text: Security Classification Guidance is as follows:

This DD254 is for solicitation purposes only; therefore, it must be returned to NSWCPD Code 105.1 to be updated before the contract DD254 can be issued to the contractor.

Item 1(a): All contractor personnel accessing classified information or material associated with and/or performing work relative to the resultant contract must be United States citizens and shall have and maintain a final SECRET security clearance at time of contract award.

Item: 10(j). All Controlled Unclassified Information (CUI) associated with this contract must be protected per the guidance provided for Item 11(l) of this DD Form 254. CUI must be protected per DoDI 5200.48 Controlled Unclassified Information as specified in the CUI protection clause in the contract. It is emphasized that unencrypted transmission of CUI via the Internet is strictly prohibited.

Item 11(a) Access, Will the contractor have access only at another location (vice their own facility) if "Yes" Check this Item “Yes” if the contractor will not receive or store classified at their facility. When this Item is marked, block 8(a) must identify the actual work location. For contractor facilities block 8(b) and 8(c) must be completed. For government facilities Item 8(a) must be completed. If Item 11(a) is marked, block 1(b) will be marked.

-Item 11(e), Engineering Services: This contract is for engineering services at the Naval Surface Warfare Center Philadelphia Division (NSWCPD) and/or its associated cleared facilities located in the Philadelphia Metropolitan Area. Classification markings on the material to be furnished will provide the classification guidance necessary for performance of this contract.

- Item 11(g): DD Form 1540 “Registration for Scientific and Technical Information Services” must be completed for registration with DTIC. The contractor may also submit DD Form 2345 “Militarily Critical Technical Data Agreement” (after registration with DTIC) to the Defense Logistics Services Center for access to unclassified, militarily critical technical data from other DoD sources.

Item 11(j): OPSEC requirements are additional to the requirements of the NISPOM. When the NSWCPD Contractor OPSEC Plan is required, the contractor shall return acknowledgment of the plan within 15 days of receipt and information must be protected in accordance with the NSWCPD OPSEC Plan provided.

Item 11(j): The Contractor shall protect critical information (CI) associated with this contract to prevent unauthorized disclosure. The NSWC Philadelphia Division's (NSWCPD) Critical Indicators and Information List will be provided on site, if warranted. Performance under this contract requires the contractor to adhere to OPSEC requirements. During the period of this contract, the Contractor may be exposed to, use, or produce, NSWCPD CI and/or observables and indicators which may lead to discovery of CI. NSWCPD’s CI will not be distributed to unauthorized third parties, including foreign governments, or companies under Foreign Ownership, Control, or Influence (FOCI) unless such FOCI has been appropriately mitigated through measures approved by the Defense Counterintelligence and Security Agency. Questions concerning these requirements shall be directed to the PCO.

Item 11(j): Controlled Unclassified Information (CUI) correspondence transmitted internally on the contractor's unclassified networks or information systems, and externally, shall be protected per NIST SP-800-171, Protecting CUI in Non-federal Systems and Organizations. Per SECNAVINST 3070.2A, Operation Security, unencrypted transmission of critical information over an unclassified network is not authorized.

Item 11(j): Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.

Item 11(j): NSWCPD’s CI shall not be publicized in corporate wide newsletters, trade magazines, displays, intranet pages or public facing websites. Media requests related to this project shall be directed to the PCO, and the COR who will forward the required to the NSWCPD Public Release Authority for review.

Item 11(j): Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government Classified or CI, Business Sensitive, Company Proprietary information related to this or other program must be immediately reported to the contractor's Facility Security Officer and Cognizant Security Office and/or the Naval Criminal Investigative Service, and the NSWCPD Security Division (Code 105).

Item: 11(l) Controlled Unclassified Information (CUI) must be protected per DoDI 5200.48 Controlled Unclassified Information as specified in the CUI protection clause in the contract. It is emphasized that unencrypted transmission of CUI via the Internet is strictly prohibited.

Item: 11(l). Legacy information from existing documents (e.g. Technical Manuals) marked For Official Use Only or FOUO, that is used to create a new document/correspondence, shall follow the minimum marking requirements of DoDI 5200.48, Section 3, paragraph 3.4.a, and include the acronym "CUI" in the banner and footer of the document. Nonfederal information systems storing and processing CUI shall be protected per NIST SP-800-171 Revision 2, or subsequent revisions. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited. Destroy all CUI associated with this contract by any of the following approved methods: A cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition; pulverizing, disintegration; or methods approved for classified destruction.

- Security Classification Guides and unclassified limited distribution documents (e.g. CUI, Distribution Statement Controlled) are not authorized for public release; therefore they cannot be posted on a publicly accessible web server or transmitted over the Internet unless appropriately encrypted to current DoD standards. Requests for public release cannot be transmitted via the Internet until the contractor receives final approval from the government.

-OPSEC requirements are imposed on this task. Refer to Item: 13 of this DD Form 254 for applicable guidance. These OPSEC requirements cannot be imposed on subcontractors without written consent from the OPSEC Program Manager. These requirements shall not be imposed at an additional cost to the government.

-To provide adequate security, the Contractor shall follow Defense Federal Acquisition Regulation Supplement (DFARS) 204.7300. DFARS 204.7304, Safeguarding Covered Defense Information and Cyber Incident Reporting, also will be followed and adhered to.

-All reports of contractor security violations associated with this contract shall be mailed by the Cognizant DCSA field office directly to the certifying official in blocks 16 and 17 of this DD254.

-Policy - All Personal Electronic Devices or equipment capable of recording, storing, transmitting, or exporting data such as photographic images or audible information of any kind are strictly prohibited in any NSWC Division, Philadelphia areas where classified, and U-NNPI is exposed, processed, Or discussed. Electronic devices with these capabilities, are NOT authorized at any time in secure rooms, controlled access areas, classified conference rooms, or where classified information is processed, stored, or discussed.

-Safeguarding of Unclassified Technical Information - Safeguarding requirements and procedures for unclassified controlled technical information. The Contractor shall provide adequate security to safeguard unclassified controlled technical information from compromise.

- Contractor personnel at NSWC Division Philadelphia are prohibited from having photographic equipment, tape recorders, or other recording devices in their possession. Contractor personnel may have access to government photographic equipment in support of assigned duties as outlined in the applicable Technical Instruction Letter (TIL).

- Contractor employees embedded in government work spaces will be included in the command security education program per DoDM 5200.01 V-3 and must complete prescribed DoD/DoN training requirements. Contractor employees shall review each NSWC Philadelphia Security Training Bulletin. Embedded employees with security clearance must annually attend a locally provided NCIS counterintelligence briefing. Derivative classifiers (i.e., those who create new documents, including e-mails, based on existing classification guidance) shall receive training in derivative classification as required by DoDM 5200.01 V-1 with an emphasis on avoiding over-classification, at least once every 2 years. Training is available on the WAYPOINT and/or Defense Counterintelligence and Security Agency (DCSA) websites.

-The Contractor must submit a request for sharing of classified and other sensitive information between prime contracts in writing to NSWC Philadelphia Security Office at louise.r.brunson.civ@us.navy.mil. Each request must reference contract number from block 2a to identify the specific information for which approval is being sought, a justification for needing to share the information, the name of other contractor and its contract number under which the requested information will be shared.

- Classified or unclassified technical papers to be presented at classified symposiums must be approved by the Contracting Officer's Representative and Philadelphia Information Security PM prior to presentation.

-All security aspects of this contract fall under the cognizance of NSWC Philadelphia PA Command. Contact the NSWC Philadelphia Security Contracting Officer for any questions regarding the content of the DD form 254.

- All security related requests pertaining to this contract shall be submitted in writing by the contractor's Facility Security Officer (FSO) to the individual identified in block 16(a) and 17 of this DD254.

-All contractor requests for sharing of classified and other sensitive information between prime contractors must be forwarded in writing to the government security office identified in Items 16.d and 17 of this DD254 for approval.

-All classified documents must be destroyed using a National Security Agency (NSA) approved high security crosscut shredder listed on the NSA/CSS evaluated products list (EPL) for high security crosscut paper shredders, or other approved method for destroying classified information.

- For downgrading and declassification of classified information follow guidance per SECNAV M-5510.36B.

-Copies of all subcontract DD254s must be provided to the government security office identified in Items 16.d and 17 of this DD254.

-Copies of preliminary inquiry or investigative reports of security incidents involving classified information shall be scanned and forwarded to the Industrial Security, louise.r.brunson.civ@us.navy.mil

-The Contractor must scan and forward the subcontractor’s DD 254s issued under this contract to the NSWC Philadelphia Security Office, louise.r.brunson.civ@us.navy.mil .
