3. Please accept this email for a notification of a file error issued by PHD and 6 RFQ questions:
We are notifying NSWC-PHD that we have discovered an error in the J-S-2 excel file.
In the Option year 2 CLIN 0028A (excel line 59) is missing the qty of 4 in the low and high columns (“I” and “J”) for the “FIRST” even though “4” is correctly shown as the qty in column E. This needs to be updated to properly populate where the 4 go.
In the Option year 2 CLIN 0033AA (excel line 61) is missing the qty of 2 in the low and high columns (“I” and “J”) for the “FIRST” even though “2” is correctly shown as the qty in column E. This needs to be updated to properly populate where the 2 go.
Answer: Corrected and updated the J-S-2, see the attached.
4. Can NSWC please be more specific regarding “NO PARTIAL DELIVERIES” on page 88 section F-2H-W001?
F-211-W001 PARTIAL DELIVERIES (NAVSEA) (OCT 2018).
What does this mean? We do understand that a single kit / cable set has to be delivered as a complete set of cables and that no kits/sets can be incomplete since they are considered a single item. For example, a MODULAR CABLE
SET is made up of 37 different p/ns x 1 pc each). The Contractor is to deliver this complete set as 1 deliverable and not for example, 25 of the 37 pns. At the same time, in the base year, this same cable set has 32 sets to deliver and these can be delivered as they are completed as complete packages of the full list of contents (pns x# per set).
NSWC is not stating that all 32 sets must be delivered at the same time. Correct? Please clarify.
Answer: Partial delivery of complete set is authorized. Partial delivery within the set is not authorized.
5. Can NSWC please clarify page 88 and its relationship to page 126 for validity? Page 88 shows a 9/9/22 date: F-
211-H021 DELIVERY OR PERFORMANCE (NAVSEA) (MAR 2019)
For proposal purposes the estimated date of task order award is now 26 September 2022 (as extended for 2 weeks).
The government reserves the right to award sooner or later if necessary. The start and end dates below will be updated accordingly upon task order award.
Page 126 says to have a 90 day validity of the proposal:
SF 33, “Solicitation, Offer, and Award,” with blocks 12 through 18 completed by the Offeror. Block 12 shall be filled in with 90 days to allow for sufficient time to evaluate proposals.
90 days from the current 5/16/2022 due date is 8/17/2022 but page 88 shows a 9/9/22 date. Can NSWC please provide a single required validity date it requires for a contractor bid on the SF33 box 12.
Answer: The Government plans to award by 9/26/2022 (as extended for 2 weeks) or sooner.
6. Can NSWC please clarify page 135. L-219-H001 SUBMISSION OF SMALL BUSINESS SUBCONTRACTING
PLAN (NAVSEA) (JAN 2021)
Offeror shall submit as part of its proposal a subcontracting plan in accordance with the clause entitled "Small
Business Subcontracting Plan" (FAR 52.219-9). The plan shall include a five percent (5%) goal for small disadvantaged business concerns or a detailed explanation as to why the goal cannot be included in the plan. If a contractor that is bidding on this RFQ is a small business, does this L-219-H001 clause apply or is this only for large business bidders?
Answer: If the awardee is Small Business does not required a Subcontracting Plan.
7. For RFQ section 4.2 for FAs, does PHD want the information for a request for FA waivers to be included in the
Technical or Price Proposal?
Answer: It is up to the Contractor to include whatever information in the proposal.
8. For RFQ section 12.3 for “suggested sources of supply”. If a Navy drawing / specification is identified as
Suggested Sources of Supply, is qualification still required if another mfr can produce and or has already been producing the item? If the “suggested” sources are no longer making the products and or are no longer in business or have been acquired by another company, is a request for approval to use current source still required? If current sources can be tied to past performance for government contracts for these MK41 VLS cables, can this info be used to submit to NSWC? Does this info need to be contained in the Technical Proposal or after award is issued to the contractor?
Answer: “Suggested Sources” are not mandatory. However, they have to be on the QPL.
The solicitation is “built-to-print.” The contractor is expecting to manufacture in accordance to the Government provided Technical Data Package (TDP). Anytime the Contractor deviates from the TDP, the Contractor will require to submit Request for Variance (RFV) to the Government for review and approval.
9. RFQ section 8.0 for Production Environmental Tests- Will PHD please explain how WS20130 (Production
Environmental Test Requirement for VLS) is applicable to this RFQ for cable assemblies? This spec is for higher level / next level assemblies. None of the cable assy dwgs contain any call out for WS20130. The WS20130 has no reference to any cable assemblies or wire harnesses. The only vague reference is “assemblies” for Random
Vibration, but then this is not called out in any VLS cable drawing in the RFQ. For the molded cables, the only test spec is WS20211 and WS19202 for non molded cables and the fiber optic cables are tested per a MIL-STD. Please confirm that WS20130 is not applicable for this RFQ or if it is, to please provide the test requirements for cable assemblies.
Answer: WS20130 is not a requirement for this solicitation.
10. The paragraph states "The Government will provide all necessary test equipment to test the Cables." Section J
GFP Attachment only references Qty. 1 LSEQ ATE. This implies Qty. 1 ATE is suffient to meet the Module and
Ancillary Cable production rates the Government requires for this solicitation. What is the Government's expectation for LSEQ production rate given that the Government is only providing Qty. 1 Cable ATE?
Answer: The Government intends to provide ATE with applicable adapters to test the cables.
11. The paragraph states "The Government will provide all necessary test equipment to test the Cables." Section J
GFP Attachment only references Qty. 1 Cable ATE. Section J Material Part List identified at least two different cable transmission types - electrical conduction and fiber optic transmission. This implies Qty. 1 ATE is suffient to test both electrical and fiber optic cables. What is the Government's expectation for Cable production rate given that the the ATE will be used for both electrical and fiber optic testing?
Answer: The Government intends to provide ATE with applicable adapters to test the cables.
12. The Government identified Latest Option Exercise dates for specified CLINs. What are the cooresponding
Earliest Exercise dates for the CLINs idendified?
Answer: The Government intends to exercise options within 5 years from date of award.
13. The Government's provided Latest CLIN Execution dates do not provide unique Period of Performance starting dates. This implies the Government could execute any QTY, and any number of options at any time. Will the
Government identify monthly production requirements? If so, what is the anticipated monthly delivery requirement inclusive of base and all excercised options?
Answer: The Government expects the following delivery:
System Module Cable Set: 1 set per month
Module Cable Set: 2 set per month
Module Deck & Hatch Cable Set: 2 set per month
Ancillary Cable Set: 1 set per month
Extender Cable Set: 1 set per month
DDG AMOD Cable Set: 1 set every quarter
W21 Cable Assy: 1 per month
14. “Production and schedule requirements shall assume the Government will require delivery of maximum quantities and will exercise all options”. Since the Government could excercise all options immediately, what additional guidance can the Government provide indicating how the Contractor would be evaluated as acceptable for delivery of maximum quantities in this manner?
Answer: The delivery schedule will continue as outlined in response to question #13 until complete.
15. The SOW (Page 55) Identifies CDRL A005 as Progress, Status and Management Report, but Exhibit A identifies CDRL A005 as Technical Report Study/Services. Is there a correct order of precedence?
Answer: The Government expects status report for the contract.
16. CLIN 0017AA and CLIN 0017AB both labeled as MK 41 MOD 47 Ancillary Cable Set but have the different quantities. Are they both supposed to be the MK 41 MOD 47 or is this a mistake and they should be two different sets?
Answer: Pricing to be provided as indicated for CLIN 0017AA and 0017AB.
17. Initial award is identified but there is no information relative to start and end dates for any option. Please clarify with specific start and end dates for each option.
Answer: The start and end dates will depend on the award date.
18. The GFI attachment lists the VLS Module part numbers 8407428-19 and 8407427-19. The Material Part List
Enclosure lists the VLS Module part numbers 8407428-29 and 8407427-29. What configuration of VLS module cables does the Government require under this solicatation, -19 or -29?
Answer: System Modules Cable set is 8407427-29 and Module Cable Set is 8407428-29.
19. The GFI attachment only lists the VLS Module part numbers 8407428 and 8407427. The GFI list does not state the Government will provide the drawings for the cable part numbers listed in the Material Part List Enclosure.
What GFI related to the module cable drawings will the Government provide offerers in execution of this contract?
Answer: Drawings can be found on the DVD provided by the Government and supplements on Amendment 1.
20. The Government's provided CLIN delivery dates specify 9 months after date of contract (ADC) or after option exercise (AOE). The DLA qualified parts list (QPL) identified qualified suppliers for long lead material necessary for delivery of the cable requirements. Responses from those qualitified suppliers identify lead times that exceed the
9 months allowed by the RFP. Given the above facts, does the Government have flexibility with respect to adjusting the delivery dates? If yes, what kind of period of performance will the Government be able to accommodate?
Answer: Follow the delivery schedule outlines in question #13.
21. Identified 43 missing drawings: 5496908, 5497347, 5497348, 5497351, 5497352, 5497353, 5497354, 5497355, 5597779, 5599773, 6387659, 6912309, 7017139, 7017140, 7017143, 7017145, 7017148, 7017149, 7017150, 7017152, 7017162, 7017163, 7017164, 7017165, 7103912, 7103923, 7104351, 7104352, 7104353, 7104354, 7104355, 7104356, 7104357, 7104358, 7104359, 7104360, 7104361, 7104696, 7104697, 7104798, 7572110, 8650498, 8652533.
22. Please provide top level part numbers for each of the cable sets. The Module Cable Set and Module Deck and
Hatch Cable Set have the same part number listed as 8407428-29, while the others do not show any overall part number.
Answer: See J-3 Material Part List Enclosure is already posted.
23. DFAR 252.211-7003 applies to all CLINs. Does each cable need an IUID? What is the required construct?
Where are the IUID’s to be applied (on the cable, individual bag of the cable or kit packaging)?
Answer: UID labels are required for only the cables that have that requirement on the drawing. The UID label is applied directly to the cable IAW the drawing. Kits and boxes do not get UIDs.
24. What quantity is needed for first article testing? The drawings do not state a quantity.
Answer: First Article Inspection (FAI) is required for quantity of 1 for each cable.
25. Please provide document TL130-AD-PLN-030-VLS per section 12.4 of the SOW.
Answer: It will be provided via DoD SAFE.
26. Section 19.7 ESD Protection – Calls out MIL-STD-1686C but this spec was cancelled 12 January 2021 and
ANSI/ESD S20.20 supersedes. Should we use ANSI/ESD S20.20 in lieu of MIL-STD-1686C for planning purposes?
Answer: ANSI/ESD S20.20 can be used.
27. Section 18.2 Contractor Storage of Equipment – Will early/incremental delivery be authorized?
Answer: Partial delivery of complete set is authorized. Partial delivery within the set is not authorized.
28. Section 20.1 – Calls out ISO 14000. Is an ISO 14000 or ISO 14001 certification required? Are there specific standards within ISO 14000 that are required to be met?
Answer: The Contractor shall comply, and ensure that all Subcontractors comply, with all applicable environmental federal, state, and local laws and regulations and Navy policies and instructions.
29. 5496908, 5496939, 5497347, 5497348, 5497351, 5497352, 5497353, 5497354, 5497355, 5597778, 5597778, 5597778, 5597778, 5597778, 5597778, 5597779, 5599773, 6387659, 6387659, 6912309, 7017139, 7017140, 7017143, 7017145, 7017148, 7017149, 7017150, 7017152, 7017163, 7017164, 7017165, 7103912, 7103923, 7104351, 7104352, 7104353, 7104354, 7104355, 7104356, 7104357, 7104358, 7104359, 7104360, 7104361, 7104696, 7104697, 7104798, 7572110, 7572110, 7572110, 7572110, 8650498, 8652533 I am requesting an proposal due date extension of 4 weeks from the time frame the information becomes available.
Answer: Missing drawings will be provided via DoD SAFE.
The Government grants a one-week extension for final proposal submission from 16 May 2022 to 31 May 2022.
30. "In attachment J-3 Material Part List Enclosure, the following cable part numbers have historically been a part of the Deck and Hatch assembly but are not in the Module Deck and Hatch Cable Set listed in Material Part List
Enclosure:

32. In reference to RFP N6339422R0021, System Module and Standard Module Cable Set. Requests a 30 day extension for the submission due date.
Answer: The Government grants a two-week extension for final proposal submission from 16 May 2022 to 31
May 2022.

AMENDMENT 2
1.) The following cable part numbers have historically been a part of the Deck and Hatch assembly but are not in the
Module Deck and Hatch Cable Set listed in Material Part List Enclosure:
-5599857-19, Wiring Assy, Hatch & Hinge Heaters
-5599901-9, Harness Assy, Uptake Hatch
-5599848-19, Wiring Harness Assy, Hatch Heater
-5599847-19, Wiring Assy, Hatch & Hinge Heaters
-5599848-19, Wiring Harness Assy, Hatch Heater
Is it the Government's intention to leave these cables out of this Cable RFP or should they have been included in the
RFP?
Answer: These cables are not part of the RFP.
2.) The Government provided expected delivery cadences in response to Question 13. Per previous PHD solicitations, would the Government add language to Section F to codify these delivery rate requirements after first delivery? For example, "the contractor shall make first delivery 16 months ARO and at a minimum of 4 module kits
/ Deck & Hatch cable kits per month thereafter"? An example of previous lange from N63394221R0007 was: NOTE
E: CLIN XXXX (Option) After all CLIN XXXX quantities have been deliverd, the delivery of exercise module kit /
Deck & Hatch cable kit quantities will continue at a minimum rate or 4 units per month until all exercised quantities have been delivered." This note would be replicated for each option CLIN to ensure a clear delivery cadence is understood by all offerors and that PHD receives deliveries accordance with their commitments.
Answer: See attached delivery schedule.
3.) The Government's answer to Question 20 referenced Question 13, which address concurrent exercise of options and delivery rates. However, the Government's answer didn't address the question about flexibility in the 9 month first delivery requirements, given the Qualified Parts List supplier lead times, which now exceeds 12 months in some cases. Will the government change the first delivery period of performance, for base and options, from 9 months to 16 months to account for current supplier lead time and enable bidders to be compliant with period of performance?
Answer: Yes, the Government can change to 12 months ARO for the first delivery.
4.) Requesting confirmation on Delivery cadence with regards to question #13. With a desired cadence of two module cable kits / deck & hatch cable kits per month and options for a max of 300 module cable kits that implies a
150 month PoP after material lead time. Does that align with what the government's intent or is there a higher minimum rate of module cable kits / deck and hatch cable kits needed (i.e. four Module Cable kits and Deck and
Hatch cable kits would yield a 75 month PoP)?
Answer: The Government had reviewed the current requirement and had set the delivery schedules as outlined in question # 2 (see attached delivery schedule).
5) We have performed a material analysis related to the producibility and see a diameter tolerance difference on the following materials. On the following cables, the total outer diameter of the all of the internal wires exceeded the inner diameter of the outer jacket material called for on the bill of materials. This would appear to require a larger diameter jacket material or alternate process not called for on the DWG. Is there an alternate material defined on a substitution list or a specification we can reference to utilize a different size? Part #'s include: 7017139-9; 7017140-
9; 7017145-9'; 7017148-9; 7017149-9; 7017150-9
Answer: It is intended that the rubber tubing that goes over the internal wires is a very tight fit or even a slight interference. It is up to the manufacturer to determine a method to expand the rubber tubing to fit over the internal wiring.
6) Will the Government consider adding an Economic Price Adjustment (EPA) clause for labor and/or material
(such as steel)?
Answer: The Government doesn’t consider adding an Economic Price Adjustment (EPA) clause.
7) Asking for these 2 drawings, parts list and NORs 8650498-TAB and 8652533-TAB.
Answer: Drawings will be provided with Amendment 2.
8) PHD’s answer to Question # 8 is not accurate. The question relates to “suggested sources” and PHD answered
“they have to be on the QPL”. The question was not about mil spec parts called out in the PLs, which of course can only come from QPL’d mfrs.
The question was for lower level Navy dwgs (machined parts, etc..) that have suggested sources of supply listed, not mil specs. Therefore to state “QPL” does not apply since there is no “QPL” for a non mil spec item. This question continues to be posed since the RFQ states prior approval is needed if not a source listed on a drawing that only has suggested sources. 5223451, 5223460, 5223490, 7017171- all are suggested source drawings. companies listed either no longer are in business or no longer make the items.
Answer: The Offerer should use the Cage Codes on the drawings to identify current vendor names and contact information. A Suggested Source on Specification Control Drawings does not guarantee present or continued availability from the Suggested Source. If the contractor identifies a new vendor, the contractor will submit details to the Government with the following information:
1. Navy Part Number; Vendor Name, Address and Cage Code; and Vendor Part Number.
2. Vendor specification sheet and/or test data that shows that the identified part matches the requirements of the drawing.”
9) PHD’s answer to question 12 needs clarification. PHD’s answer says within 5 years from date of award. However this contradicts what is stated on page 112 for 52.217-7.
This table shows the last option is 3 years after award date but your answer is 5 years or 60 months.
Answer: Updated to within 5 years for all CLINs.
10) PHD answer #13 for expected delivery only lists 7 of the 13 kits.
There is no mention of:
MK41 MOD 36 Ancillary Cable Set
4-Module Ancillary Cable set
Germany Ancillary Cable set
4- Module Ancillary Cable MK 6 Update set
2- Module Ancillary Cable MK 6 Update set
2-Module Ancillary Cable set
MK41 MOD 47 Ancillary Cable Set
But the answer does say “Ancillary Cable Set” which is not a specific call out in the RFP. Is PHD simply making a general statement to mean 1 per month for ALL of the 7 differently named “Ancillary Cable Sets”? it would be better if the USG was specific by stating each kit p/n.
Answer: See response for question 1 (see attached delivery schedule).
11. Received Amendment 1 and the updated TDP for Solicitation N6339422R0021. After review we would like to request the following missing drawings and an extension of 3 weeks for the proposal due date.
Missing drawings:
8652533
6387659
Please also confirm the revision level of the following drawings. The drawing and PL Rev do not match:
5497351
5599773
Answer: 8652533 and 6387659 will be provided with Amendment 2.
Point out the mix-match for 5497351 and 5599773.
12. Will the bid due date be extended beyond 5/31/22?
Answer: The Government grants extension from 31 May 2022 to 14 June 2022.
AMENDMENT 3
UPDATES
Contract specialist changed from Jerome Pita to Estefania Cordova Ruiz in the RFP and attachments.
Section L 1.0 General has been updated.
1. The solicitation currently includes FAR Clause 52.232-16 PROGRESS PAYMENTS (NOV 2021) ALTERNATE
II (APR 2003), which computes progress payment at 80 percent. Based on the Government deviation for Progress
Payments, will the Government add Class Deviation 2020-O0010, Revision 1 -- Progress Payment Rates in
Response to the Economic Impact of Coronavirus Disease 2019 (COVID-19) in the solicitation?
Answer: Clause 52.232-16 (Dev) Progress Payments (DEVIATION 2020-O0010) was already added under
Section I- Contract Clauses.
2. Please provide connector drawing for 6387506-10 to -16. The drawing we have right now goes to -8. We have checked all of the NORs provided and none of them mention any information after -8.
Answer: The connectors for 6387506-10 to 16 are on 6387506 NOR 004 (FVLS-1619R2).
3. Cable 7017153 references WS20211. According to WS20211, 3.1.2 High Impact Shock, High Impact Shock testing shall be performed in accordance with WS20260 paragraph 3.2.5.2.5, “Shock”. Can you please provide
WS20260?
Answer: WS20260 is not required.
4. Relative to question #16 and the government's response in Amendment #2, Delivery Schedule, we believe there may be some confusion about the first delivery requirements. Taking into consideration supplier and production leadtime, will the government change the first delivery period of performance , for base and options, to 16 months
ARO?
Answer: See attached delivery schedule REV1.
5. There is an inconsistency between Scetion F, Delivery or Performance and Amendment #2, Delivery Schedule.
Does the government plan to revise Section F or Amendment #2 Delivery Schdedule for consistency in the RFP?
Answer: Delivery schedule and Section F have been revised.
AMENDMENT 4
The purpose of this amendment is to answer industry questions received to date and to extend the solicitation’s closing date.
1. There is a missing NOR on 6387506 as there are additional dash numbers -12, -11, -10,-17, -16, -15 ,-14 which are not identified in the provided drawings/NORS. It would be appreciative if this could be identified.
Answer: Drawing 6387506 NOR 004 page identifies -11 through -17.
2. EMI Shielding TAPE 90095-001 is from “DLA” and not a standard item. Further definition, if available would be appreciated.
Answer: There are no additional details of this EMI Shielding Tape, other than what the drawing PL states which is the CAGE Code for Defense Electronics Supply Center (CAGE 14933) and Part Number 90095-
001.
CAGE 14933 for Defense Electronics Supply Center was cancelled and replaced with CAGE 16236 for
DLA LAND AND MARITIME ENGINEERING AND TECHNICAL SUPPORT/DOCUMENT
STANDARDIZATION DIVISION (VENDOR ITEM DRAWINGS). Therefore, the updated CAGE Code of 16236 should be the correct one for this part.
This should be a part that is ordered directly from DLA. No Additional details are available at this time.
3. Can the government please review WS20260 and the need for providing this document?
Answer: WS20211 has three levels of testing required, listed below:
3.1 Design Qualification Testing - These tests are required for qualification of design, not first article unless called out specifically in the SOW.
3.2 Manufacturer Qualification - The reviews and inspection occur prior to the first cable and during first article to “qualify” the manufacturer.
3.3 Acceptance Testing - All cables produced are tested IAW these requirements.
WS20260 is referenced in many of the tests in Section 3.1, but none of those tests are required for this
Cable Production Contract.
WS20211 does not require that the vendor conduct tests IAW 3.1, since this design was previously qualified.
WS20130 is called out in the SOW Section 8, but WS20130 does not apply to cables and is not on the cable drawings as a requirement.
4. Offeror would like to request an extension to 6/21/2022, which would allow adequate time for material costing to be received and for Offeror to review if document WS20260 has any potential impact on pricing.
Answer: The solicitation’s closing date is hereby extended to 16 June 2022 at 1400 PST.
5. Will the government please provide a list of the ATE that the government is providing per para 4.1 in the SOW.
Answer: The Government will provide ATE with adapters to test various cables. See Attachment J-4
6. Please provide further information on the following:
a. Drawing 7103870 is needed. This missing drawing is used in assembly 6387659.
Answer: Drawing 7103870 is available upon request via DoD SAFE.
b. Drawing 7104360 calls out FN 36, but the wire that FN 36 is pointing to is not on the bill of materials. Please advise.
Answer: 7104360, NOR 003 adds FN 36 to the Parts List as M6855/4-10H28 (per
MIL-R-6855/4) Rubber Tubing Material.
Section B - Supplies or Services and Prices
NOTE A
Stepladder Pricing. Stepladder pricing is utilized in this solicitation to provide Offerors an opportunity to propose different pricing for separate quantity ranges within applicable Contract Line Items (CLINs). Price evaluation of step ladder CLINs will utilize a randomly selected quantity. Notwithstanding the option to propose different unit pricing for different quantities, the Offeror may propose the same unit price for all quantities.
For all option CLINs with stepladder pricing, the Government may unilaterally exercise a given line item more than once. Option CLINs with stepladder pricing may be exercised until the total quantity purchased equals the maximum quantity listed for that option CLIN in Section B.

MAXIMUM QUANTITY MULTIPLE OPTION QUANTITY CLINS
CLINs, SLINs or other provisions in this contract set forth option quantities associated with option exercise periods.
Offerors should use those estimated quantities for planning purposes and in the preparation of its proposals including its price proposal. After award of the contract the Government may need to move quantity between these option CLINs. The contract resulting from this solicitation will have a maximum dollar value or a maximum number of units that may be purchased. The Government, may, through contract modification, move quantities of items labor or estimated costs between the option CLINs as long as the contract maximum is not exceeded.
If pricing varies by option exercise period the pricing applicable is the pricing applicable when the option is exercised. For example, items moved from option year four to option year one will be payable at the rates applicable to option year one.
