Question #1:
Page 2 of the solicitation indicates that the contract anticipates a level of effort of 51,231 hours and provided a table that distributed the hours across the contract specified labor categories and by contract year. The Level of Effort clause on page 105 of the solicitation also contemplates that the contractor is to provide 51,231 hours under the contract. The answer to Question #4 on the first set of Questions and Answers stated that the Government will not exhaust all of the LOE hours during the life of the contract.
Should contractors put 51,231 hours in the Cost Summary Format so that the Government can evaluate the individual labor rates by category, even though the total price of these hours will not match any of the schedule B contract line items and the Government does not intend to order 51,231 hours during performance of the contract?
Answer #1: Yes you can include all of the hours in your Cost Summary Sheet. But if you only provided the individual labor cost for each category over the life of the contract it will be accepted. Question 4 of the previous set of questions stated “offerors only need to show how they came to the rate offered for each category.” So showing all the indirect rates associated with each category and provide backup for those rates if available.
Question #2:
On page 16, Schedule B describes CLIN 0032 as "Other direct costs in support of all CLIN'S consisting of travel, subsistence, material and incidental spare parts." Can the Government clarify whether the cost of travel, subsistence, material and incidental spare parts in support of the DVSS Qualification Test Set/NRE (CLIN 0001) is to be included in CLIN 0032 or CLIN 0001? Should the cost of the test facility, travel to the test facility and travel in support of the various design reviews be included in CLIN 0032 or
CLIN 0001?
Answer #2: All cost associated with CLIN 0001 is to be included in the total amount of CLIN 0001.
Question #3:
The first note under "Support Costs" on page 169 of the RFP that starts with "Engineering Services CLINS's" instructs offerors to not back into the NTE totals for Engineering Services CLIN's. Please clarify the following for completing Section B and what amount will be used as part of the total evaluate price:
Answer 3: Just add any indirect cost to the CLIN’s labeled NTE don’t reduce the CLIN and add your indirect’s to get to the NTE CLIN total.
Question #4:
Should contractors: 1) propose the Schedule B Not to Exceed (NTE) amounts for each reimbursable line item in the schedule, 2) propose the combined indirect burdens and the NTE amount in schedule B, or 3) propose only the burdens that would be applied to the NTE amount in schedule B?
Answer 4: See answer 3.
Question 5:
Should contractors assume that the Engineering Services CLIN's, the Software Maintenance CLIN's, the support cost CLIN and the storage CLIN be burdened using the same methodology?
Answer 5: See answer 3
Question #6:
Additionally, the answer to Question #4 on the first set of Questions and Answers stated that offerors were not to back into the NTE amount for all CLIN's but there may be a period or word(s) missing in the answer that may provide clear direction.
Answer 6: Use the NTE amount as the basis for your burden rates. Then take the burden rate and add it to the NTE amount for a total fully burdened rate for the NTE CLIN’s. (in short you can exceed the NTE amount only by adding your indirect rates to the CLIN total.)
