PAGE NUMBERS AND LIMITS) Question: Paragraph L.3.2.2 FACTOR 2 – TECHNICAL COMPLIANCE requires that Offerors provide “Welding procedures and associated Personnel Qualification Requirements (PQR(s)) which meet the production requirements of NAVSEA T9074-AD-GIB-010/1688 and show that the procedures were qualified to NAVSEA publication S9074-AQ-GIB-010/248”. However, Welding procedures, evidence of procedure qualification, and associated PQRs are not included on the L.2.1. PAGE NUMBERS AND LIMITS list of items that are not included in the page limitations. These documents alone are greater than the 20 page limit for Volume II TECHNICAL. Will the government exclude (a) Welding procedures, (b) procedure qualification evidence, and (c) Personnel Qualification Requirements from the Volume II page limitation?

Yes, the limit is for your work experience and other proposal submission to answer the questions. Welding procedures, evidence of procedure qualification, and associated PQRs will be added in L.2.1. PAGE NUMBERS AND LIMITS via Amendment 0001.

The Government does not intend to release a Cost template attachment for this RFP.

Question 10.

L.3 VOLUME III FACTOR 4 – QUALITY ASSURANCE requires that the contractor provide its QMS Level 1 (Quality Manual) and Level 2 Quality Procedures meeting the requirements of ASQ/ANSI/ISO 9001:2015 (page 99).

Potential offerors’ Quality Manuals and Quality Work Procedures receive multiple reviews and approvals from Regional Maintenance Centers per the requirements of NAVSEA Standard Item 009-04.

NAVSEA Standard Item 009-04 (FY24) requires:

A written QMS Manual addressing all elements of 2.2 (ANSI/ISO/ASQ Q9001-2015, Quality Management System) and supporting documented procedures must be submitted for review and acceptance. Required documented procedures may be contained in either the Manual or Level II QMS procedures.

Subsequent to acceptance, a contractor’s QMS certification is acceptable in any other geographic location in which the contractor maintains the same QMS, providing the contractor uses the same QMS Manual and the contractor uses the same QMS Manager as the final decision authority for QMS policy.

While it is noted that Factor 4 does not have a page limit, due to the extensive size of offerors’ Quality System manuals and associated work procedures, in lieu of including them in the proposal, we request that the government accept one of the following alternatives:

1) Copies of current approval letters from Regional Maintenance Centers – still need QMS man. Lelve 1 and level 2 procedures

2) Provision for Level 1 QMS and Level 2 Procedures to be submitted as attachments to the proposal. These attachments would be provided in multiple files sized to meet the 8GB limit in “Electronic Delivery of Proposals via DoD SAFE” (page 96).

3) Provision for Level 1 QMS and Level 2 Procedures to be delivered to a designated NSWCPD representative no later than the proposal submission date

The above 3 suggestions can help support but will not suffice as an alternative. NSWCPD will be reviewing to determine if the level 2 procedures align with Quality Manual.

Question 11.

Section L Page 99 Welder Data Sheets | Page Count Request welding procedures and associated PQRs be exempt from the proposal’s page count, just as the facility pictures/plant layout drawings are.

The procedures and PQRs are developed without concern for page counting, the different structural joints required to be welded in this contract are various; the procedures and PQRs will quickly exceed the 20 page limitation of the Technical Volume.

You will need to provide full weld procedures and data sheets that is not included in your limit. Welding procedures, evidence of procedure qualification, and associated PQRs will be added in L.2.1. PAGE NUMBERS AND LIMITS via Amendment 0001.

Question 12.

Section L Page 102 Towed Buoy Drum Shafts Request clarification that the 9th item required for past performance on sheet 102 of the solicitation is in error. It requires a contract deliverable for a Towed Buoy Drum Shaft that isn’t included in this solicitation.

No, the towed buoy is not part of this contract. It should be VIRIGINIA portable staging and VPT.

Question 13.

Section L Page 95 Items outside of page limitations Request clarification that:

1.) The Quality Assurance Plan identified as outside of the page count on Sheet 95 of the RFP is the same as the QMS Level I and Level 2 procedures included Volume III Factor 4.

2.) That the DFARS proposal adequacy checklist 252.205-7009 isn’t required to be submitted with the proposal at this time.

1) Confirming Quality Assurance Plan consists of QMS Level I and Level 2 procedures

2) A Proposal Adequacy Checklist is not required at this time Question 14.

Page 95, Para L.2.1 In Section L.2.1, "letters of intent for key personnel" are referenced as excluded from page limitations. However, there is no requirement in Section L to submit Letters of Intent for Key Personnel. Please confirm that Letters of Intent for Key Personnel are not required to be submitted for this proposal.

Key personnel is not applicable therefore Letters of Intent are not required.

Question 15.

Page 95, Para L.2.1 In Section L.2.1, "Quality Assurance Plan" is referenced as excluded from page limitations. However, there is no requirement in Section L to submit a Quality Assurance Plan as part of the proposal. Please confirm that Letters of Intent a Quality Assurance Plan is not required to be submitted for this proposal.

Quality Assurance Plan in L.2.1. PAGE NUMBERS AND LIMITS is referring to Factor 4 – Quality Assurance Level I and Level 2 procedures. Key personnel is not applicable therefore Letters of Intent are not required.

Question 16.

Page 99, Para L.3.

Please confirm the paragraph reference for VOLUME III - FACTOR 4-QUALITY ASSURANCE" should be L.3.3 instead of L.3 Yes, correction made via Amendment 0001.

Question 17.

Page 19, Para 2.5, 2.23 Section B specifically lists “Payload Tube Platform (VPT)” versus “VLS Portable Deck”. VLS Portable Deck drawings are referenced on Page 19 as Applicable Documents, but VLS is not listed anywhere else within the Solicitation. Please confirm whether or not offerors are required to price separately VLS Portable Decks, deployment stands, skirts, etc.

Only VPT are in the scope of this RFP. VLS is out of the scope of this RFP.

Question 18.

Page 19, Para 2.1 Section B does not include any applicable support assemblies, additional equipment, or tooling required in addition to the VPT platforms. Para 2.1 lists NAVSEA Drawing 8217065, Arrangement & Installation as an applicable drawing but there is no other part of the Solicitation that requests pricing for this adjacent equipment or tooling.

This answer is not to supersede any requirements in the drawing. However, just help provide some clarity.

The VPT is broken into 3 main drawings:

2.1 NAVSEA Drawing 8217065, Arrangement & Installation

2.2 NAVSEA Drawing 8217181, Assembly & Detail

2.3NAVSEA Drawing 8357347, Weldment Details

2.1 is the overarching drawing but then 2.2 provides the details and the Weldment is self-explanatory. We need all the parts in the part list of the two drawings. This includes but not limited to four VPT platforms, two safety nets, davits, four deployment stand, three job boxes and everything that goes into the job boxes.

The parts list does reference but is not limited to:

· 2.4 8217294

· NAVSEA 6640965

· Safety Net Vendor Drawing 11579

· 8217286

Question 19.

Page 19, Para 2.6 Section B does not mention fabrication of Davit Assembly. Confirm that this reference is listed for information only.

The davit needs to be fabricated. It is P/N 33 on drawing 8217065. It is also NAVSEA Drawing 6640965.

Question 20.

Page 19, Para 2.7 Reference listed is for Miscellaneous VPT assemblies, roller guides, muzzle face protection, etc. Section B and SOW does not reference fabrication of these various assemblies. Confirm that this reference is listed for information only.

Please see response to question 19. This question is general so once again this response does not supersede the drawings:

· 8217065 P/N 32 Muzzle Protector Assembly

· 8217181 P/N 172 Ramp Grating Roller

· Page 104

· Page 106

· Page 121

· Page 172 Yes, we need the miscellaneous parts. We need the platforms and everything to store, maintain and install them on to a submarine.

Question 21.

Page 4 Item No 0004 Page 6 Item No 0008 Page 8 Item No 0012 Page 10 Item No 0016 Page 12 Item No 0020 Lists “Ladder Shipping Wood Crate”, assume the intent is to provide pricing in accordance with Navsea Drawing 7124609 (A), which is applicable document, para 2.20 on page 20. Please confirm that “Ladder Shipping Wood Crate” is Support Equipment and Containers associated with Drawing 7124609(A).

Same as question 5 It just follow the basic design of the aluminum box and here is the basic requirements.

Minimum Internal Measurements Length = 198” Width = 28” Height = 25” Capacity = 500 lbs.

ASTM D3951 Shipping Crate required.

Question 22.

Page 102, Para L.3.5,(9) The RFP sites “The Offeror should provide the following information: Contract Deliverables to include PDF of drawing or schematic to illustrate the similarity of the contract deliverable to the fabrication, testing, and delivery of Towed Buoy Drum Shafts. List Drum Shaft quantities if the deliverable is the same as SOW deliverable.” Should Towed Buoy Drum Shafts be replaced with a component relative to this contract?

No, the towed buoy is not part of this contract. It should be VIRIGINIA portable staging and VPT.

Question 23.

Make it a 100% small business set-aside. Given the capabilities and resources available within the small business sector, we believe that this amendment would support the government’s goals of promoting small business participation while encouraging competitive proposals from qualified firms.

The Government does not plan to changing the acquisition strategy.

Question 24.

Provide clarification in Section L.3.5, Page 102, under point 9 of the information offerors should provide. Point 9 refers to “Towed Buoy Drum Shafts”. It is not clear how this contract deliverable relates to the current RFP.

No, the towed buoy is not part of this contract. It should be VIRIGINIA portable staging and VPT.

Question 25.

For Offerors that are Small Businesses, delete the requirement to submit the Small Businesses Participation Commitment Document (SBPCD) required in section L3.4 on Page 99.

If the offeror is Small Business, please state the non-applicability for this factor within your proposal.
