SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 10-Apr-2019 02:00 PM to 18-Apr-2019 12:00 PM.

The following have been modified:

NOTE TO OFFERORS

1) This acquisition is issued as a total small business set aside.

2) This acquisition is subject to FAR 52.222-41 “Service Contract Labor Standards” and 52.222-49 “Service Contract Labor Standards – Place of Performance Unknown.” Accordingly, Offerors should request a wage determination for the expected place(s) or area(s) of performance via written correspondence to the Contracting Officer by 06 March 2018. See clauses 52.222-41 and 52.222-49 for additional information.

3) The award of a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP) ordering provisions is anticipated. Task orders will be issued under the resultant contract as either (1) Firm-Fixed-Price; (2) CPFF Level-of-Effort (LOE); or (3) CPFF Completion type.

4) The ordering period for this acquisition is anticipated to be sixty (60) months. The period of performance for this acquisition is anticipated to be seventy-two (72) months.

5) CLIN 0002 (in support of CLIN 0001): covers Other Direct Costs, which includes incidental travel and material.

Offerors are required to provide as part of their proposal any indirect burden rates (i.e. G&A and material handling) as detailed in Sections L and M. It is intended to reimburse support and subcontract costs on the basis of actual reasonable and allowable costs. For evaluation purposes, the Government will add the Offeror’s proposed indirect burden costs to the stated support costs for the entire ordering period of $3,265,758.08 for CLIN 0002. The resulting cost (base plus any indirect burdens) will be depicted as a Not-To-Exceed amount in the contract award.

6) For CLIN 0001 (LOE), non-performance based acquisition procedures will be used. For CLIN 0003 (FFP) and CLIN 0006 (Completion), the determination of whether to utilize performance vs. non-performance based procedures will be made at the Task Order level.

7) As detailed in Section L of this solicitation, Offerors are required to submit both a technical and a cost proposal as part of their proposal. Failure to comply with the instructions set forth in Section L of this solicitation or to provide all information requested may result in the determination that the proposal is unacceptable and ineligible for contract award.

8) The due date of this solicitation is 1200 hours Eastern Daylight Time (EDT) on 18 April 2019.

9) The POCs for this action are below. Offers (Prime proposal & Subcontractor proposal) are to be submitted electronically via e-mail only to the e-mail addresses below. Mail copy of proposal will not be accepted.
