3. Please accept this email for a notification of a file error issued by PHD and 6 RFQ questions:

We are notifying NSWC-PHD that we have discovered an error in the J-S-2 excel file.

In the Option year 2 CLIN 0028A (excel line 59) is missing the qty of 4 in the low and high columns (“I” and “J”) for the “FIRST” even though “4” is correctly shown as the qty in column E. This needs to be updated to properly populate where the 4 go.

In the Option year 2 CLIN 0033AA (excel line 61) is missing the qty of 2 in the low and high columns (“I” and “J”) for the “FIRST” even though “2” is correctly shown as the qty in column E. This needs to be updated to properly populate where the 2 go.

Answer: Corrected and updated the J-S-2, see the attached.

4. Can NSWC please be more specific regarding “NO PARTIAL DELIVERIES” on page 88 section F-2H-W001?

F-211-W001 PARTIAL DELIVERIES (NAVSEA) (OCT 2018).

What does this mean? We do understand that a single kit / cable set has to be delivered as a complete set of cables and that no kits/sets can be incomplete since they are considered a single item. For example, a MODULAR CABLE

SET is made up of 37 different p/ns x 1 pc each). The Contractor is to deliver this complete set as 1 deliverable and not for example, 25 of the 37 pns. At the same time, in the base year, this same cable set has 32 sets to deliver and these can be delivered as they are completed as complete packages of the full list of contents (pns x# per set).

NSWC is not stating that all 32 sets must be delivered at the same time. Correct? Please clarify.

Answer: Partial delivery of complete set is authorized. Partial delivery within the set is not authorized.

5. Can NSWC please clarify page 88 and its relationship to page 126 for validity? Page 88 shows a 9/9/22 date: F-

211-H021 DELIVERY OR PERFORMANCE (NAVSEA) (MAR 2019)

For proposal purposes the estimated date of task order award is now 26 September 2022 (as extended for 2 weeks).

The government reserves the right to award sooner or later if necessary. The start and end dates below will be updated accordingly upon task order award.

Page 126 says to have a 90 day validity of the proposal:

SF 33, “Solicitation, Offer, and Award,” with blocks 12 through 18 completed by the Offeror. Block 12 shall be filled in with 90 days to allow for sufficient time to evaluate proposals.

90 days from the current 5/16/2022 due date is 8/17/2022 but page 88 shows a 9/9/22 date. Can NSWC please provide a single required validity date it requires for a contractor bid on the SF33 box 12.

Answer: The Government plans to award by 9/26/2022 (as extended for 2 weeks) or sooner.

6. Can NSWC please clarify page 135. L-219-H001 SUBMISSION OF SMALL BUSINESS SUBCONTRACTING

PLAN (NAVSEA) (JAN 2021)

Offeror shall submit as part of its proposal a subcontracting plan in accordance with the clause entitled "Small

Business Subcontracting Plan" (FAR 52.219-9). The plan shall include a five percent (5%) goal for small disadvantaged business concerns or a detailed explanation as to why the goal cannot be included in the plan. If a contractor that is bidding on this RFQ is a small business, does this L-219-H001 clause apply or is this only for large business bidders?

Answer: If the awardee is Small Business does not required a Subcontracting Plan.

7. For RFQ section 4.2 for FAs, does PHD want the information for a request for FA waivers to be included in the

Technical or Price Proposal?

Answer: It is up to the Contractor to include whatever information in the proposal.

8. For RFQ section 12.3 for “suggested sources of supply”. If a Navy drawing / specification is identified as

Suggested Sources of Supply, is qualification still required if another mfr can produce and or has already been producing the item? If the “suggested” sources are no longer making the products and or are no longer in business or have been acquired by another company, is a request for approval to use current source still required? If current sources can be tied to past performance for government contracts for these MK41 VLS cables, can this info be used to submit to NSWC? Does this info need to be contained in the Technical Proposal or after award is issued to the contractor?

Answer: “Suggested Sources” are not mandatory. However, they have to be on the QPL.

The solicitation is “built-to-print.” The contractor is expecting to manufacture in accordance to the Government provided Technical Data Package (TDP). Anytime the Contractor deviates from the TDP, the Contractor will require to submit Request for Variance (RFV) to the Government for review and approval.

9. RFQ section 8.0 for Production Environmental Tests- Will PHD please explain how WS20130 (Production

Environmental Test Requirement for VLS) is applicable to this RFQ for cable assemblies? This spec is for higher level / next level assemblies. None of the cable assy dwgs contain any call out for WS20130. The WS20130 has no reference to any cable assemblies or wire harnesses. The only vague reference is “assemblies” for Random

Vibration, but then this is not called out in any VLS cable drawing in the RFQ. For the molded cables, the only test spec is WS20211 and WS19202 for non molded cables and the fiber optic cables are tested per a MIL-STD. Please confirm that WS20130 is not applicable for this RFQ or if it is, to please provide the test requirements for cable assemblies.

Answer: WS20130 is not a requirement for this solicitation.

10. The paragraph states "The Government will provide all necessary test equipment to test the Cables." Section J

GFP Attachment only references Qty. 1 LSEQ ATE. This implies Qty. 1 ATE is suffient to meet the Module and

Ancillary Cable production rates the Government requires for this solicitation. What is the Government's expectation for LSEQ production rate given that the Government is only providing Qty. 1 Cable ATE?

Answer: The Government intends to provide ATE with applicable adapters to test the cables.

11. The paragraph states "The Government will provide all necessary test equipment to test the Cables." Section J

GFP Attachment only references Qty. 1 Cable ATE. Section J Material Part List identified at least two different cable transmission types - electrical conduction and fiber optic transmission. This implies Qty. 1 ATE is suffient to test both electrical and fiber optic cables. What is the Government's expectation for Cable production rate given that the the ATE will be used for both electrical and fiber optic testing?

Answer: The Government intends to provide ATE with applicable adapters to test the cables.

12. The Government identified Latest Option Exercise dates for specified CLINs. What are the cooresponding

Earliest Exercise dates for the CLINs idendified?

Answer: The Government intends to exercise options within 5 years from date of award.

13. The Government's provided Latest CLIN Execution dates do not provide unique Period of Performance starting dates. This implies the Government could execute any QTY, and any number of options at any time. Will the

Government identify monthly production requirements? If so, what is the anticipated monthly delivery requirement inclusive of base and all excercised options?

Answer: The Government expects the following delivery:

System Module Cable Set: 1 set per month

Module Cable Set: 2 set per month

Module Deck & Hatch Cable Set: 2 set per month

Ancillary Cable Set: 1 set per month

Extender Cable Set: 1 set per month

DDG AMOD Cable Set: 1 set every quarter

W21 Cable Assy: 1 per month

14. “Production and schedule requirements shall assume the Government will require delivery of maximum quantities and will exercise all options”. Since the Government could excercise all options immediately, what additional guidance can the Government provide indicating how the Contractor would be evaluated as acceptable for delivery of maximum quantities in this manner?

Answer: The delivery schedule will continue as outlined in response to question #13 until complete.

15. The SOW (Page 55) Identifies CDRL A005 as Progress, Status and Management Report, but Exhibit A identifies CDRL A005 as Technical Report Study/Services. Is there a correct order of precedence?

Answer: The Government expects status report for the contract.

16. CLIN 0017AA and CLIN 0017AB both labeled as MK 41 MOD 47 Ancillary Cable Set but have the different quantities. Are they both supposed to be the MK 41 MOD 47 or is this a mistake and they should be two different sets?

Answer: Pricing to be provided as indicated for CLIN 0017AA and 0017AB.

17. Initial award is identified but there is no information relative to start and end dates for any option. Please clarify with specific start and end dates for each option.

Answer: The start and end dates will depend on the award date.

18. The GFI attachment lists the VLS Module part numbers 8407428-19 and 8407427-19. The Material Part List

Enclosure lists the VLS Module part numbers 8407428-29 and 8407427-29. What configuration of VLS module cables does the Government require under this solicatation, -19 or -29?

Answer: System Modules Cable set is 8407427-29 and Module Cable Set is 8407428-29.

19. The GFI attachment only lists the VLS Module part numbers 8407428 and 8407427. The GFI list does not state the Government will provide the drawings for the cable part numbers listed in the Material Part List Enclosure.

What GFI related to the module cable drawings will the Government provide offerers in execution of this contract?

Answer: Drawings can be found on the DVD provided by the Government and supplements on Amendment 1.

20. The Government's provided CLIN delivery dates specify 9 months after date of contract (ADC) or after option exercise (AOE). The DLA qualified parts list (QPL) identified qualified suppliers for long lead material necessary for delivery of the cable requirements. Responses from those qualitified suppliers identify lead times that exceed the

9 months allowed by the RFP. Given the above facts, does the Government have flexibility with respect to adjusting the delivery dates? If yes, what kind of period of performance will the Government be able to accommodate?

Answer: Follow the delivery schedule outlines in question #13.

21. Identified 43 missing drawings: 5496908, 5497347, 5497348, 5497351, 5497352, 5497353, 5497354, 5497355, 5597779, 5599773, 6387659, 6912309, 7017139, 7017140, 7017143, 7017145, 7017148, 7017149, 7017150, 7017152, 7017162, 7017163, 7017164, 7017165, 7103912, 7103923, 7104351, 7104352, 7104353, 7104354, 7104355, 7104356, 7104357, 7104358, 7104359, 7104360, 7104361, 7104696, 7104697, 7104798, 7572110, 8650498, 8652533.

22. Please provide top level part numbers for each of the cable sets. The Module Cable Set and Module Deck and

Hatch Cable Set have the same part number listed as 8407428-29, while the others do not show any overall part number.

Answer: See J-3 Material Part List Enclosure is already posted.

23. DFAR 252.211-7003 applies to all CLINs. Does each cable need an IUID? What is the required construct?

Where are the IUID’s to be applied (on the cable, individual bag of the cable or kit packaging)?

Answer: UID labels are required for only the cables that have that requirement on the drawing. The UID label is applied directly to the cable IAW the drawing. Kits and boxes do not get UIDs.

24. What quantity is needed for first article testing? The drawings do not state a quantity.

Answer: First Article Inspection (FAI) is required for quantity of 1 for each cable.

25. Please provide document TL130-AD-PLN-030-VLS per section 12.4 of the SOW.

Answer: It will be provided via DoD SAFE.

26. Section 19.7 ESD Protection – Calls out MIL-STD-1686C but this spec was cancelled 12 January 2021 and

ANSI/ESD S20.20 supersedes. Should we use ANSI/ESD S20.20 in lieu of MIL-STD-1686C for planning purposes?

Answer: ANSI/ESD S20.20 can be used.

27. Section 18.2 Contractor Storage of Equipment – Will early/incremental delivery be authorized?

Answer: Partial delivery of complete set is authorized. Partial delivery within the set is not authorized.

28. Section 20.1 – Calls out ISO 14000. Is an ISO 14000 or ISO 14001 certification required? Are there specific standards within ISO 14000 that are required to be met?

Answer: The Contractor shall comply, and ensure that all Subcontractors comply, with all applicable environmental federal, state, and local laws and regulations and Navy policies and instructions.

29. 5496908, 5496939, 5497347, 5497348, 5497351, 5497352, 5497353, 5497354, 5497355, 5597778, 5597778, 5597778, 5597778, 5597778, 5597778, 5597779, 5599773, 6387659, 6387659, 6912309, 7017139, 7017140, 7017143, 7017145, 7017148, 7017149, 7017150, 7017152, 7017163, 7017164, 7017165, 7103912, 7103923, 7104351, 7104352, 7104353, 7104354, 7104355, 7104356, 7104357, 7104358, 7104359, 7104360, 7104361, 7104696, 7104697, 7104798, 7572110, 7572110, 7572110, 7572110, 8650498, 8652533 I am requesting an proposal due date extension of 4 weeks from the time frame the information becomes available.

Answer: Missing drawings will be provided via DoD SAFE.

The Government grants a one-week extension for final proposal submission from 16 May 2022 to 31 May 2022.

30. "In attachment J-3 Material Part List Enclosure, the following cable part numbers have historically been a part of the Deck and Hatch assembly but are not in the Module Deck and Hatch Cable Set listed in Material Part List

Enclosure:

5599857-19, Wiring Assy, Hatch & Hinge Heaters, 5599901-9, Harness Assy, Uptake Hatch, 5599848-19, Wiring
