This amendment provides a list of questions and comments received in response to the solicitation. The questions and comments are provided for all potential Offerors to review. Note that questions may have been edited for clarity and duplicative questions may have been combined or deleted. All available, necessary information and any necessary changes to the solicitation resulting from consideration of the below questions and comments have been incorporated into the solicitation in PART I of this Amendment.

Q6. What places of performance, besides Philadelphia, would the Government provide office space, phones and computers for the Contractor Personnel? How many office spaces /phone/computers would be provided?

Q7. Will the Government clarify the discipline that belongs to each of the Engineering Technician VI and Engineering Technician IV categories. (i.e. – Electrical, Mechanical or Electronics)?

It will be a mixture of Electrical, Mechanical and Electronics Engineering Technicians

Q8. The qualifications for Manager, Program/Project I states “Minimum Education: Bachelor’s Degree in Engineering, Naval Architecture or … from an accredited college or university.” Should Business Administration be after the or as in the previous labor qual? Would the Government accept an Engineering Technology degree for this category?

It has to be an engineering degree. We will not accept Engineering Technology degree for this category.

Q9. The qualifications for an Engineering Technician IV require a Navy 2M certification certificate. Would the Government consider a J-STD-001 certification, the commercial equivalent of the Navy 2M certification, in lieu of the Navy 2M certification?

We would not since we serve the NAVY and will require a Navy 2M certification certificate.

Q10. Should the second Logistician II really be Logistician I?

No, it should not.

Q11. There are two position descriptions for Engineering Technician IV. The first Engineering Technician IV requires supplemental training for HM&E systems and components, the second requires supplemental training for marine electrical and electronic engineering fields. Should the first Engineering Tech supplemental training be for mechanical engineering fields to match the Engineering Tech VI requirement?

No, it should not.

Q12. In the subject RFP on page 4 of 98, Total Hours at Each Location, Government Site; the table lists a total of 122,880 hours; yet in paragraph 6.1.1 it states “Government will provide office spaces and six phones and six computers for up to six Contractor personnel under this task order on-site at NSWCPD, Philadelphia.”?

Not everyone will have an office space, phone, and computer. Majority will be working in labs and test sites.

Q13. Will the Government please state whether the total hours in the table on page four are correct and if so, at what Government location will the other contractors work if only six will be working in Philadelphia AND what are the labor categories of the six people working in Philadelphia?

Not everyone will have an office space, phone, and computer. Majority will be working in labs and test sites.

Q14. Would the government approve candidates with Electronics Technician or similar Navy “A” or “C” school training for the Engineering Technician labor category which requires post high school marine electrical or electronics engineering vocational training?

Yes

Q15. Please clarify the hours for Logistician I for Year 3. It is stated that the hours are 2840 which results in a total of 17,280 hours total for the category which is shown in the Total Hours at Each Location, Contractor Site. However, the Total Hours for this category is shown as 18,280. It seems that the intention was for the Year 3 hours to be 3840, which would then result in a Total Hours at Each Location, Contractor Site of 18,280 which would then match the Total Hours column for that Category. Then the total hours for the contract would be 876,248 which would match the total provided in the table. Otherwise, the total is 875,248.

The Level of effort has been updated to reflect the revised hours. The total LOE is 875,248

Q16. Paragraph 6 states “…..estimated LOE of 876,248 man-hours….” As does the total hours included in the table on page 4-

Table on page 4 for Logistician I shows:

There appears to be an error in the extended total for this line as the correct extended total is 17,280. This affects the total estimated hours which should be 875,248 versus 876,248.

Q17. Section C, paragraph 9.2 Non-Key Personnel, specifically, page 25 for LOGISTICIAN indicates two (2) with the same Level required, LOGISITICIAN II whereas the Table on page 4 shows a Level II with 9,600 hours and a Level I with 17,280 hours.

This has been updated in the LOE.

Q18. Please clarify the minimum education for Engineering Technician IV and VI. We understand the minimum requirements are as follows:

Minimum Requirement #1: High school or trade/industrial school or GED equivalent; and

Minimum Requirement #2: Navy “A”, “B” or “C” or supplemental vocation after high school for marine electrical or electronics engineering fields.

Q19. There are sections of the Statement of Work that does not necessarily require the Navy “A”, “B” or “C” school or vocational training for Electrical or Mechanical Engineering Technicians. Can a portion of the proposed technicians include technical experience other than “A”, “B” or “C” school or vocational training?

No, it has to be “A”, “B” or “C” school or vocational training.

Q20. For the Technical proposal, are the cover page, preamble page, table of contents page included in the 25-page limit?

No, the cover page, preamble page, and table of contents are not included in the 25-page limit.

Q21. The requirements on the contract information in Subfactor 1c, and Factor 2 is similar. Should we be submitting data for different contracts in these two sections?

Yes, the same contracts can be listed in these two sections.

Q22.In the Cost Summary Attachment, is it permissible to show only the average Labor cost for those labor categories for which resumes are not required as they are not key personnel.

No, the contractor should submit the actual labor cost for those labor categories.

Q23.In the Cost Summary Attachment, for the non-key labor categories can we use TBD rather the individual names?

Yes, the government accepts TBD.

Q24.Since the places of performance are varied, in the Cost Summary Attachment how do we show the variations in the proposed rates for different locations.

In the cost summary format there should be no variations in the labor rates. Location such as travel should be reflected in Other Direct Cost (ODC).

Q25. Are any of the labor categories subject to SCA requirements? If yes, please specify the labor categories and provide the applicable SCA WDs.

SCLS is not applicable to this procurement.

Q26.Is any current incumbent covered under SCA? Please provide details.

There is no incumbent for this requirement and SCLA is not applicable to this procurement.

Q27.Is any incumbent/s covered under a CBA (Collective Bargaining Agreement)? Please provide details of any applicable CBA.

CBA is not applicable to this procurement.

Q28.Is any labor category covered under EO 13495 - Nondisplacement of Qualified Workers Under Service Contracts.

EO 13495 - Nondisplacement of Qualified Workers is not applicable to this procurement.

Q29.Is any labor category covered under EO 13706 - Paid sick leave.

Labor costs should be entered for all proposed personnel, this includes Key and non-key.

Q31.In the Cost Summary Attachment, for the non-key labor categories can we use TBD rather the individual names?

TBD is acceptable for non-labor categories

Q32.Since the places of performance are varied, in the Cost Summary Attachment how do we show the variations in the proposed rates for different locations.

Labor Rates should stay the same. Any additional cost (travel) should be allocated in ODC.

Q33.What are the Government preferences for font, margins, page size, etc.? Formatting information is not included in the RFP.

The electronic proposal shall be prepared so that, if it is printed, the proposal meets the following format requirements:

· 8.5 x 11 inch paper

· Single-spaced typed lines

· No graphics or pictures

· Tables are allowed to enable organization of correlated information. Text font within the tables may be 10-point, 11-point, or 12-point Times New Roman Font in text

· 1 inch margins

· 12-point Times New Roman Font in text for other than tables.

Q34.Section L.PD-L01, p. 79-83: Are graphics such as organization charts allowed?

No graphics or charts allowed Q35.Section L.PD-L01, p. 80: Under SOLICITATION, OFFER, AND AWARD DOCUMENTS, the Government specifies, “The document shall not be embellished with any cover or binding.” Please clarify that a binder clip is permissible.

A Binder Clip is permissible.

Q36.Section L.PD-L01, p. 80: Under PROPOSAL PACKAGE within the same paragraph that includes the 25 page limit, the Government specifies inclusion of a table of contents. However, in the delineation of page count (2 pages introduction) and 23 pages (evaluation factors), the Government has not included allowance for the table of contents. Therefore, is the table of contents not included in the page count?

The table of contents is not included in the 25-page limit.

Q37.Section L.PD-L01, p. 80; Does the Government desire an acronym list? If so, is this included within page count?

An acronym list is acceptable and will not be include in the page limit.

Q37.Will NSWCPD permit similarly situated small businesses to combine their work share on this contract?

Outside of a teaming agreement this is not allowed. FAR Case 2016-011 details the limitations on subcontracting rules.
