SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
BASIS FOR AWARD
1.0 Evaluation Criteria and the Basis for Award
The basis of award is Lowest Price Technically Acceptable (LPTA). An award will be made to one (1) Offeror whose proposal offers the lowest evaluated price and for which all non-price factors are rated as Acceptable in accordance with criteria in the solicitation.
The evaluation criteria listed below will be utilized for evaluation of proposals:
1.1 Factor 1 – Technical Proposal
The Government will evaluate the Offeror’s capability to meet requirements of the RFP. An acceptable response from the Offeror will address all elements of the requirement and provide its capability of meeting each requirement.
Requirements that are omitted or insufficiently addressed may result in an overall rating of “Unacceptable.” The Government will also evaluate the Offeror’s ability to effectively manage this effort. An acceptable response from the Offeror will address all elements required to execute this effort, meet Government lead times, and to manage Subcontractors. Offerors are advised that technical proposals may be evaluated without consideration of any proposed Subcontractor, which is deemed to have an organizational conflict of interest.
The team shall evaluate the Offeror's proposal against these requirements to determine whether the proposal is acceptable or unacceptable.
Adjectival Rating Description Acceptable Proposal meetings the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
1.2 Factor 2 –Past Performance Proposal
The purpose of the past performance evaluation is to assess the Offeror’s ability to fulfill the solicitation requirements based on previous experience. The Government will assess the narratives submitted by the Offeror to determine the relevancy of recent contract experience to the requirements of this RFP.
The Government will evaluate the degree to which past performance narratives and all other past performance information reviewed by the Government (e.g., CPARS, performance recognition documents, and information obtained for any other source) reflect a trend of satisfactory performance considering:
• A pattern of successful completion of tasks;
• A pattern of deliverables that are timely and of good quality;
• A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.);
• Tasks that are identical to, similar to, or related to the task at hand; and
• A respect for stewardship of Government funds.
Past performance will be rated on an "acceptable" or "unacceptable" basis using the ratings in the following table.
Adjectival Rating Description
Acceptable Based on the Offeror’s performance record, the Government has reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown.
Unacceptable Based on the Offeror’s performance record, the Government does not have a reasonable expectation that the Offeror will be able to successfully perform the required effort.
Note: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a) (2) (iv)).
Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "Acceptable."
1.3 Factor 3 – Price Evaluation
The Government will evaluate price based on the total price. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
(i) Comparison of proposed prices received in response to the requirements of the RFP.
(ii) Comparison of proposed prices with the IGCE.
(iii) Comparison of proposed prices with available historical information.
A price that is found to be either unreasonably high or unrealistically low in relation to the proposed requirement may result in the overall proposal being considered unacceptable or may be adjusted up or down based on the findings of the analysis performed by the Government.
If a proposal has been determined acceptable under each of the non-price factors listed above, the Government will evaluate each proposal on a lowest price basis.

SCOPE OF WORK
1.0 Introduction
The Naval Surface Warfare Center, Corona Division, Surface Range Engineering Branch, RS12, requires a firm-fixed-price (FFP) contract for the procurement of an observation tower at Marine Corps Base Quantico.
2.0 Background
The intent of the project is to construct observation towers at Range 7 and Range 9 located in Marine Corps Base Quantico (MCBQ) to conduct range observation. The observation tower will be constructed using three (3) 40’ long, 8’ 6” high International Standards Organizations (ISO) shipping containers stacked three (3) containers high resulting in a three-level structure. The first floor level will be considered mixed-used space. The third floor level will serve as the observation floor and will include three (3) evenly spaced observation positions. Observation positions will be defined by window openings. The roof level will also be used as an observation level with a canopy covering 75% of the roof for protection from the elements. All floor levels and the roof will be accessible via an exterior stairwell. The structure will also include grounding and lighting protection.
3.0 Scope
The scope of work for this project includes all features of work as defined in the Issue for Construction (IFC) set of drawings for the Range 7 and Range 9 observation tower. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to meet the requirements established in this Statement of Work (SOW) and the IFC drawings in Attachments 4 & 5. Section 6.4 (Exterior Enclosure) of this SOW identifies specific features of work included in the scope of the project.
4.0 General Requirements
Work must be in accordance with the latest revisions/editions of all applicable codes, ordinances and regulations of federal, state, county, city and local standards as well as the approved drawings and specifications. Also, the current editions of all (NFPA), National Electric Code (NEC), Uniform Building Code (UBC), United Facilities Criteria (UFC), American National Standards Institute (ANSI), Occupational Health and Safety Administration (OSHA), ASTM, National Electrical Manufacturers Association (NEMA), and other nationally published codes or standards shall apply. Specific codes that were used during the design process include:

4.1 Protection of Government Property
Take special care to protect Government property. Return any areas damaged as a result of installation under this contract to their original condition.
4.2 Work Restrictions
4.2.1 Existing Underground Utilities
Verify on-site utilities and have them marked out by a third party utility locator service prior to the start of construction. Determine the elevations of existing utilities and underground obstructions indicated as existing to remain in locations to be traversed by new utilities and other work provided herein before new work is laid closer than the nearest manhole or other structure at which an adjustment in grade could be made. Maintain all utility markings for the duration of the contract.
Any type of ground excavation activity requires a dig permit from the installation. The Contractor shall provide input to the dig permit submission and provide a minimum of 60 days’ notice prior to site work beginning.
Contractor shall notify the Contracting Officer a minimum of 30 calendar days prior to any excavation.
4.2.2 Project Duration
The duration shall not exceed 180 calendar days from Notice to Proceed date listed in the contract.
4.2.3 Work Hours, Access and Passes
All Contractor employees, including Subcontractors, Subcontractors' employees, suppliers, and suppliers' employees are required to comply with the Installation Security Requirements regarding personnel, vehicle, and equipment security passes and access to the jobsite. Nothing in the contract is to be construed in any way to limit the authority of the Commanding Officer to prescribe new, or to enforce existing security regulations governing the admission or exclusion of persons and the conduct of persons while aboard the station including, but not limited to, the rights of search of all persons or vehicles aboard the station. Coordinate with the Contracting Officer and Quantico Range Control for specific security and access requirements.
a. Installation Access: MCBQ is an active military installation and civilian access is authorized for portions of the installation. All Contractor personnel will be required to submit access requests through Defense Biometric Identification System (DBIDS) prior to being granted access into the installation. Additional information for getting access into the installation can be obtained by visiting the base access website (https://www.quantico.marines.mil/Base-Access/) and by contacting the MCBQ Visitor Control Center.
b. Range Access: Permission to occupy any area of the Range and Training Area (RTA) is given solely by the Range Operations Control Center (ROCC), located in building 24157. Contractors must get permission from the ROCC to enter and occupy an area of the RTA.
c. Only areas of approved access will be authorized. Areas closed to the public represent military training areas and present a hazard to non-authorized personnel. Individuals possessing Range Permits will strictly adhere to permit regulations.
d. ROCC Communication: Two forms of communication with the ROCC are required. The Range Management Branch issued radio is the primary means of communication. A cell phone may be utilized as the secondary means of communication. The Contractor will be responsible to ensure that their issued radio is properly functioning. Issue and replacement of radios and batteries is conducted at building 24144. Building 24144 is located directly adjacent to building 24157.
Radio and/or phone communication with the ROCC must be maintained by the Contractor at all times. The Contractor will be required to communicate with the ROCC prior to entry, immediately after exiting, and as deemed necessary by ROCC. After working hours and during weekends, an answering machine will take all calls.
