About this file

This is a Questions and Answers (Q&A) document for RFQ N6339426Q4060, a Control System Parts/Supplies Blanket Purchase Agreement (BPA) issued on 22 October 2026. The document does not address specific products or services required, as those details are contained in the referenced attachments and exhibits.

The Q&A clarifies key submission and award requirements for quoters. Quoters may submit pricing for only a subset of available products and remain eligible for BPA award, provided they are authorized resellers meeting salient characteristics for each item offered. Pricing must be submitted for all five annual price-list years (2027–2031) as specified in Exhibit 1, with the option to adjust pricing competitively at the call-order level. The solicitation remains open for five years with evaluation occurring on a rolling basis; quoters are encouraged to submit early. The maximum order value per call is $900,000. Quoters must demonstrate authorized reseller status at quote submission through certificates, OEM authorization letters, or website documentation proving proper supply-chain channels; purchasing through OEM-authorized resellers satisfies this requirement if documentation traces custody back to the OEM. Technical acceptability may be established by offering exact specified part numbers from Attachment 2 or submitting product literature and specification sheets demonstrating compliance with salient characteristics. Quantities are not required in submissions and will be revealed at the call-order level. This is a small business set-aside; large businesses may participate through small-business contractor partners who become BPA holders.

RFQ N6339426Q4060 Q/A

Control System Parts/Supplies BPA

22 October 2026

1. Attachment 2 and Exhibit 1 indicate that quoters may leave unavailable product lines blank. May a quoter receive a BPA while offering only a subset of the listed products, provided it is an authorized reseller and meets all salient requirements for every item offered?

Response: Yes, Quoters may leave specific product lines blank in both ATCH 2- Part List Rev. 1 and Exhibit 1- Price List Rev. 1 for any products they cannot provide.

Quoters remain fully eligible for BPA Award for those products they can provide, provided they are authorized resellers for items that meet the specified part numbers or satisfy the required salient characteristics. Reseller’s authorization can be verified directly by the OEM and the quoter can provide documentation (such as a Letter of Supply or authorization flow-down) tracing the item's chain of custody back to the OEM.

2. The amended solicitation identifies a maximum of $600,000 per order, while Section C states that individual call orders will be at or below the Simplified Acquisition Threshold.

If you could please confirm the applicable maximum for individual BPA calls that would be greatly appreciated.

Response: Solicitation Amendment 3 removed Simplified Acquisition Threshold and replaced with the corrected amount of $900,000.00. Changes made are in red font.

3. Exhibit 1 contains the five applicable annual price-list tabs as well as several apparently unrelated legacy worksheets. Should quoters retain the workbook exactly as issued and complete only the 2027-2031 worksheets?

Response: Within the solicitation posting, the attachment Exhibit 1- Price List Rev.

1, has only 5 tabs 2027-2031. Those tabs must be completed for the items the quoter can provide.

4. Can you please confirm the deadline for submission?

Response: While this solicitation will remain open for a duration of five (5) years, the Government will evaluate quotes on a ramp on basis in accordance with the evaluation criteria listed in ATCH 1-Solicitation Amendment 3, under Section M.

Quoters are strongly encouraged to submit their quotes as early as possible rather than waiting. Early submission ensures your quote is reviewed promptly, allowing the Government to award Master BPAs and issue subsequent calls as soon as requirements arise.

5. Would it be acceptable to submit pricing for Year 1 only?

Response: No, it is not acceptable to submit pricing for Year 1 only. Quoters will need to follow instructions provided in Exhibit 1- Price List Rev. 1, which states ‘Quoter shall provide completed associated orange cells (column B). Quoter shall provide completed associated orange cells for all items that can be provided (column D). For any items that cannot be provided, Quoter may leave those associated orange cells blank (column D).’ However, please note that the BPA is an agreement and not a contract; therefore, Quoters may offer a more competitive price or higher price due to inflation at the call order level.

6. Section M requires the quoter to be an authorized reseller at the time of quote submission.

Because Attachment 2 includes products from multiple manufacturers, please confirm whether the quoter must hold authorized reseller status for each manufacturer whose products it proposes.

Response: Quoter should be an authorized reseller from the manufacturer from which the product is being provided from. It is not required to be an authorized reseller for products that have multiple manufacturers. For further details, please see ATCH 1-Solicitation Amendment 3, under Section M-Evaluation Factors for Award.

7. If the quoter purchases a proposed item through an OEM-authorized reseller, rather than directly from the OEM, does that satisfy the authorized reseller requirement?

Response: Yes, purchasing a proposed item through an OEM authorized reseller satisfies the authorized reseller requirement, provided that the reseller's authorization can be verified directly by the OEM and the quoter can provide documentation (such as a Letter of Supply or authorization flow-down) tracing the item's chain of custody back to the OEM. Gray market or unauthorized third-party items will not be accepted.

8. Please confirm what documentation, if any, must be submitted with the quote to demonstrate authorized reseller status, such as an OEM authorization letter, reseller authorization, or other supply-chain documentation.

Response: Quoter may submit a certificate, authorized letter from OEM, or showcase the website that states the Quoter is an authorized reseller with their submission. Must be able to provide proper documentation showcasing the proper channels as to how the item(s) was obtained. Please see response to question 7.

9. Section M requires the quotation to demonstrate that all offered supplies meet Attachment 3, Salient Characteristics. Please confirm what documentation should accompany the quote to demonstrate compliance. Should quoters provide manufacturer specification sheets/product literature for each offered item, a compliance matrix cross-referencing each offered part to the applicable salient characteristics, or is completion of Attachment 2 sufficient when the exact specified part number is offered?

Response: Yes. Quoters can establish technical acceptability in one of two ways: By offering the exact specified part numbers listed in ATCH 2- Part List Rev. 1, or by submitting product literature/specification sheets (or a compliance matrix) that provide sufficient detail to demonstrate that the proposed items meet all required salient characteristics.

10. I do not see anything showing required quantities and wanted to know what quantity of all products are needed.

Response: Your submission should not have a quantity for any of the products that we are requesting. The quantity will be revealed at the call order level in subsequent calls as soon as requirements arise.

11. I noticed it is for a small business set-aside, and we are considered a large business, so would we go through a contractor most likely who would work with us for such orders?

Response: Yes, if the contractor that works with you is a small business and becomes a BPA holder.
