BRAND NAME JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD), Code 1022, currently has a need for a temporary, modular facility to act as office space for personnel scheduled to be located in Building 662 after it is rennovated. Work includes site preparation for proper facility support and making utility connections to provide a complete and useable temporary facility located near Bldgs. 29 and 545. Additionally, NSWCPD will lease the temporary facility for a period of performance of one (1) year with two (2), one (1) year option periods.
This brand name justification is provided IAW FAR 13.106-1(b)(1)(ii) for the portion of supplies requiring a specific brand name. The total estimated value of the supplies covered hereunder is $248,820.56. The supplies covered hereunder are considered NSWCPD’s Standard Fit & Finishes.
2. SUPPORTING DOCUMENTATION BRAND NAME BASED ON NATURE OF
THE ACQUISITION
NSWCPD requires the brand name products listed in section 4 of this justification in order to maintain a standard and uniform interior office environment across all NSWCPD office spaces. A uniform office environment assists with employee satisfaction to maintain employee contentment and morale. Additionally, command-wide office finishes increase productivity within the organization, maintain suitability, stability, and full operational capability of interior-office space. The materials comprising NSWCPD's Standard Fit & Finishes have proven to be reliable, durable, and effective over time in other NSWCPD interior spaces.
Furthermore, NSWCPD’s facilities maintenance department stocks standard finish items, facilitating minor repairs or replacement in a timely manner. The use of non-brand name products will not allow NSWCPD to quickly repair or replace carpet, ceiling tiles, light bulbs, etc. The use of standard finishes allows the Government to pool resources, centralize stock, and inventory most standard replacement items. Utilizing non-brand name products will require the Government to duplicate effort that otherwise would not be required.
Therefore, NSWCPD's division-wide fit and finishes are required to be procured on a brand name basis to meet the needs of the Government.
3. MARKET SURVEY
A market survey was not conducted, as this justification is on a brand name basis only.
The supplies covered hereunder can be procured on the competitive, open market from various sources. Therefore, a market survey is unnecessary.
