1. GENERAL REQUIREMENTS

a. The contractor shall provide Integrated Logistics Support Documentation for the Digital Video Surveillance System:

1) Technical Manuals

2) Provisioning Data

3) Support and Test Equipment List

4) Recommended Spare Parts Lists

5) Installation Training

b. The documentation provided shall support the following maintenance concept:

· Maintenance shall be limited to organizational-level fault isolation and replacement of the Line Replaceable Unit (LRU). An LRU is an essential support item which is removed and replaced at the field level to restore the end item to an operational ready condition. Conversely, a non-LRU is a part, component, or assembly used in the repair of an LRU, when the LRU has failed and has been removed from the end item for repair. The LRUs for the equipment shall include, but are not limited to, field-replaceable circuit card assemblies or modules, fuses, switches, etc.

2. PROVISIONING DATA. The contractor shall provide Engineering Data for Provision (EDFP). EDFP consists of but is not limited to data such as specifications, standards, drawings, photographs, sketches and descriptions, and the necessary assembly and general arrangement drawings, schematics, drawings, schematic diagrams, wiring and cable diagrams, etc., or what is sometimes referred to as form, fit and function. EDFP format and content shall be prepared in accordance with the latest industry standards and shall be reproducible, as outlined below. Approved EDFP shall contain all appropriate annotations, i.e., proper Distribution Statements, Military Critical Technology markings, etc.

a. For items without a NSN, recognized industry standard or government specification or standard, the following order of precedence is required for EDFP:

1) Technical Data equivalent to approved Product Engineering Drawings as defined in MIL-STD-31000

2) Commercial drawings

3) Commercial manuals, catalogs or catalog descriptions

4) Sketches or photographs with a brief description of dimensional, material, mechanical, electrical or other characteristics.

b. EDFP shall provide for the following:

1) Technical identification of items of maintenance support considerations

2) Preparation of item identification for the purpose of assigning NSNs

3) Review for item entry control

4) Standardization

5) Review for potential interchangeability and substitutability

6) Item management coding

7) Preparation of allowance/issue lists

8) Source, Maintenance, and Recoverability coding

c. EDFP shall not be provided when the item is:

1) Identified by a government specification or standard which completely describes the item including its material, dimensional, mechanical and electrical characteristics.

2) Identified in Defense Logistics Information as having an NSN with salient characteristics identical to the item.

3) Item is listed as a reference item (subsequent appearance of an item) on a parts list.

d. EDFP shall not be provided when the item is identified in the Defense Integrated Data System with a type item identification of 1, 1A (K), or 1B (L) or the item is listed as a reference item (subsequent appearance of an item on a parts list).

e. The Contractor shall identify all Long Lead Time (in excess of 6 months) Parts.

f. Unique PHS&T (PACKAGING HANDLING, SHIPPING AND TRANSPORTATION) requirements shall be identified to the Navy as part of EDFP.

g. The Contractor shall provide the manufacturer's commercial manuals. These manuals will be used to supplement EDFP and the provisioning data. This requirement applies only if commercial manuals are available. If no commercial manual exists for the equipment or component, then this requirement for that equipment or component will be waived.

h. DESIGN CHANGE NOTICE (DCN).

The contractor shall notify the TSA of all changes, whether of a production or modification type, which are approved for incorporation into the end item and which modify, add to, delete, or supersede parts in the end item or its supporting equipment. An approved engineering design or production change requires new identification when;

1) performance or durability is affected to such an extent that superseded items mustbe discarded for reasons of safety or malfunctioning;

2) parts, subassemblies, or complete articles are changed to such an extent that the superseded and superseding items are not functionally or physically interchangeable;

3) superseded parts are limited to use in specific articles or models of articles and the superseding parts are not so limited;

4) an item has been altered or determined that additional requirements for selection of that part (form, fit, tolerance, performance or reliability) are necessary;

5) interchangeable repairable assemblies contain a non-interchangeable part, its next assembly, and all the progressively higher assemblies shall be changed up to and including the assembly where interchangeability is reestablished;

6) an item is changed in such a way that necessitates a corresponding change to an operational, self-test or maintenance test computer program, the part number identification of the item and its next assembly and all progressively higher assemblies shall be changed up to and Including the assembly where computer programs are affected.

The contractor shall submit EDFP revisions via DCNs in accordance with the following:

- When the approved change affects interchangeable repairable assemblies so as to introduce non-interchangeable parts, identify the part number before the change as a deletion and the part number after the change as an addition.

- Change and document the part number of the next higher assembly, and those of all progressively higher assemblies, up to the assembly where interchangeability is reestablished. EDFP shall include the interchangeable assembly.

- EDFP is not required for deleted items.

- Changes that occur after EDFP has been delivered shall be documented as a revision to the applicable EDFP.

When the design change significantly impacts the system or equipment configuration, and when directed by the Administrative Contracting Officer, a changed system or equipment shall be documented as a new end item with associated EDFP.

CDRLs A050, A051, A052, A061 apply.

3. TECHNICAL MANUAL(S). The contractor shall provide technical documentation covering the maintenance and operation of the hardware and software furnished by the contractor.

a. The contractor shall submit a Technical Manual outline, quality assurance provisions, and development schedule in the contractor’s proposal. A separate outline is required for each Technical Manual the contractor proposes to develop. This information is subject to the page limitations set forth in the RFP for the Technical Volume of the contractor’s proposal.

b. The contractor shall provide any Commercial off the Shelf (COTS) Software User Manuals and Software Programming Manuals.

c. The contractor shall provide a maintenance manual covering the description, operation and maintenance of the DVSS in accordance with the following:

Upgrades include installing software updates, modifying the configuration data/drivers to add new hardware and equipment, modification/addition of MCS alarm camera triggers, and reconfiguration of camera groups.

2) The maintenance manual shall provide detailed DVSS procedures for Normal operation, Start-up, and Shut-down. Procedures shall specify which steps may be performed in any sequence or in parallel. Procedures shall also include statements that permit the crew to omit certain steps under certain conditions, while still ensuring that crucial steps are performed in proper sequence. Operating procedures shall be based on the following format:

· Initial conditions.

· Precautions.

· Operations flow diagrams (for complex evolutions only).

· Detailed procedure.

3) The technical manual shall include schematics, block wiring diagrams, fault isolation diagrams, and procedures required to correctly identify failure of each LRU. BIT/BITE method and test points shall be identified. Detailed replacement procedures will be provided for each LRU and shall identify any safety hazards encountered during the procedure. Where necessary, steps or instructions shall be emphasized by the use of “NOTE:” “CAUTION”, “DANGER”, or “WARNING” to ensure safe procedures (see MIL-DTL-24784). All routine adjustment and alignment procedures incidental to maintenance and normal operation shall be included in the maintenance manual. Usage of any general purpose or specialized test equipment in the procedures shall be identified. A table summarizing all equipment condition indicators, switch settings and their functional description shall be provided. An illustrated parts breakdown and associated parts list of equipment shall be provided that shall identify part number and location of all LRUs, cables, terminal boards, connectors, fuses, and miscellaneous hardware. If the contractor for this equipment develops installation drawings and instructions then those instructions/drawings shall also be included in the manual. Recommended preventive maintenance procedures shall be provided as a separate section in the manual.
