About this file

This document is an Amendment (0003) to a federal solicitation for a Design Build Fire Alarm Repairs project at the Naval Surface Warfare Center in Philadelphia. The amendment provides a detailed government response to a contractor's question about commissioning requirements for the Fire Alarm Mass Notification system.

The amendment clarifies that the contractor must commission the new system according to specific Statement of Work (SOW) paragraphs, including requirements for a Fire Protection Designer of Record, Qualified Fire Protection Engineer, and Fire Protection Quality Control Specialist. The government may require a full pre-acceptance test with manual verification of devices and intelligibility testing, to be witnessed by the contractor's qualified engineer. The final acceptance testing will be conducted with the U.S. Navy Fire Protection Engineer, who is the Authority Having Jurisdiction. The new fire alarm and detection system must also correctly communicate with the U.S. Navy Regional Dispatch Center in Norfolk, Virginia. The RFP response date remains unchanged, and no further questions will be accepted at this time.

Questions & Answers:

Q5. The solicitation indicates that the Firm Alarm Mass Notification system must be commissioned. However, there are not detailed requirements outlined regarding the commissioning activities. Does the government require a formal commissioning agent and/or a 3rd party commissioning agent to commission the system?

A5. The Contractor must commission the new system as written in SOW Paragraph 1.41, Commissioning. Additionally, SOW Paragraph 1.37, References, includes Unified Facility Guide Specification (UFGS) Section 01 45 00.05 20, Design and Construction Quality Control.

Offerors are reminded that SOW Paragraphs 1.19.2, 1.19.8, and 1.19.13 identify and provide requirements for a Fire Protection Designer of Record (FPDOR) / Qualified Fire Protection Engineer (QFPE) and a Fire Protection Quality Control Specialist (FPOC) for this project. As part of its acceptance testing, the Government may require the Contractor to complete a full pre-acceptance test (e.g., manual verification of each device, intelligibility testing, etc.) witnessed by the Contractor’s QFPE and submit the supporting documentation the Government prior to scheduling the final acceptance testing with the U.S. Navy FPE, who is the Authority Having Jurisdiction as mentioned in SOW Paragraph 2.4.9. Finally, SOW Paragraph 2.4.10.2 states that the new fire alarm and detection system must correctly communicate with the U.S. Navy Regional Dispatch Center in Norfolk, Virginia.
