BRAND NAME JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
The Naval Sea Systems Command, Naval Surface Warfare Center, Philadelphia Division (NSWCPD), Code 1022 is contemplating the award of a Firm-Fixed-Price contract where a portion of the purchase specifies a particular brand name requirement. The purchase of brand name Honeywell International, Inc. (herein Honeywell) products is required in Building 4 located in the Philadelphia Naval Business Center (PNBC), Philadelphia, PA 19112.
The brand name items being purchased as part of the contract consist of the two Honeywell Smart Heating Ventilation and Air Conditioning (HVAC) Variable Frequency Drives (VFDs). One VFD will be rated for a 10 Horsepower (HP) motor and the second will be rated for a 15 HP motor. The VFDs will be installed in Building 4 and interface with the Building Automation System (BAS). In general, the NSWCPD campus currently has 18 buildings that primarily utilize Honeywell VFDs for HVAC system motors.
The aforementioned Honeywell VFDs will integrate into the supply and return fan motors on Air Handling Unit (AHU) 3 in Building 4. The estimated value of the brand name products is . Honeywell brand name products account for approximately 20 percent of the total estimated material cost and approximately 7 percent of the total estimated cost of the resultant contract. The part numbers, quantities and estimated costs are as follows:
Equipment Part Numbers Unit Cost Qty Total Cost Honeywell Smart HVAC VFD, 460-Volt, 3- Phase, 10-HP, NEMA 1 Enclosure with 3 Contactor Bypass and Fusible Disconnect Switch

2. SUPPORTING DOCUMENTATION FOR LIMITED SOURCES/BRAND
NAME BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR
NATURE OF THE ACQUISITION
Deviating from the specified Honeywell hardware outlined in this justification would burden NSWCPD by requiring the Government to:
a. Attend training to learn to:
i. Operate new, unique VFDs;
ii. Program and troubleshoot new, unique VFDs;
iii. Integrate new, unique VFDs into the existing Building Automation
System.
b. Specify, purchase and inventory multiple spare parts that would be different and unique to a non-Honeywell VFD. NSWCPD maintains a ready inventory of Honeywell system components for emergencies and component failures. Having to stock additional, new-product spare parts would require additional storage space at a significant duplication of cost.
Without standardized VFDs, NSWCPD facilities could implement dozens of different VFD options in NSWCPD buildings each requiring new training for troubleshooting and programming and each requiring different spare parts to be maintained.
3. MARKET SURVEY
Market research was performed via web searches of VFD manufacturers. While non- Honeywell brand components will function in the system, Honeywell brand name products are essential to the Government’s requirement, as evidenced in Section 2 above.
4. ADDITIONAL FACTS
None.
