N64498-25-R-0002 Questions & Answers Government responses in RED
Question 30.
X Company has a QMS that is in compliance with the requirements of ISO 9001, but we are not certified to Level 1. Does this disqualify X Company from submitting a proposal?
Level 1 Compliant System is not needed as this requirement does not contain Level 1 material/work. IAW FACTOR 4 – QUALITY ASSURANCE offeror will be evaluated based on whether their content meets the requirements of ASQ/ANSI/ISO 9001:2015. Note: ISO Level 1 & 2 are unrelated to Critical Control Material Level 1.
Question 31: SB Commitment Past Performance Solicitation Number: N6449825R0002 Document: RFP section L3.4 Page No. 99 The government’s answer to Question 25 stated that if the offeror is a Small Business, they can delete the requirement to submit the Small Businesses Participation Commitment Document (SBPCD) required in section L3.4 on Page 99 and requested the offerors please state the non-applicability for this factor within your proposal.
In section L.3.4.2 Small Business Commitment Past Performance, there is a requirement to provide a narrative describing their use of small business concerns over the past three years on relevant contracts. Please clarify that this requirement is also not applicable to small businesses.
To confirm Question #25 Government response, it was not directed for offerors to delete this factor however to state the non-applicability for this factor within your proposal. Under L.3.4.2, if the offeror is Small Business, please state the non-applicability for this factor within your proposal.
Question 32: Weld Procedure Question:
Solicitation Number: N6449825R0002 Document: RFP Page No. 99 of 123 Question: L.3.2.2 FACTOR 2 – TECHNICAL COMPLIANCE requires that offerors provide one of the following:
(1) Welding procedures and associated Personnel Qualification Requirements (PQR(s)) which meet the production requirements of NAVSEA T9074-AD-GIB-010/1688 and show that the procedures were qualified to NAVSEA publication S9074-AQ-GIB- 010/248; or
(2) Provide evidence/documentation that its welding procedures are qualified to AWS D1.1, and D1.2.
Offerors may have some welding procedures required by Drawings 7016051, 8357347, and 8283382 that are qualified to the NAVSEA requirements and others to the AWS standards. Please clarify that offerors will be compliant if either of the qualified standards shown in (1) and (2) above are true (i.e., some of the offeror’s welding procedures are qualified to NAVSEA publication S9074-AQ-GIB- 010/248 while others are qualified to AWS D1.1 and D1.2)?
Please use each specific drawing for the specific weld requirements. L.3.2.2 is just a blanketed statement it does not supersede the drawings.
Question 33: Are the MAC Ladder Vent Tubes included in as part of the five RFP Supplies/Services Ladder Items?
Solicitation No. N6449825R0002 Document: RFP Amend. 1 pages 4, 6, 8, 10, and 12 Drawing Number 8217294, Sheet numbers 13 and 14 Drawing Number 7124609 Sheet number 19 Answer to Bidder’s Question # 5 received with Amendment #1 on 11/14/2024 Question:
Sheets 13 and 14 of Drawing 8217294 show Assemblies A7-1, A7-2, and A6 (2 each) ventilation tubes depicted with the upper and lower ladder assemblies. The details of these ventilation tube Assemblies are on Drawing Sheets 15, 17, 18, and 23.
The wooden box Minimum Internal Measurements provided in the Answer to Question #5 are Length = 198” Width = 28” Height = 25” These are roughly the same dimensions as those for the Ladder box depicted on Dwg 7124609 Sheet 19. The ladder components less ventilation tubes are shown loaded in a box this size as also depicted on Sheet 19.
The A7-1, A7-2, and A6 ventilation tubes will not fit in the wooden shipping box built to the dimensions noted above when the ladders are in the box.
We request the Government clarify if offerors are to include the A7-1, A7-2, and A6 ventilation tubes as part of the Ladders in RFP Supplies/Services Items 0003, 0007, 0011, 0015, and 0019. If the ventilations tubes are included, is a second wood crate required under associated Supplies/Services Items 0004, 0008, 0012, 0016, and 0020?
Yes, they are on the drawing and the parts list so please provide. Everything goes into the one crate.
