Cisco 9300/9500 switches on IOS XE version 17.18.x are preferred but alternatives are acceptable. The contractor must deliver system source code upon completion, with proprietary programming files acceptable if accompanied by documentation explaining function and editing procedures, along with all license information and expiration dates. Performance schedule for CLINs 0001-0006 and 0008-0011 is 180 calendar days from contract award; CLIN 0007 is 120 calendar days from system installation; CLIN 1001 is one calendar year from exercise. CMMC Level 1 (Self) certification is required, and the Government has amended the solicitation to incorporate FAR clause 52.222-42 for Service Contract Act labor categories applicable to installation and 8x5 maintenance support.

Solicitation N6471026Q0009 AMD 0002 Questions and Answers

1. The Notice of CMMC Level Requirements and DFARS 252.204-7021 require a CMMC status in SPRS prior to award, but the required CMMC level is left blank in the provision.

Which level applies to this acquisition (Level 1 Self; Level 2 Self; Level 2 C3PAO; or Level 3), and does it apply to all contractor information systems that will process, store, or transmit FCI/CUI in performance?

Answer: Please see N6471026Q0009 SF 1449, DFARS Clause 252.204-7021 “Contractor Compliance with the Cybersecurity Maturity Model Certification Level Requirements”, paragraph (d) located on page 25 of 44. Certification Maturity Model Certification (CMMC) Level 1 (Self) is specified as the requirement within DFARS 252.204-7021.

2. Given that installation personnel must hold a minimum Secret clearance and the system processes classified video, does performance require a facility security clearance (FCL) and a DD Form 254? If so, at what safeguarding and storage level, and will the Government issue the DD Form 254 at award?

Answer: Yes. In order for personnel to hold a Secret clearance, their employer must have a Facility Clearance (FCL). The Prime contractor must be "cleared"(have an active FCL in good standing with the Defense Counterintelligence and Security Agency (DCSA)) and any sub-contractors would also need to be "cleared" (hold their own FCL).

A DD Form 254 will be created within 5 days of contract award.

3. This is a 100% Small Business set-aside under NAICS 334310 (Audio and Video Equipment Manufacturing). Will the Government treat this requirement as a service acquisition for size/eligibility purposes, or does the nonmanufacturer rule (13 CFR 121.406) apply to the equipment being furnished?

Answer: Determination has been made that the principal nature of this requirement will be for supplies/equipment. Therefore, per 13 CFR 121.406, the nonmanufacturer rule applies to the supply/equipment portion of this requirement.

4. SOW paragraphs 3 and 3.1.8 reference compatibility with "attachments 1 and 2," but only Attachment 1 and the wage determination are included in the package. Will the Government provide Attachment 2, and does it contain additional camera or CODEC specifications needed to price accurately?

Answer: There is not an Attachment 2 and this is a typo. The SOW paragraph 3.1.8 has been amended to read: The AV system shall feature a 10/20x Zoom 1080p HD camera compatible with SOW Attachment 1, which will be mounted on a thin profile wall-mount in the room based on a location approved by government. The thin profile wall-mount is to be provided by the Contractor. Additionally, there are no additional camera or CODEC specifications.

5. SOW section 2.5.4 requires video switches that are SWFPAC-approved for Information Assurance and TAA-compliant, with Cisco preferred. Is there an approved products list or specific Cisco model(s) the Government will accept, or is any TAA-compliant, IA-approvable switch acceptable subject to SWFPAC review?

Answer: There is no approved products list. SWFPAC currently uses 9300/9500 Cisco switches on IOS XE version 17.18.x. Per SOW Cisco is preferred; however, any TAA-compliant, Information Assurance (IA)-approvable switch can be utilized in solicitation upon SWFPAC compliance workforce approval of purposed device’s software and hardware.

6. The SOW requires eight hospitality monitors of the same size, subject to Government concurrence and wall-space verification. For consistent pricing across quotes, may oƯerors assume a specific screen size and mounting footprint, or will the Government specify a target size?

Answer: Rough dimensions are provided in the SOW Attachment 1, however, it is up to the contractor to maximize wall space. A Site Visit of the area will be conducted on August 11, 2026 and all interested Parties are highly encourage to attend. This will allow contractors to field verify wall space to maximize hospitality monitors size to fit the wall space.

7. The SOW requires delivery of the AV system source code on completion. What form and license rights are required (for example, editable Crestron/AMX/Extron program files and configuration backups), and are proprietary programming files acceptable when accompanied by documentation?

Answer: Proprietary Programming files are acceptable if explained what their function is and how to edit said files. All license information is required, along with their expiration dates and renewal requirements for said license. Editable files should be in Microsoft excel, word, pdf, or a txt file if not a proprietary programming file.

8. Section F states 180 calendar days "from date of lead time event to completion of performance." What event starts the 180-day clock (contract award, kickoƯ, Government approval of the project schedule, or completion of any Government-furnished power/outlet work)?

Answer: Contract award is the lead time event for CLIN's 0001-0006 and CLIN’s 0008- 0011. These CLINs have a completion of performance period of 180 calendar days from date of award. CLIN 0007 has a lead time event of “upon system completion”.

Therefore, CLIN 0007 has a completion of performance of 120 calendar days from “upon system installation”. CLIN 1001 has a completion of performance of 1 calendar year from the date of the CLIN being exercised.

9. The SOW requires the contractor to physically verify existing racks, cabling, power, and wall space, and to submit an RFI if Government power upgrades are needed. Will the Government host a site visit or provide the make/model and available rack units of existing equipment racks and switching so oƯerors can price without assumptions?

Answer: The Government will be providing a Site Visit on August 11, 2026. Please see the “Site Visit Information” attachment for further details. It is highly encouraged for all interested Parties to attend the Site Visit to verify equipment racks, space, wall space, and switching to meet their proposal.

10. Wage Determination 2015-5525 (Rev 30) is attached. Which labor categories does the Government consider Service Contract Act covered for the installation and the 8x5 maintenance support, given that technicians are required to hold AVIXA/InfoComm CTS and brand certifications?

Answer: The Government has amended the solicitation to incorporate FAR clause 52.222-42 (Statement of Equivalent Rates) to specify the particular labor categories.

Additionally, information pertaining to the Service Contact Act is listed on the Service Contract Act Directory of Occupations, Fifth Edition (Revision 1), dated September 2015.
