Questions

1. Does the 1,000 hours also include the hours required to complete section 7.3 “upgrade applications currently coded in outdated programming languages” or is that level of effort an additional minimum number of hours?

It is a level of effort and additional minimum number of hours for this time frame. This requirement is a Firm Fixed Price.

2. Given that the evaluation method is lowest price, technically acceptable (LPTA) are offers expected to bid their cost at exactly 1,000 hours?

Based on the number of hours, interested vendors must determine the level of effort.

3. If an offeror’s detailed approach/plan to completing the requirement clearly displays a superior understanding of the requirements but includes more than 1,000 hours or is higher in cost than other offers, will the government award the contract to the superior offeror?

The government will award based on Lowest Price, Technically Acceptable (LPTA)
