Answers in Response to Questions Received for Solicitation N64498-19-R-4010
Q: Would the Government please clarify the number of volumes/documents that should be submitted?
On page 85 the solicitation states that proposals shall be submitted as two separate documents but lists three documents, Solicitation, Offer and Award Document (SF-33), Technical Proposal, and Cost Proposal.
On page 88 the solicitation states “the proposal shall contain four (4) separate volumes…” but lists five
(5) volumes in the table.
A: Five (5) Separate volumes should be submitted. The Cost and Technical Proposals must be separate documents. Please sign and return the SF-33 along with all required fill-ins within the solicitation document. Please see Amendment 0001 for changes.
Q: Would the Government please clarify that Factor 4 – Cost/Price should be Volume V and not Volume IV as shown in the solicitation?
A: Please see Amendment 0001 for changes.
Q: FAR 15.403-1(c)(1)(ii) states that adequate price competition is a standard for exception from certified cost or pricing data requirements, if there was a reasonable expectation that two or more responsible offerors would submit priced offers. It seems there is reasonable expectation that two more responsible offerors will respond, yet cost or pricing data is being requested. Will the Government consider eliminating the cost or pricing data clauses and modify clause 52.215-20 to 52.215-20 Alt IV? If so, will the government remove Proposal Adequacy Checklist (DFARS 252.205-7009)?
A: The Government will not eliminate the cost and pricing data clauses. Clause 52.215-20 will not be modified to clause 52.215-20 Alt IV. The Government will not remove DFARS 252.205-7009.
Q: Page 86, Section L.2. Proposal Format states that 12 point font should be used throughout the document. Would the Government allow the use of 10 point font in tables and graphics?
A: The Government requires 12 size font throughout the document, even in tables and graphics.
Q: Page 86, Section L.2.1 Page Numbers and Limits under page limitations item k is missing, can the Government verify that there is no item k?
Q: Page 86, Section L.2.1 Page Numbers and Limits under page limitations item c mentions a glossary of abbreviations and acronyms. Should a glossary of abbreviations and acronyms be included in each volume?
A: This needs to be included if you’re using abbreviations and acronyms in your proposal.
Q: Page 86, Section L.2.1 Page Numbers and Limits under page limitations item e mentions proposal cross-reference tables. Should cross-reference tables be included in each volume?
A: This needs to be included if you are cross-referencing info in your proposal.
Q: Paragraph L.3.3 (Past Performance) specifies that major subcontractor past performance will be considered, but paragraph L.3.2.1 (CORPEX) does not. Can offerors submit subcontractor CORPEX as well as past performance references? Or only past performance?
Q: Paragraph L.3.2.1 (CORPEX) requires offerors to "provide all relevant corporate experience for similar or related work under contracts currently being performed or completed during the last five (5) years."
Paragraph L.3.3 (Past Performance) requires offerors to submit "all relevant contracts performed within the last 3 years."
It is our understanding that the past performance references would duplicate the CORPEX references completed within the past three years. Can you confirm that our understanding is correct?
A: Please see amendment 0001 for changes.
Q: Paragraph L.3 lists the required proposal volumes. The list of volumes details Volumes I-IV and Volume VI, but skips Volume V. Is this correct?
A: Please see Amendment 0001 for changes.
Q: Paragraph 10.1.2 Non-Key Personnel, Boiler Tender (Marine) (25010), states the minimum experience required is National Board Boiler Inspector (NBBI) License and former Navy Steam Generating Plant Inspector (SGPI). This requirement makes it difficult for offerors to develop a compliant proposal, as finding an individual with this experience is very difficult. Would the government consider making this requirement: Minimum experience required is National Board Boiler Inspector (NBBI) License or former Navy Steam Generating Plant Inspector (SGPI) or In lieu of these qualifications an individual with over 20 years in USN Steam Plant operations, with a minimum of 10 years repair activity experience as either a Boiler Technician or a Machinist Mate?
Q: On page 3 of the solicitation the Government provides a Level of Effort Labor Mix table, however the hours provided for Kr-site and Kr-site OT do not match the hours in the Total column for the following labor categories Technical Writer II, Engineer IV, Engineering Technician V (Mechanical), Logistician III, Logistician I, Ship Cost Estimator, Quality Control Inspector, Boiler Tender, Welder, Combination, Maintenance, Pipefitter, Maintenance and Machinist, Maintenance. Can the Government please confirm the correct Kr-site hours and Kr-site OT hours for these labor categories?
Q: Can the government provide an estimate of the number, types, and sizes of valves to be refurbished under this solicitation?
A: Below is a sampling of the types of valves to be refurbished. This list represents approximately 25% of what will need to be refurbished, and is in similar size and type to the remaining valves that will be refurbished on this contract.
