About this file
This document is a Questions and Answers (Q&A) file for solicitation N6426725Q5036, a Hard Drive Destruction contract opportunity issued by the Department of the Navy Naval Sea Systems Command. The Q&A reveals this is a new requirement with no incumbent or existing contract, and the solicitation will be awarded on a Lowest Price Technically Acceptable (LPTA) basis. Key details include potential complexities around data destruction methods for solid state and hard drives, with the government indicating that amendments have been posted addressing technical scope questions. The solicitation allows for hard drive destruction potentially spanning multiple consecutive days, with a maximum expectation of 6,000 drives processed. Interested vendors are directed to check SAM.gov for amendments and are reminded that the solicitation end date has been extended, with no further questions to be accepted. A notable administrative note indicates that vendors unable to download the DD 254 document can request it directly from the contract specialist until 29 July 2025 at 2:00 PM PDT.

INDUSTRY QUESTIONS AND GOVERNMENT ANSWERS
1. Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?
This is a new requirement.
2. Who is the current incumbent?
There is no incumbent.
3. When does the current contract end?
There is no current contract.
4. Are any bridge contracts in place that extend the current contract?
There are no bridge contracts.
5. What are the last contract award number and total award amount?
There is no last contract award number.
6. Is there a loading dock or area the truck needs to park to perform the services at all locations?
Does the area have a ramp or an elevator/lift to get the containers onto the ground next to the truck?
See posted amendment; updates to the scope are in bold lettering.
7. Will the agency consider extending the offer due date for a question period and review of answers?
There will be no further questions accepted. The solicitation end date and time have been extended.
See SAM.gov posting.
8. Will badging be required? If so, are you using USAccess, e-Quip, or another system for badging?
See posted amendment; updates to the scope are in bold lettering.
9. For Solid State Drives, we can shred those to 2mm but they do not work in a degausser. We can put them in the degausser and run it, but it will have no affect on the data. For Hard Drives, we can degauss them, but we cannot shred Hard Drives to 2mm. The smallest output size for Hard Drives is 10mm. In the screenshot below it mentions if there are SSDs the should be shredded to 2mm, but there aren’t any in the documents provided. Is that where the confusion could be?
See posted amendment; updates to the scope are in bold lettering.
10. 6,000 in one day may be difficult. We will arrange for the drives to be done in a consecutive period if more than one day is needed. Does that work for the agency?
See posted amendment; updates to the scope are in bold lettering. As a reminder, basis of award is Lowest Price Technically Acceptable (see Section M of the solicitation).
