Solicitation Information:
1. CONTRACT TYPE:
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) proposes to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ), Firm-Fixed-Price contract for Digital Video Surveillance System (DVSS) as describe in Section C, Statement of Work.
2. PERIOD OF PERFORMANCE
Contract will consist of a 60-month ordering period with a 72-month period of performance.
3. BASIS OF COMPETITION:
A single FFP, IDIQ contract shall result from this solicitation. This requirement is being solicited on a basis of full and open competition.
4. MINIMUM GUARANTEE:
The guaranteed minimum is $10,000.00.
5. DEFINITIONS:
For purposes of this solicitation, the term “Business days” means Monday thru Friday, except the legal public holidays specified in 5 U.S.C. §6103.

Section C - Descriptions and Specifications
STATEMENT OF WORK
Statement of Work (SOW) Digital Video Surveillance System (DVSS)
1.0 INTRODUCTION
1.0.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for both NSWCPD Code 226 and NSWCPD Code 223, which is responsible for DDG Modernization and DDG Ship Construction, Navy (SCN) respectively.
1.0.2 This contract is for non-personal services. It does not create employment rights with the U.S.
Government whether actual, inherent, or implied.
1.0.3 Government/Contractor Relationship
1.0.3.1 The services to be delivered under this Contract are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the Contract between the Government and the Contractor's personnel. Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.
1.0.3.2 The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.
1.0.3.3 Contractor personnel under this Contract shall not engage in any of the inherently Governmental functions listed at FAR Subpart 7.5 or DFARS Subpart 207.5.
1.0.4 Employee Relationship:
1.0.4.1 The services to be performed under this Contract do not require the Contractor or its personnel to exercise personal judgment and discretion on behalf of the Government. Rather the Contractor's personnel will act and exercise personal judgment and discretion on behalf of the Contractor.
1.0.4.2 Rules, regulations, directives, and requirements that are issued by the U. S. Navy and NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on Government transportation. This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.
1.0.4.3 Inapplicability of Employee Benefits: This Contract does not create an employer-employee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply.
1.0.4.4 It is the Contractor's, as well as the Government's, responsibility to monitor Contract activities and notify the Contracting Officer if the Contractor believes that the intent of this Section has been or may be violated.
1.0.4.4.1 The Contractor shall notify the Contracting Officer in writing via letter or email within three (3) calendar days from the date of any incident that the Contractor considers to constitute a violation of this Section. The notice should include the date, nature, and circumstances of the conduct; the name, function, and activity of each Government employee or Contractor official or employee involved or knowledgeable about such conduct; identify any documents or substance of any oral communication involved in the conduct; and the Contractor's estimated date when, absent a response, cost, schedule or performance will be impacted.
1.0.4.4.2 The Contracting Officer will, within five (5) calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer will either:
(i) Confirm the conduct is in violation and when necessary direct the mode of further performance,
(ii) Countermand any communication regarded as a violation,
(iii) Deny that the conduct constitutes a violation and when necessary direct the mode of further performance, or
(iv) In the event the notice is inadequate to make a decision, advise the Contractor what additional information is required, and establish the date by which it should be furnished by the Contractor.
1.1 BACKGROUND
The Hull, Mechanical, & Electrical (HM&E) Data Acquisition and Information Systems (Code
533) of the Naval Surface Warfare Center, Philadelphia Division (NSWCPD), provide services to develop Digital Video Surveillance System (DVSS) that is deployed on DDG Modernization (DDG-M) Backfit and SCN Ships intended for the monitoring of remote or unmanned engineering spaces. DVSS is also installed on new construction ships (SCN systems).
DVSS is primarily a Commercial off the Shelf (COTS) system. The Digital Video Surveillance System (DVSS) is one of four core DDG Modernization (DDG-M) alterations designed to reduce workload in the Central Control Station (CCS) and Bridge on DDG 51 Class Destroyers. The other upgrades are the Machinery Control System (MCS), Integrated Bridge and Navigation System (IBNS) and Gigabit Ethernet Data Multiplexing System (GEDMS).
1.2 SCOPE OF WORK
The Contractor shall provide engineering and technical services required for the design, development, fabrication, test, repair, and fleet implementation of Digital Video Surveillance System (DVSS).
The Contractor shall design, develop, fabricate, Software in Appendix A – DVSS Performance Specification for following kits:

The Contractor shall reference and utilize the latest version available when performing tasks within this SOW.
3.0 REQUIREMENTS
3.1 The Contractor shall design, test, supply, and assemble, the Digital Video Surveillance System (DVSS) to meet the DVSS performance requirements specified in Appendix A in accordance with stringent design and quality testing. The Contractor shall provide qualified personnel, materials, facilities, equipment, controls and control interfaces, test instrumentation, data collection and analysis, hardware, and software that support the product areas and applicable documents for the DVSS. This includes, but is not limited to:
Machinery control system integration Mechanical interface requirements Electrical power interface requirements Network systems integration Design integration
All work performed under this contract shall comply with applicable Federal, State, and local laws and regulations. The Contractor shall have all valid permits and licenses necessary prior to performing the associated scope of work. The Contractor shall maintain valid permits and licenses throughout the period of performance of this contract.
3.1.1 General Descriptions and Definitions
DVSS shall be integrated and fully interoperable with MCS and GEDMS. GEDMS and
MCS development and infrastructure do not fall within the scope of this requirement and are managed/maintained by NSWCPD MCS ISEA (C/551 & C/552) and NSWCPD GEDMS ISEA (C/542).
3.1.2 Gigabit Ethernet Data Multiplexing System (GEDMS) Interface
DVSS shall utilize GEDMS for all video networking needs. All GEDMS hardware shall be installed aboard ship prior to or concurrently with DVSS. All hardware for GEDMS shall be purchased and installed aboard ship under the GEDMS program. Appendix A Section 1.2 Software Requirements) describes the performance requirements DVSS shall meet to interface with GEDMS. Initial DVSS testing with MCS shall occur the DDG51 Land Based Engineering Site (LBES) in Philadelphia, PA. The contractor shall provide and use network equipment to simulate GEDMS in accordance with Appendix A to conduct DVSS testing at their facility.
GEDMS is the planned product upgrade to a Gigabit Ethernet network based on Institute of Electrical and Electronics Engineers (IEEE) 802.3 specifications. GEDMS shall maintain the dual network active redundant capability of Fiber Optic Data Multiplex System (FODMS) but shall utilize Rapid Spanning Tree Protocol for self-healing reconfiguration within each network backbone. GEDMS shall be the first network in the AN/USQ-82(V) suite of networks to utilize COTS equipment as part of its core infrastructure; namely the Ethernet switches that shall be used in the network backbone as well as those used for interfacing to user systems.
The GEDMS network can be broken down into six (6) functional elements:

DVSS leverages GEDMS to eliminate the cost of installation and maintenance of a second network for video. Since DVSS shares a network that also carries critical MCS data, the amount of bandwidth available for DVSS and the requirement that DVSS shall be a scalable system are the primary drivers for the DVSS hardware architecture and requirements.
DVSS connects to the GEDMS architecture at a GEDMS User Switch Enclosure (USE) and Internet Protocol Interface Units (IIU); USEs and IIUs is located throughout the ship.
3.1.3 Machinery Control System (MCS) Interface
DVSS shall also utilize the Machinery Control System (MCS) Universal Control Consoles (UCC) and Repair Station Consoles (RSC) to provide a computer platform for DVSS software to display video and provide Pan, Tilt, Zoom (PTZ) control of the cameras. DVSS administrator functionality shall be from the DVSS Maintenance Laptop. The UCCs and RSCs shall be installed aboard ship prior to or concurrently with DVSS and shall be connected to GEDMS. The primary function of the UCC is to run Machinery Control System (MCS) software packages; the primary function of the RSC is to run Damage Control Software packages. This specification does list software performance requirements (reference Appendix A Section 1.2 Software Requirements) DVSS shall meet all requirements to operate on MCS consoles. Initial DVSS testing with MCS shall occur the DDG51 Land Based Engineering Site (LBES) in Philadelphia, PA. The contractor shall provide and use MCS console simulators that are in accordance with Appendix A to conduct DVSS testing at their facility. Additional permanent computer workstations for video administration or display are not permitted aboard ship.
3.2 DVSS CLINs
Equipment furnished under this specification shall be products which have satisfactorily completed the tests specified herein. Onboard repair parts, stocked spare parts, and kits ordered for DVSS built to this specification shall be subject to the same requirements and tests (drawings, quality control, non-destructive tests, etc.) as the original equipment.
3.2.1 FIRST ARTICLE QUALIFICATION SET CLIN
A First Article Test Set is equipment used during Environmental Qualification Tests and Functional Tests during First Article Testing. A First Article Test Set shall consist of the following components and subsystems, at a minimum. Additional equipment, fittings, and accessories shall be provided as necessary to meet the requirements in the Appendix A:
Eight (8) cameras and mounting hardware required for testing One (1) Video Input Record Output Enclosure (VIROE) with the hardware required to support 8 cameras One (1) 300 foot length of CAT5E cable to connect one (1) camera to the VIROE, properly terminated on each end.
Seven (7) CAT5E cables required to connect the remaining seven (7) cameras to the VIROE. Contractor can determine minimum length required to meet testing requirements.
Two (2) Commercial Off The Shelf (COTS) Computer Processing Units (CPU) with the same hardware and Operating System (OS) configuration as Repair Station Console (RSC) in Appendix A section 1.2.1 Computer Processing Unit (CPU) Requirements.
All Software required to simulate DVSS functionality on a RSC, including OS and DVSS Software.
One (1) COTS CPU with the same hardware and OS configuration as Universal Control Console (UCC) Processor 1 in Appendix A section 1.2.1 Computer Processing Unit (CPU) Requirements.
All Software required to simulate DVSS functionality on a UCC, including OS and DVSS Software.
Computer networking hardware that simulates the bandwidth performance of the Gigabit Ethernet Data Multiplex System (GEDMS).
Any other hardware, software, equipment, fittings, foundation adapters, and accessories required for Qualification Testing including all licenses.
All hardware with firmware shall be delivered with the government approved firmware version installed.
Three (3) hardware encrypted, pin lock capable, ruggedized USB external 1 Terabyte (TB) (minimum) Solid State Drive with FIPS 140-2 certification level Development Environment PC - The Contractor shall also provide a copy of the full development environment capable of compiling all Contractor developed software in the form of a fully loaded COTS desktop PC or laptop PC. This PC shall be a onetime delivery at the Critical Design Review (CDR) and shall be delivered as part of First Article Test Set or Lab Set, whichever is delivered to the Government first. The contractor shall provide a Software Development Kit (SDK) at the Preliminary Design Review (PDR). The SDK shall support the encoders and cameras that are part of the DVSS shipset and shall be capable of operating concurrently with the DVSS Multiviewer software provided under this contract. The SDK shall run on the development environment PC (latest version of Windows IoT Enterprise LTSC). This delivery shall include all of the development environment software licenses required to meet the requirements of this contract.

3.2.2 SHIPSET CLINs - A shipset is equipment that will be installed onboard ship. A shipset shall consist of the following components and subsystems, at a minimum. Additional equipment, fittings, and accessories shall be provided as necessary to meet the requirements in the Appendix A:
Twenty-four (24) cameras, Twenty-four (24) camera mounts, and associated mounting hardware and ground straps.
Seven (7) VIROEs configured to support four (4) cameras each IAW Appendix A Section 1.1.3, 7 foundation adapters (as required), and associated mounting hardware and ground straps.
Twenty-four (24) camera tamper resistant camera connector housings in accordance with Appendix A Section 1.1.2.
Twenty-four (24) connector sets to terminate the VIROE to camera CAT5 cable at the camera side.
Seven (7) connector sets to terminate the GEDMS cable inside the VIROE.
Seven (7) key locks with seven (7) keys for VIROEs. Keys shall be identical for all locks on all shipsets.
Two (2) copies of any required DVSS installation software on optical media (CD, DVD, DVD-DL, or Blu-Ray), including all licenses. If Blu-Ray media is provide the contractor shall also provide a USB powered Blu-Ray burner.
Four (4) sets of maintenance test equipment as defined in Appendix A Section 1.5.8.
All hardware with firmware shall be delivered with the government approved firmware version installed.
One (1) licensed copy of the software used to create and restore computer images in accordance with this contract.
Licensed copies of any other software required to meet the requirements of the contract.

Government will provide the following for DVSS Shipboard installation:

GEDMS, RSC, and UCC hardware and software.

3.2.13 First Article Testing and Non-Recurring Engineering CLIN - The Contractor shall perform First Article Tests in accordance the requirements described herein. This testing includes verification that the system complies with the requirements for service use and that it performs all of its functions as part of the DVSS in a satisfactory manner. This CLIN shall include Non-Recurring Engineering costs including research, design, and development.
3.2.13.1 Program Management
3.2.13.1.1 Post Contract Award Conference
The Contractor shall participate in a post contract award conference at a site designated by the Government. The post award conference shall last no longer than one day and should occur within two weeks of the contract award. Scheduling and coordination of technical reviews shall be determined at post contract award.
3.2.13.1.2 Technical Design Reviews
The Contractor shall plan and conduct formal technical reviews at contractor’s facility on matters as coordinated with the Government. Formal reviews shall include:

The Contractor shall notify the Government of reviews with preliminary agenda topics, security considerations, locations, and times. The material shall be made available at least two weeks in advance of the review and/or conference start.
The Contractor shall prepare a detailed design of the DVSS and conduct SRR, PDR, and CDR for the purpose of describing the aspects of the designs chosen. These reviews shall include:

3.2.13.1.3 Progress Reports
The Contractor shall submit a monthly Progress Report that reflects the technical and schedule status of the effort. Reports shall include:
Technical activities accomplished Developments noting significant results
Identification of major problems with impacts and recommended solutions Identification of deficiencies with impacts and recommended solutions.
Status of Cybersecurity efforts including a list of STIGs that will be implemented.
The Contractor shall provide a copy of the Integrated Master Schedule (IMS) to reflect work performed during the current reporting period. The Contractor shall maintain one schedule that will be updated monthly for both planned and actual efforts. The Contractor shall detail work performed during the current reporting period. The Contractor shall maintain an action list for programmatic and technical items that arise during the course of the effort and a status of deliverable items including CDRLs.
The Contractor shall provide a copy of the updated IMS with the progress report. The Contractor shall provide a brief description of the work envisioned for the ensuing reporting period highlighting any changes to the schedule, the objectives of those efforts, and an estimate of man-hours associated with planned efforts.
