‐Provide as built drawings for all associated utility and irrigation lines below or above ground All utilities are closely located to the project site and will be marked for contractor ‐Is there an area on site where scarified grass and or spoils can be disposed of or are we required to export off site?
Contractor to export ‐Is a soils report available for the proposed area or general vicinity?
No. Soils in surrounding area typically reach 3,000 PSF after compaction ‐What are the grading recommendations in order to achieve the 95% compaction requirements?
Clear and grub 18” and re‐compact in 6” lifts ‐Where is the water main connection location? Are we to connect domestic water to the fire water? The domestic and fire water appear to be on the same line or system.
Adjacent modular bldg. site. Domestic and fire water are the same piping ‐The water line depicted on bid doc page C‐1 (running north to south) will be under new proposed building. Unknown depth maybe in conflict with building grade cuts and seismic pier anchoring rods. Should we assume relocating the water line around the building?
No relocation of the water line. Work around with larger pier pads if necessary. Should not affect seismic anchors. The anchors can be moved on each side of the water line if required ‐Are we required to re‐route the existing irrigation valves and sprinkler piping located at new building footprint? Provide desired locations for relocated valves and sprinkler piping.
Contractor to design landscape irrigation plan for stubbing existing piping.

3. Please confirm that this structure is in compliance with either section 1-9.6 or 1-9.7 of UFC 4-010-01 Yes this structure conforms to these sections.
4. Section C, 5 Requirements, 5. HVAC: Central HVAC system shall be included and must conform to ASHRAE 62.1 standards for office space. The units shall not be visibly attached to the exterior of each section.
a. Please clarify what is mean by “not visibly attached”.
Disregard the “not visibly attached” comment. In the interest of expense use the exterior wall mounted A/C type units.
5. Section C, 5 Requirements, 1., Fire Suppression
a. What is the flow data for the available fire water supply to the sprinkler system?Contractor to field test at site and provide engineered design.
b. What is the make and model for the existing fire alarm system that this new alarm system will need to communicate with?The fire alarm/mass notification system will be compatible with the Base-wide MNS system.
c. Will a mass notification system be required?
The new Digital Alarm Communicator Receivers (DACR) shall be programmed to be fully compatible with the central monitoring system in San Diego. The new standalone digital alarm transmitters (DACT) shall be capable of monitoring all building fire alarm points and compatible with the new DACRs at NWS Seal Beach and Detachment NORCO and transmission of signal to San Diego. The new DACRs as well as new DACTs shall be capable of using multiple protocols for transmission of signals. The contractor shall coordinate with the government on the required protocol. Provide dedicated emergency power for new Digital alarm Communicator Receivers (DACR). At a minimum, provide the fire alarm control panel (FACP) with the following features:
1. The ability to store at least 400 events in the history log. These events must be stored in a non-volatile memory and remain in the memory until the memory is downloaded or cleared manually.
2. Resetting of the control panel must not clear the memory from being retrieved on the internal LCD display.
3. An integral LCD 80 character (minimum) alphanumeric display.
4. An RS 232-C port
5. Provided all smoke detectors connected to the FACP with an adjustable sensitivity verification feature. Initially set the alarm verification at 20 seconds.
6. A DACT capable of monitoring the specified alarm points and compatible with the new DACR’s.
Locate the FACP and supplemental control panel in a year-round conditioned space within the building. The Notification Appliance Circuit (NAC) extender panels shall be located in electrical rooms and/or telecommunication room. Locate the panels less than 5 feet (1525) above the finished floor, measured to the centerline of the panel. Extender panel must be individually addressed. Digital alarm communicator transceivers and fire alarm control panels shall be rekeyed to a 211 or CAT 15.
Provide a remote annunciator at the designated primary entrance unless the fire alarm control panel is located at the front entrance. Provide remote annunciator(s) with control functions similar to the main fire alarm control panel. Control functions must be accessible only by user code or secured behind a locked panel. Panels shall be provided within the manufacturer’s NEMA 4 enclosure for panels subject to water spray/runoff under normal operating conditions. Conduit must not enter the top of the control panel cabinet for enclosures required a NEMA 4 designation.
In buildings where new fire alarm systems will be installed, the system shall comply with all referenced codes and standards
6. Section C, 5 Requirements, 4., Break Room
a. Will a water supply be required to support an icemaker in the refrigerator? No
7. Will the refrigerator (provided by others) require a water outlet for icemaker? No
8. Section C, 5 Requirements, 7.4 Interior Styling
a. Please provide the required class level of finish for drywall.Omit drywall from SOW. Use standard industry typical paneling for interiors in place of the drywall that was previously specified.

a. 8.7.3.1 states Contractor shall provide and install electrical connection to main lines identified in site map drawing. 120/240 electrical power pole is already in place adjacent to the site.
b. The electrical connection point on drawing C-1 was shown at the perimeter of the building. Is it correct to assume that:
i. Base utilities will run the electrical main line to that point of connection at the perimeter of the building. Yes
ii. The electrical main line to that point of connection at the perimeter of the building will be overhead.
c. What voltage will be provided to electrical connection point?
120/240 electrical power pole is already in place adjacent to the site.
d. Is surge protection or lightning required?No
e. Will any switchgear be provided by Base Utilities at this point of connection?

13. Is a newly manufactured building required or will a refurbished building be acceptable?New
Who is responsible for the applicable building permit and fees? There are no permits required or special fees for the project once on the base. The project has to be approved by NAVFAC. Any fees involved with transporting the modulars to the base are not in the gov’ts SOW.
14. Who is responsible for insuring the building for damage and liability during the lease term?Contractor to provide liability insurance for the life of the contract. Should include HVAC immediate repairs, IT comm cable repairs; the serviceability of the modular structure should be maintained to be 24/7 operations.
15. Does NAVSEA have a proposed template for the desired lease agreement? No
16. Will canopies and gutters be required at building entrances ?No
17. Will a public address system be required? No
1. Are you looking for a true 192’ x 60 building?
a. Typically, a nominal 12’ wide module is 11’-10” wide to minimize transport expenses.
b. If we use this as a criterion the true dimension of the building would be 189’-4”
c. Please indicate the minimum size acceptable building footprint.
Contractor to provide temporary office space for 168 personnel. Design temporary facility to fit existing site and close to requested dimensions for structure.

a. Will it be acceptable for the cable runs serving the open office space to be routed in the crawl space under the modular building?
i. If so, will the cable need to be run in conduit or plenum Rated?
If ran through the attic space above the drop ceiling cable tray system. If under the modular in the crawl space it must be in a conduit system to protect from rodents/environment.
ii. If so, will the perimeter skirting need to be secured?Yes, the full perimeter skirting should be lockable/securable.
9. Will interior support columns be acceptable in the Open Office Area, as long as they are coordinated with the furniture layout. No interior column structural supports
10. Will skylights be required in the Open Office area to facilitate daylight harvesting? No
11. UFC 1-200-02, section 2-2.2 2-2.2 Commissioning.
In order to verify design and performance, and ensure that the Government requirements are met, employ commissioning practices appropriate to the size and complexity of the building and its system components. This must include an experienced commissioning provider, who should be independent of the project design and construction team, and the operations team. The choice of either contracted services or Government personnel to serve as the commissioning provider will be determined at project level.
9 For Air Force \1\and Navy/1/ projects, the Project Delivery Team must determine the level of commissioning activities required.
a. Please define the commissioning activities required? PM for NAVSEA will conduct Commissioning
b. Will compliance with CA HCD Title 25 energy requirements for Commercial Modular structures be adequate? Yes, this is adequate
12. It appears that the current site is a grassy field. Since site restoration is required once the trailers are removed, please clarify what is expected as part of the restoration. Restore to original grade and ground/landscape surface
· The SOW mentions a fire alarm panel that monitors the fire sprinklers, but is vague on the system. Does this job require an actual fire alarm system with strobes and horns? And, does this system require a MASS notification?
Fire Alarm and Mass Notification System - A new combination fire alarm/mass notification system will be provided in accordance with NFPA 72, UFC 4-021-01, and UFC 3-600-01. The fire alarm/mass notification control panel (FMCP) will be in a location approved by the Base Fire Department in a conditioned space in the building. Initiating devices will consist spot-type photoelectric smoke detectors (above the FMCP and other fire alarm panels), manual pull stations at the exits, control valve tamper switches and sprinkler waterflow switches. Photoelectric duct smoke detectors will be provided in the supply ducts of air handling units with capacities greater than 2,000 cfm. The sprinkler system tamper switches will be monitored as supervisory conditions by the fire alarm/mass notification system. The fire alarm/mass notification system will monitor the fire pump system for the following conditions: fire pump running; fire pump loss of power; fire pump phase reversal. All SLC, IDC and NAC wiring in unfinished areas, including above ceilings, will be Class B and in red conduit per UFC 3-600-01.
All SLC, IDC and NAC wiring in finished areas will be Class B, in conduit painted to match the room finish and provided with red bands every 20 feet per UFC 3-600-01. A fire alarm remote annunciator will be provided in a location approved by the Base Fire Department. Alarm, supervisory and trouble conditions will be transmitted to the Base Fire Department via an integral DACT.
The fire alarm/mass notification system will be compatible with the Base-wide MNS system. Surge protective devices will be provided for each control panel and auxiliary panel.
Combination speaker/strobes, speakers and strobes will be provided in accordance with NFPA 72. The system will be designed in accordance with UFC 04-021-01, including live voice messaging and playback of prerecorded messages. LED text signs will be provided above each egress door. Weatherproof exterior speakers will be provided at exterior gathering locations and entrances/exits to the buildings. The autonomous control unit (ACU) will form a combined unit with the fire alarm/mass notification panel. Local operator consoles (LOC) will be provided as directed by the responsible fire protection engineer. An interface with the fire alarm system will be provided to silence the fire alarm voice messages during broadcast of mass notification messages.
· What is the size of the main fire sprinkler line that we are tying into on base? 4”
· Is a “metered section” required on the main electrical distribution? Yes
· How are the data cables to be run to the work stations? Under building and up through floor, or through the ceiling and down power poles? Ceiling
· Who is responsible for the main fiber and trunk cables coming into the building from the base, as well as conduit pathways? NMCI
· Since the standard wall hung package units are not acceptable, what will be the configuration of the HVAC system? USE WALL HUNG PACKAGE UNITS. Locate on interior side of bldg. toward other bldgs.; not visisble from street. Disregard SOW statement regarding the wall hung package units.
· Will a standalone split system with air handlers and condensers mounted outside be acceptable? See Above
· Will the floor outlet (6 outlet mounted receptacle) be floor boxes? Flush mounted
· Should the span of the building have columns in between or will it be a steel frame support? No steel internal supports; full clear span.
· What is the size and voltage of the electrical feeders the base is providing? 120/240 volts at adjacent power pole
· Will the base locate underground utilities, or should we allow for underground radar before excavating? Underground utilities stub outs are already in place. NAVFAC will provide any additional locating services.
