Q2: Will the Navy accept additional line items for CLINs 9 & 10 based on removal of the building after the 1st, 2nd, and 3rd year of lease term? Removal prices may vary based on numerous factors at time of varying lease terminations.

A3: The Service Contract Labor Standards (Formerly known as the Service Contract Act (SCA)) and Wage Rate

Requirements (Construction) (Formerly known as the Davis-Bacon Act (DBA)) do not apply to this contract.

Q4: Pg. 9, Item 1.3 Indicates substantial completion 9/30 and final acceptance 10/30. Do these dates apply only to the single story option or do they also apply to the 2-story option?

A4: The two-story option has been removed.

Q5: Pg. 19, Item 2.2.8.3 states…“Siding Panels - The exterior wall panels shall be galvanized steel siding at a minimum 22 U.S. Standard Gage or an acceptable alternative.” What does the Navy define as “an acceptable alternative”?

A5: SOW Section 2.2.8.3 has been revised to 26 gauge galvanized steel and lists examples of acceptable alternatives.

Q6: Pg. 19, Section 2.2.9 requires painted drywall for the interior walls. Is Vinyl Covered Gypsum (VCG), which is commonly used in leased modular buildings, an acceptable alternative?

A6: Yes. SOW Section 2.2.9.6 has been added.

Q7: Pg. 21, Item 2.2.11.1 calls for Steel Doors to be used in the interior of the building. Are Solid Core Wood Doors an acceptable alternative?

A7: Yes. SOW Section 2.2.11.1 has been updated.

Q8: Pg. 24, Item 2.2.14.5 calls out 3-Phase receptacles for the workstations. Please confirm 3-Phase is correct or clarify the revised requirement?

A8: There is no reference in SOW Section 2.2.14.5 to 3-phase “receptacles.” Each group of eight workstations shall be supplied by one 3-phase 20-amp feeder circuit run in the overhead (i.e., plenum space) from the panel, to a junction box, and to the power poles.

Q9: Pg. 35, Figure 1 Available Work Site – May the 119’ Dimension (East to West) be extended to 120’?

A9: Yes. 120’ is an acceptable length for the north, exterior wall only.

Q10: Are typical modular building HVAC units (i.e. mounted on end walls) permitted? These extend approximately

18”-20” from the exterior of the building on each end. They also require an interior plenum wall approximately 12” deep x 11’-9” wide on the end of each module. If no, what is the preferred (or required) type of HVAC unit?

A10: HVAC units mounted on end walls are permitted.

Q11: Floor Plan - Single Story Building – Are additional structural columns/posts allowed along the mate lines?

A11: Yes. The floorplan drawing submitted as part of the technical proposal shall accurately show all structural columns/posts.

Q12: Floor Plan - Two Story Building - a. Are additional structural columns/posts allowed along the mate lines of the first story to support the loads transferred from the second story? b. Are additional structural columns/posts allowed along the mate lines in the second story?

A12: The two-story option has been removed.

Q13: Is a site visit allowed prior to submitting our proposal?

A13: A formal site visit will not be held. However, any offeror that would like to visit the site may do so at its convenience, as the site is available for public access from public roads.

Q14: Is the contractor required to hold the title to the building and remain the “Lessor” or does the contractor have the option to sell the building title to a third party leasing firm who will assume all contractual lease requirements of the solicitation?

A14: The prime contractor shall remain the Lessor for the duration of the contract. Per 41 U.S.C. 6305, there is a general prohibition on transfer of Government contracts to third parties. Please see 41 U.S.C. 6305 and FAR 42.12 for details.

Q15: Will you allow an extension for questions?

A15: The deadline for questions has been extended to 12 March 2020, 5:00 PM EDT.

Q16: Please confirm we can progress bill for work completed.

A16: Progress payments will not be made for the installation or removal CLINs (0001 and 0005), as amended. See

Section H clause titled “Lease Payments” for lease payment terms.

Q17: Please confirm more time is allowed to complete the project if the second floor option is selected. This is doubling the work of the project.

Q18: Please remember that due to COVID the supply chain is not at full capacity and nor is the work force.

September 30 completion date may not be possible with the current scope as written. If the spec isn’t loosened and a second floor option is selected. November 30 may be more likely.

Q24: Will you accept a ¼” per 1’ slope in the roof? Mulehide EPDM minimum. This is required to keep below

14’6” ship height to Philadelphia.

A24: Yes, a 1/4-inch-per 1’ roof slope is acceptable to comply with the 14-foot 6-inch shipping height; however, the roof slope is dependent on the exterior wall height and the overhead (plenum) space above the suspended ceiling for ductwork and electrical distribution runs.

Q25: Will you accept a Wilsonart HP Laminated Kitchen Cabinet instead of Pionite HP?

A25: Yes

Q26: Please confirm if mini blinds are acceptable in lieu of shades.

A26: Yes

Q27: We would prefer to use a vinyl covered wall paper over gypsum. This is very common for temporary modular buildings. If this is not allowed then a final coats (2) of paint needs to be completed at site and this will add more time to the schedule, which already is stretched way too thin for this RFP.

A27: Please see the answer to Q6 above.

Q28: VCT and RFP wall panels are more common in temporary buildings. All ceramic tiles would need to be on site which is time consuming and very expensive.

A28: The Government is not familiar with the acronym “RFP” as referenced in this question. The Government will assume that the acronym the offeror intended to use for this question is “FRP.” Based on the foregoing, please see the answer to Q6 above.

Q29: Will you accept Hadrian steel modesty partitions instead of Scranton Products?

A29: Yes

Q30: How many aluminum exterior fixed windows do you want quoted? Or None?

A30: Section 2.2.12.2 has been added to the SOW. The contractor shall provide a minimum of one (1) window on the exterior, short end of each section of the facility and four (4) windows equally spaced on the exterior, long end of each section of the facility.

Q31: What STC rating should there be? What size?

A31: The Government will assume that this question pertains to the exterior windows. As such, the STC rating for exterior windows shall range between 26 and 28. Refer to SOW Section 2.2.12 for the distance between finished floor and sill height. The windows shall be a minimum 26-inches-wide by 36-inches-high.

Q32: Will you accept an equal light fixture if still Lithonia? Not finding the model specified exactly.

A32: No. The lighting fixture requirements are found in the SOW Section 2.2.13.1. This an Acuity Brand lighting fixture, and it a recessed mount (i.e., “RW” in catalog number). The product is readily available from many sources.

Q33: Can you provide a clear power pole diagram? Figure 3 and 4 are a bit blurry.

A33: A power-pole layout is not possible at this time, since it depends on the final floorplan dimensions and furniture layout. However, as provided in the answer to Q8 above, there will be one power pole, properly located, for every eight workstations.

Q34: Will you allow us to have an electric raceway of Flexible MC instead of EMT?

A34: Yes, flexible MC in an electrical raceway is acceptable; however, its installation shall meet NEC standards, and shall not be supported from the suspended ceiling grid.

Q35: Where and how many “reheats” do you want in the galvanized ducting?

A35: “Reheats” are not required.

Q36: Can standard, wall hung Bard units be used? These units don’t have isolation or vibration controls on the

BARDS or in the building structure. This approach would need RTU.

A36: Yes, standard wall-hung BARDs can be used; however, the units must include vibration and isolation controls.

RTUs are not acceptable.

Q37: If we are forced to paint on site, all toilet accessories would need to be installed on site due to wall finish at site. Is painting required?

A37: Please see the answer to Q6 above.

Q38: The Contractor must submit the pre-production submittals of Section 1.13 below within ten (10) calendar days after award. These drawing could take up to 14-18 days to complete. Is this acceptable?

A38: SOW Section 1.13 has been revised to allow 15 calendar days.

Q39: Would NEW or USED buildings be acceptable? In order to meet the deadline for install, we would need to use equipment that is currently available and modify to meet your needs, would this be acceptable?

A39: Used buildings are not acceptable. SOW Section 2.2.1 has been updated specifying new equipment.

Q40: Does this need to be a Pennsylvania coded building?

A40: Yes, unless Federal guidelines are more stringent. If Federal guidelines are more stringent than Pennsylvania code, Federal guidelines shall be followed.

Q41: Would the Government consider a time extension for the substantial completion & final delivery and acceptance? Due to COVID-19, we have experiencing longer lead times and delays.

A41: No

Q42: Can you please provide additional information on SOW section 2.1 site preparation subsection (2.1.3). If we are expected to regrade the entire site, we will need topography drawings. Since we can’t dig on site, do we need to repave this area to provide proper grading?

A42: The grading referred to in SOW Section 2.1.3 is relative to adjusting the rims and covers of one stormwater manhole and one monitoring well. Grading within the site’s footprint should be minimal as there are existing building foundations in the area from four buildings that have since been demolished. Repaving the site is not considered necessary.

Q43: The specification calls for a sidewalk to link the ramps on east side of the building. Can we pour this atop existing surface since no excavation is allowed?

A43: Shallow excavation (not to exceed 6 inches below existing ground surface) for the installation of the sidewalk is permitted. SOW section 2.2.1 has been updated accordingly.

Q44: Can you provide a clearer image of the suggested floorplan?

A44: SOW attachment 7 is a larger file for easier and clearer reading.

Q45: Will all equipment and debris on site be cleared prior to the units’ arrival on site?

A45: Yes.

Q46: Will the Government be providing stub ups for sewer, water, and sprinkler, and the contractor makes connections, or do we manifold everything to these stub ups and the Government makes final connections?

A46: The Government will provide stub-ups for the sewer, water and sprinkler systems. In accordance with SOW

Section 2.3, the Contractor will be required to tie into these stub-ups at the site and make the final, useable connections.

Q47: For electric, typically there will be a Main Distribution Panel (MDP) for the building. Is the contractor providing the MDP or is the Government?

A47: The Contractor shall provide the electrical main distribution panel. SOW section 2.3.1 has been updated accordingly.

Q48: Will this building require commissioning? If so, is the commissioning in the GC’s spec?

A48: Formal, third-party commissioning is not required. However, in accordance with SOW Section 4.3.2, the

Contractor is required to provide a fully functioning facility complying with the SOW’s mechanical, electrical, plumbing (M/E/P) system requirements. The contractor shall comply with SOW section 2.2.17.6, and the

Government will make final inspections of the M/E/P systems as described in SOW Sections 1.3 and 1.8.

Q49: Being a federal property, what would be the standard for commissioning?

A49: See Q48 above.

Q50: Who is the Authority Having Jurisdiction for the proposed building location with regards to issuing the building permit and Certificate of Occupancy?

A50: The project site is located on Federal Government property. The Authority Having Jurisdiction for this project is the U.S. Navy, and a building permit is not required. The Government will appoint a TPOC who will have oversight of the project and coordinate with Subject Matter Experts as needed. The facility will be occupied after the

Contractor displays the proper operation of all installed building systems after the completion of all punch list items.

Section C - Descriptions and Specifications

BUILDING 662 Temporary Modular Facility

STATEMENT OF WORK (SOW)

SECTION 1: GENERAL

1.1 GENERAL DESCRIPTION: This Statement of Work (SOW) defines requirements for supplying, assembling, leasing, and removing a temporary 1-story modular facility. All modular sections of the building shall be new, unused equipment manufactured to the specifications herein. Work includes site preparation for proper facility support and making utility connections to provide a complete and useable temporary facility at the location west of Building 29. Additionally, the facility shall, as awarded, be leased for a period of one (1) year, with two (2), one (1) year option periods.

1.2 SITE LOCATION AND DESCRIPTION: The work site is on U.S. Navy property located at the

Philadelphia Naval Business Center (PNBC), west of Naval Surface Warfare Center Philadelphia Division

(NSWCPD) Building 29, on an irregularly shaped footprint having area of 10,535 square feet (SF) with dimensions of 40-feet by 120-feet and 55-feet by 105-feet, as shown in Figure 1: Available Work Site . For site-location reference, Building 29 has a street address of 4700 South Broad Street, Philadelphia, PA 19112.

The ground surface within the 10,535-SF work site is generally level and covered with pavement. A portion of the proposed footprint once contained buildings that have since been demolished; remnants of the floor slabs of these former buildings exist and can be seen at the ground surface. Figure 2 provides an aerial photographic view of the site’s existing conditions.

1.3 TIME OF COMPLETION: The facility must be substantially completed by 30 September 2020.

Substantially complete means that all modular units are set in final place and weather tight, the common and other areas of the building, and all other things necessary for the Government’s access to the premises and occupancy, possession, use and enjoyment thereof, as provided in the lease in Section H, have been completed or obtained, excepting only such minor matters as do not interfere with or materially diminish such access, occupancy, possession, use or enjoyment i.e. minor punch list type items. Final delivery and acceptance by the Government must take place no later than 30 October 2020. Final acceptance includes cleanup, final inspection of the temporary facility, and submittal of any contract required documentation or reports. The Government’s designated Project Manager, Inspector, or Quality Assurance Representative shall be responsible for making the determination, in writing, of substantial completion and final delivery and acceptance.

1.4 GOVERNMENT TECHNICAL POINT OF CONTACT (TPOC): The Government’s Quality and

Performance Assurance Representative, Mr. Zachary Koleszar is the NSWCPD TPOC. The TPOC is a technical representative of the NSWCPD, Code 02, Contracts Department, and provides technical and administrative assistance to NSWCPD Code 02 related to the subject contract and work. All scheduling and coordination will be through the NSWCPD TPOC.

1.5 SITE VISIT AND FIELD VERIFICATION: The Contractor must field verify all existing site conditions, dimensions and tasks prior to the start of work. The Contractor must notify in writing the Government

Technical Point of Contact of differences in site conditions as depicted in the SOW’s narrative, figures and attachments versus the Contractor’s field verifications within five days of the Contractor’s site visit.

1.6 EQUIPMENT AND UTILITIES:

1.6.1 Provided Equipment:

1.6.1.1 Government will provide both IT-data-network cable from Building 29 and telecommunication cable (copper pairs) from a telephone manhole (TMH) in Intrepid

Avenue to the temporary modular facility. Contractor shall provide and seal penetrations in the temporary modular facility’s Network Room to land the IT-data-network and telecommunication cables.

1.6.1.2 Government will provide interior IT-data-network and telecommunications equipment and cabling.

1.6.1.3 Government will provide all office furniture, collaboration-space furniture, and open-office-space workstations and furniture. The Government reserves the right to install furniture, in part or whole, after Substantial Completion.

1.6.2 Utilities

1.6.2.1 Contractor shall connect electricity, potable water, and sanitary sewer to the temporary modular facility from Government-provided connection points specified in Section 2.3 below.

1.7 EXECUTION OF WORK: The Contractor’s and subcontractor(s’) work must be performed during normal duty hours from 0700 to 1900, Monday through Friday. Any work requiring shutdown or temporary disruption of electrical, mechanical, security, and fire-protection systems may be performed outside normal duty hours, subject to 48 hour advanced notice approval from the NSWCPD TPOC. Off-hour work must be approved and coordinated with the NSWCPD TPOC. Unless otherwise approved, all electrical, mechanical, conveyance, security and fire-protections systems must be fully operational during normal duty hours, weekends, and Government holidays.

1.8 INSPECTION OF WORK: Government inspections and tests are for the sole benefit of the Government and do not relieve the Contractor of responsibility of providing adequate Quality Control measures and do not constitute or imply acceptance.

1.9 CLEAN-UP OF SITE: Maintain a safe and clean work site by removing all scrap materials, waste and debris from work site on a daily basis. Contractors are not permitted to use Government dumpsters or other

Contractor dumpsters for disposal of debris. Do not use building restrooms occupied by NSWCPD personnel for cleaning of equipment. Provide and maintain temporary, suitable sanitary facilities for use by contractor and subcontractor employees.

1.10 HOT WORK: A hot-work permit is required for all hot work. Hot-work permits may be obtained through the Government Fire Inspector with 48-hours prior notice. Hot work in electrical or mechanical room space will require a gas-free test prior to the Government Fire Inspector granting approval. In accordance with the

Government Fire Inspector’s requirements, the Contractor must perform this test daily. The Government Fire

Inspector shall approve the gas-free instrument used. Fire extinguishers must be provided by the Contractor at ALL locations where cutting is performed.

1.11 SUPERVISION AND CONTRACTOR PERSONNEL: The Contractor must have at least one qualified supervisor, i.e., Project Superintendent, capable of reading, writing, and conversing fluently in the English language on the work site full-time during all working hours. The Contractor must provide personnel and subcontractors meeting the minimum requirements or qualifications stated in Section 2 Detailed Description of Work, below. A minimum of two Contractor personnel are required to perform the functions of Project

Superintendent, Site Safety and Health Officer (SSHO), and Contractor Quality Control System Manager

(CQCSM), the latter two personnel responsibilities are described in Subsections 1.11.1 and 1.11.2 below:

1.11.1 Site Safety and Health Officer (SSHO): The contractor must provide a Safety oversight team that includes a minimum of one (1) Competent Person for each work site to function as the Site Safety and Health Officer (SSHO). The SSHO must visit each work site daily, unless specified differently in the contract, to perform safety and occupational health management, surveillance, inspections, and safety enforcement for the Contractor. The SSHO’s training, experience, and qualifications must meet U.S. Army Corps of Engineers Manual No. EM 385-1-1, Safety and Health

Requirements, paragraph 01.A.17 and all associated sub-paragraphs. The SSHO may serve as the

Project Superintendent on this project.

1.11.2 Contractor Quality Control System Manager (CQCSM): Provide a CQCSM for the work site to manage and implement the Contractor Quality Control (CQC) program and Section 1.13.3 below.

The CQCSM will be responsible for overall management of the Contractor Quality Control program and has the authority to act and give direction in all CQC matters for the Contractor. The CQCSM must have been regularly engaged in projects of similar type, size, and complexity. The CQCSM must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification, safety compliance, and sustainability. The CQCSM may serve as the SSHO on this project; however, the CQCSM cannot perform the duties of Project Superintendent. The CQCSM does not report to the Project Superintendent/Manager and cannot be the same person as the Project

Superintendent/Manager.

1.12 SUBMITTALS: The Contractor must submit the pre-production submittals of Section 1.13 below within ten (15) calendar days after award. The Contracting Officer or NSWCPD TPOC may request submittals in addition to those specified when deemed necessary to describe adequately the work covered in the respective sections. Each submittal is to be legible, well-organized, complete, and in sufficient detail to allow ready determination of compliance with contract requirements. Government approval is required for submittals with a "G" designation. Submittals not having a "G" designation are for information only “FIO.”

1.12.1 Submittal Procedures: Both “G” and “FIO” submittals must be transmitted to NSWCPD using acceptable Government Submittal/Transmittal forms. Provide submittals in electronic format, with the exception of material samples. Compile the submittal in a complete, comprehensive document as a single electronic file to include the Transmittal Form. Name and number the electronic submittal file according to its contents. Use PDF as the electronic format, unless otherwise specified or directed by the Contracting Officer or NSWCPD TPOC. Provide hard copies of submittals when requested by the Contracting Officer or NSWCPD TPOC. Submittals requiring Government approval are to be scheduled and made prior to the acquisition of the material or equipment covered thereby.

1.13 PRE-PRODUCTION SUBMITTALS

1.13.1 Project Schedule – G: Prior to the start of work, the Contractor shall prepare and submit for approval a schedule to the NSWCPD TPOC. The schedule must, at a minimum, show work activities, submittals, material/equipment delivery, utility outages, on-site assembly, testing, and closeout activities. The schedule must be time scaled and generated using scheduling software. The schedule must be kept current, reflecting actual activity progress and plan for completing the remaining work.

1.13.2 Accident Prevention Plan (APP) – G: The Contractor must submit a site-specific APP to the

NSWCPD TPOC. The site-specific APP must outline the job-specific hazards associated with the

Statement of Work and reflect the Contractor’s overall safety and health program. At a minimum, the plan must meet the requirements of the abbreviated Accident Prevention Plan identified in EM-

385-1-1, Appendix A.

1.13.3 Quality Control (QC) Plan – G: The Contractor must submit a QC plan to the NSWCPD TPOC.

The plan must identify the Contractor’s system for the control of quality and workmanship that ensures the work meets the requirements for all aspects of the work. At a minimum, the plan must include the following content to cover all factory and field operations, including work by subcontractors, fabricators, suppliers, and purchasing agents:

1.13.3.1 Description of the quality control organization, including a chart showing lines of authority and acknowledgment that the Contractor Quality Control (CQC) staff will implement a control system for all aspects of the work specified. Include a Contractor

Quality Control System Manager (CQCSM) that reports directly to the corporate home office of the prime contractor and who must not be subordinated to the project superintendent or project manager.

1.13.3.2 The name, qualifications, duties, responsibilities, and authorities of each person assigned a CQC function. Include a description of the roles and level of responsibility worked by the CQCSM.

1.13.3.3 A copy of the letter to the CQC System Manager signed by an authorized official of the firm which describes the responsibilities and delegates sufficient authorities to adequately perform the functions of the CQC System Manager, including authority to stop work which is not in compliance with the Contract. Letters of direction to all other various quality control representatives outlining duties, authorities, and responsibilities will be issued by the CQC System Manager.

1.13.3.4 Procedures for tracking work deficiencies from identification through acceptable corrective action. Establish verification procedures that identified deficiencies have been corrected.

1.13.3.5 Reporting procedures, including proposed reporting formats.

1.13.3.6 A list of the definable features of work (DFOW). A definable feature of work is a task that is separate and distinct from other tasks, has separate control requirements, and is identified by different trades or disciplines, or it is work by the same trade in a different environment.

1.13.4 List of Proposed Subcontractors – FIO: Provide the NSWCPD TPOC a list of all proposed subcontractors including address, telephone number, point of personal contact, qualifications and certifications for the completion of project tasks stated in Section 2, Detailed Description of Work, below.

1.13.5 List of Proposed Products – FIO: Provide the NSWCPD TPOC a list of proposed products, cut sheets, lead times, and applicable Safety Data Sheets for all Contractor furnished materials to be used in the performance of this work. Note that this overall list of proposed products is FIO;

however, some individual items on this list are for Government approval (“G”) as specified in

Section 2 below.

1.13.6 Pre-Production Drawings – G: Submit pre-production drawings to the NSWCPD TPOC prior to factory fabrication of the temporary modular units that show at a minimum the following information:

1.13.6.1 Orientation and dimensions of the modular units within the work site’s footprint;

1.13.6.2 Interior space layout and dimensions including locations and dimensions of structural supports, columns and framing, partition walls, and aisle ways;

1.13.6.3 Furniture and workstation layout and dimensions;

1.13.6.4 Multiple elevation views showing roof lines, exterior architectural textures and treatments, exterior material colors, and windows; and

1.13.6.5 Temporary foundation details and dimensions.

The pre-production drawings must demonstrate knowledge and compliance with this SOW’s requirements and with typical facility systems and requirements such ingress, egress, electrical lighting, reflective ceiling, heating ventilation and air condition (HVAC), low-to-medium voltage electrical power distribution, and fire alarm, protection, and suppression.

1.14 ADDITIONAL SUBMITTALS: Contractor must make other submittals as required in Sections 2 and 3 of this Statement of Work, in addition to the pre-production submittals of Section 1.13 above. In general, the additional submittals of Section 2 are material samples, material information or cuts sheets, safety data sheets

(SDS), operation and maintenance (O&M) manuals, contractor qualifications, etc. All submittals other than pre-production submittals must be submitted by the Contractor a minimum of fourteen (14) calendar days before the start of the particular task or definable feature of work with which the submittal is associated.

1.15 HAZARDOUS MATERIAL: The Contractor is responsible for the handling, storage, removal and disposal of hazardous material. Hazardous material waste must be collected, stored and disposed of in accordance with Navy, Federal, State and local requirements.

1.16 ELECTRICAL SAFETY: Comply with Electrical Safety procedures in accordance with 29 CFR 1926. For additional information, refer to Chapter 12, of NAVSSESINST 5100.14G.

1.17 LOCK-OUT, TAG-OUT: Comply with NSWCPD Lock-out/Tag-out procedures in accordance with

Chapter 11 of NAVSSESINST 5100.14G and 29 CFR 1926. Only authorized NSWCPD personnel must perform the Lock-Out and Tag-Out of Electrical, Mechanical, Piping, Machinery or Equipment.

1.18 ACCESS AND GENERAL PROTECTION/SECURITY POLICY: Contractor and Subcontractor employees must be U.S. citizens and able to provide satisfactory proof of U.S. citizenship. Dual-U.S.-citizenship is not acceptable. Contractor or Subcontractor employees working inside NSWCPD buildings must submit paperwork and obtain a Contractor’s ID badge. Refer to Section 3.7, Installation Access, Security, and Contractor Badges and Identification, for detailed information and procedure regarding installation access, security, and contractor badges and identification.

1.19 REFERENCES: The publications listed below form a part of this Statement of Work and are incorporated by reference. Provision and installation of the materials and components comprising this Statement of Work must be in compliance with applicable or relevant and appropriate requirements, including the following industry standards and regulations:

SECTION 2: DETAILED DESCRIPTION OF WORK

This work includes supplying, assembling, leasing, and removing a temporary 1-story modular facility to provide interim space for personnel ultimately to be located in Building 662 after it is repaired. All modular sections of the building shall be new, unused equipment manufactured to the specifications herein. The Contractor shall provide and secure all labor, approved materials, tools, mobilization, transportation, supervision, equipment and any other incidental work and accessories to provide and install a temporary facility that maximizes the use of the 10,535-SF footprint west of Building 29.

The temporary facility shall be of modular construction, allowing for ease of assembly and installation and subsequent disassembly and removal at the end of the lease. The facility shall be designed to maximize the use of allowable interior space to accommodate as many employees as possible -- at least 130 workstations. The facility shall be ADA compliant. The facility shall provide one conference room, four offices, appropriate restrooms and number of plumbing fixtures, one kitchenette, utility closets, one nursing room, and a break or collaboration area.

The Government will supply and install furniture, interior telecommunication lines, and IT-data-network cable. The contractor shall connect electricity, potable water, and sanitary sewer to the temporary modular facility from

Government-provided connection points specified in Section 2.3 below. The contractor shall also provide and seal penetrations in the temporary modular facility to land both IT-data-network and telecommunication cables in the

Network Room.

2.1 SITE PREPARATION: The Contractor shall prepare the site and ground within the work site to support the structures of this Statement of Work so that the proposed structures remain serviceable and useable for the term of the lease. Site preparation may include grading and excavation; installation of foundations;

installation of anchors for uplift, if necessary; and, concrete work, such as sidewalks, pads or aprons. The

Contractor’s site planning, preparation, and facility design shall also include storm water management as a consideration.

2.1.1 Subsurface Information – The logs of three test-borings (numbers HL-2, HL-3,and HL-4) advanced in July 2019 by E2CR Inc. in the work site’s vicinity are attached along with a location plan. This information is provided for the contractor’s information only, and the Government shall not be responsible for any interpretation or conclusion drawn from this subsurface information by the contractor.

2.1.2 Foundation Support – The Contractor shall provide and install a suitable foundation for the modular facility that is on or above existing grade. Excavation for facility foundations is not permitted. The foundation shall be capable of supporting the temporary modular facility for at least the maximum duration of the lease. The site currently has existing slab and foundation supports from buildings previously erected on the site but that have since been demolished. The Contractor shall use industry-standard-type temporary foundation supports (such as steel plates, ABS plates, 12-inch thick timber mats, etc.) above grade to support the building. The Contractor shall provide an adjustable leveling system for the modular facility to compensate for any leveling issues that may occur. The Contractor shall be responsible for inspecting and making any necessary corrective adjustments to the facility, as required, for the duration of the contract. The Contractor shall provide the Government with a schedule for the routine leveling inspection. The frequency of the inspections may be adjusted based on findings during the lease period.

2.1.3 Existing Storm Water Manhole and Monitoring Well within Site’s Footprint – There is one in-use storm water management manhole within the site’s footprint (see Figure 1). The Contractor shall make the necessary grade adjustments and provide a suitable cover for this manhole to provide continued use and allow future access, if needed. There is also one flush-mounted groundwater monitoring well within the site’s footprint that shall also be left accessible for future access if needed.

2.1.4 Existing Underground Utilities – Existing utilities shown are approximate only and are based on field surveys, available records, verbal information, and/or physical features. Locate underground structures and utilities that may be encountered during the work. At least three working days prior to any excavation or test boring, contact the Pennsylvania One Call System at 1-800-242-1776 to mark existing buried utilities. Provide the NSWCPD TPOC with the Pennsylvania One Call ticket and responses. If Pennsylvania One Call will not mark known or suspected underground utilities, provide an independent or private utility locator service to locate and mark underground utilities.

2.2 TEMPORARY MODULAR FACILITY: The contractor shall provide and install a temporary 1-story modular building. The temporary modular facility shall be constructed of prefabricated units, and shall be designed and installed in accordance with applicable or relevant and appropriate standards and codes, including UFC 3-101-01, Architecture, UFC 3-301-01, Structural Engineering, UFC 1-200-01 DoD Building

Code, and UFC 1-201-01 Non-Permanent DoD Facilities in Support of Military Operations.

2.2.1 Building Information - The temporary building shall be a 1-story facility. All modular sections of the building shall be new, unused equipment manufactured to the specifications herein. The areal limits and extents of the facility shall maximize the use of the irregularly -shaped 10,535-SF footprint located between Buildings 545 and 29 shown in Figure 1 (aka SOW Attachment 6) with minimal impact to the existing utilities, monitoring wells, and access points. Note the offset, or standoff, distances between the temporary modular facility’s footprint and Buildings 545 and 29 shown in Figure 1. The structural height of shall allow for sufficient plenum (i.e., overhead) space and a floor-to-suspended-ceiling height of at least 8.0 feet. The occupancy of the facility shall be at least 130 persons, using NSWCPD’s Typical Hot Seat dimensions (see Figure 4 or SOW

Attachment 7). The exterior of the building shall include ADA ramps, one sidewalk connecting the two ADA ramps at the temporary modular facility’s two entrances along its eastern side, and skirting around the perimeter facility with access points for utilities. Shallow excavation (not to exceed 6 inches below existing ground surface) for the installation of the sidewalk is permitted.

2.2.2 Building Floorplan – G. Submit a floorplan for the temporary modular facility that consists of one floor. See Figure 3 (aka SOW Attachment 7) for NSWCPD’s suggested interior space layout.

Additionally, the proposed building floorplan must consider and reasonably incorporate the locations of the utility services. The temporary modular facility shall have one conference room, four offices, appropriate restrooms and number of plumbing fixtures, one kitchenette, utility closets, one nursing room, and a break or collaboration area. The remaining space shall be open-office area for maximum flexibility. Details of the preceding interior spaces are shown on SOW Attachment

7 and described below:

2.2.2.1 Private Offices: The floorplan of shall consist of four private offices, each measuring a minimum of 125 SF and a maximum of 150 SF. Each office shall have a minimum inside wall dimension of 8.0 feet, and the office’s dimensions must accommodate NSWCPD’s-systems-furniture configuration.

2.2.2.2 Conference Room: The floorplan shall consist of one conference room measuring a minimum of 400 SF and a maximum of 475 SF, with a minimum inside dimension of 15.0 feet.

2.2.2.3 Network/Telecomm Room: The floorplan shall consist of one network/telecomm room measuring a minimum of 44 SF and a maximum of 55 SF. Each network/telecomm room shall have a minimum inside dimension of 5.5 feet and two walls with inside dimension of

8.0 feet.

2.2.2.4 Electrical Room: The floorplan shall consist of one electrical room measuring a minimum of 43 SF and a maximum of 55 SF. Each electrical room shall have minimum inside dimension of 5.5 feet.

2.2.2.5 Kitchenette: The floorplan shall consist of one kitchenette with adequate space for a sink, refrigerator, base cabinets, wall cabinets, and minimal counter space.

2.2.2.6 Restrooms: The floorplan shall consist of enough Men’s and Women’s bathrooms plumbing fixtures to support the maximum number of personnel within the temporary modular facility. The bathrooms must be fully accessible bathrooms in compliance with the ADA Accessibility Standards.

2.2.2.7 Nursing Room: The floorplan include a private space for nursing mothers as recommended by Office of Personnel Management (OPM) Memorandum “Nursing Mothers in Federal

Employment”, dated December 22, 2010, having a minimum area of 106 SF and a maximum area of 120 SF. Each nursing room shall have a minimum inside dimension of

8.0 feet, and the nursing room must accommodate NSWCPD’s-systems-furniture and furnishing(s) configuration. This space may not be a restroom, and must be shielded from view and free from the intrusion of others. A nursing mother’s space must be functional, with a private space to sit with a flat surface, other than the floor, to place a breast pump and other supplies. This space must provide electricity for the use of a breast pump, refrigerator, good lighting, comfortable temperature and proper ventilation.

2.2.2.8 Janitorial Closet: The floorplan shall consist of one janitorial closet measuring a minimum of 43 SF and a maximum of 55 SF. Each janitorial closet shall have minimum inside dimension of 5.5 feet and must accommodate a utility sink.

2.2.2.9 Break or Collaboration Space: The floorplan shall consist of open-air seating collaboration space large enough to accommodate four (four-person) circular desks or round-top tables.

2.2.2.10 Ingress/Egress with Foyer: The floorplan shall show two entrance/exit ways with foyer to provide a break from outside weather conditions at its northeastern and southeastern corners. Ingress/Egress with foyer shall be ADA compliant and have minimum inside dimension of 4.3 feet. In addition, the floorplan shall provide one emergency egress at its northwestern quadrant.

2.2.2.11 Open-Office Area: The floorplan shall maximize the balance of space using Figure 4:

NSWCPD Typical Hot Seat, to provide a minimum of 130 workstations.

2.2.3 Steel Framing - The temporary modular units shall be manufactured on a steel-framed perimeter platform with interior wood framing. The modules shall be placed on temporary foundations, such as concrete masonry units (CMUs) bearing on the prepared site surface.

2.2.4 Wood framing - Wood framing members must be of structurally competent…
