Is there training requirement?

Answer – No, the awarded Contractor shall provide all necessary personnel required to operate and maintain the equipment.

6. Environmental Compliance, Permits and Licenses:

Does the Customer or any state/local entity having jurisdiction require Stationary Plant

Operators licenses or permits for temporary power plant operators? If so, please provide specifics.

Answer – The Customer does not require an operating license for the Mobile GTG. An air permit for operation will be required and the Customer has already submitted the required paperwork.

Is there an air permit required?

Answer – Yes, the Department of the Navy has already submitted the required paperwork.

If yes to question b. above has the Navy applied for or has the permit?

Answer - Yes and the Department of the Navy has already submitted the required paperwork.

As part of the Philadelphia air quality standards, will exhaust emissions require continuous monitoring?

Answer - The local air permitting authority considers the Mobile GTG to be a temporary installation and will not require continuous exhaust emissions monitoring. In place of a continuous exhaust emissions monitoring requirement, the vendor is required to provide documentation from a previous installation verifying exhaust emission levels. The natural gas fuel and water injection for the Mobile GTG will need to be recorded to determine a usage rate. If the vendor cannot provide emission data that is approved by the agency then a one-time emission test for NOx and CO will have to be conducted within 60 days after achieving maximum production rate.

Will the NOx require continuous monitoring?

Answer - Continuous monitoring of NOx levels are not required.

Will the sound attenuation levels require continuous monitoring?

Answer - Continuous monitoring of sound attenuation levels are not required.

7. Are there any upper upper limits in generator size in the permit?

Answer - The air permit presented to the local authorizing agency specifies an upper capacity limit of 20MW and 231 MMBtu/hr heat input.

8. Fuel

What is the natural gas pressure, volume and pipe size available at the site?

Answer – An onsite Gas Compressor (Knox Western Model: E-6445 2-Stage Package

KW-14278) has the capability to in increase the GTGS supply from 45 psig (ambient temperature) to a maximum operating pressure of 420 psig (285F) and maximum operating flowrate of 6.549 MMscfd. Control valves on the gas compressor are capable of regulating the GTGS natural gas supply to 375 psig +/- 20 psig (Expected

Operating Pressure based on Customer Knowledge). The Customer natural gas connection is a 3” x 300# SS Flange.

What is the amount of superheat in the gas at the deliverer point when live?

Answer – The original equipment manufacturer of the Customer’s onsite gas compressor states the incoming heat exchanger coolant temperature to the compressor package is 85 o F and the gas temperature will be 110 o F as it leaves the compressor package.

Have the natural gas lines being clean (gas blows or some other form of line cleaning)? If so, are reports available that document the cleaning? If not, will the

Customer guarantee pipeline cleanliness and/or indemnify the Contractor against equipment damage or excessive wear-and-tear due to pipeline dirt/debris?

Answer – Natural gas is supplied to the NSWCPD site from the local utility authority piping system. All NSWCPD installed piping on the discharge side of the local utility authority gas meter will be purged & filtered. Documentation of this portion of the piping system can be provided.

Is liquid fuel available at the site? What type of liquid fuel is expected to be used?

How many days of liquid fuel storage is required, if any, and will this be the responsibility of the Contractor or the Customer?

Answer – Liquid fuel is available, however the air permit presented to the local authorizing agency specifies the rental GTG assembly to operate with NATURAL

GAS ONLY.

Are fuel analyses available?

Answer – Not Applicable

The Contractor will provide one set of revenue-quality metering for fuel and water into the generating set and net electricity out of the generating set. Does the Customer require the Contractor to provide any check metering or open transducers for check-metering?

Answer – Additional metering equipment will not be required.

9. What are the amps at the low voltage line (480V)?

Answer – The Customer supplied 480V Electric Service will 400 Amps.

10. Does the gas turbine generator set will be connected to the local grid? If yes, this will require a grid interconnect protection study and configuring the gas turbine protection relays for

Island mode and Grid mode. Has an interconnection study been performed and if so, can it be made available?

Answer – No, the gas turbine generator set will only be connected to and internal power grid and will not be connected to the local utility power grid.

11. The generating set has upper and lower ambient temperature operating limitations set by the

OEM. Specifics can be provided upon request, but a general upper limit is considered 140F and a general lower limit is considered 42F as delivered. Is this acceptable to the Customer?

Answer – The Contractor shall be prepared to operate the Mobile Auxiliary Power Unit in the typical range of ambient outdoor weather conditions experienced in Philadelphia, PA, USA from January through June.

12. Is site remediation required post project?

Answer - No site remediation is required post project.

13. Is the proposed equipment site a Superfund site?
