| 6. (A) | N/A |
| 7. (Q) | Will a plugin number be provided for materials CLIN 0002? |
| 7. (A) | No. Offerors are responsible to propose for the Material Kits provided in Exhibit AA (Material Kits ELIN Planned Spreadsheet) and Exhibit AB (Material Kits ELIN Contingent). |
| 8. (Q) | Have any of the noted labor categories been historically provided by SCA labor categories? |
| 8. (A) | Yes. See Attachment J-5 SCA Wage Determinations. |
| 9. (Q) | If any of the noted labor categories have been historically provided by SCA labor categories, which labor categories are applicable to what DOL code? |
| 9. (A) | See Attachment J-5 SCA Wage Determinations. |
| 10. (Q) | With regards to recent Beta Sam announcement for subject solicitation, is this the formal solicitation, even though the document is marked as a “Draft”? |
| 10. (A) | Yes. The Government has posted a revised Solicitation which has removed "Draft". |
| 11. (Q) | I am looking to talk to a technical person regarding this RFI. Can you connect me with the appropriate party? |
| 11. (A) | All questions need to be sent to the Contract Specialist, Ted Reed. |
| 12. (Q) | The NAICS code is set for #336419, which has an employee threshold of 1000. But, the RFP states: “(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 336419. (2) The small business size standard is $41,500,000.” Can you please clarify? |
| 12. (A) | This NAICS code 336419 has a size standard in number of employees of 1,000 and the size standard in millions of dollars is N/A. RFP will be updated. |
| 13. (Q) | The SF 33 has the watermark DRAFT on it. Is it the intent of the USG to consider this release as a draft? |
| 13. (A) | No. The final Solicitation without "DRAFT" has been uploaded. |
| 14. (Q) | Page 9 para 3.2 Material Kits 3d para states each kit price will be inclusive and comprised of all the associated labor, services and other costs associated with the procurement and assembly of a kit. Kits will be ordered in accordance with the established firm-fixed-price proposed during the solicitation phase. Will the pricing for each kit be required to be part of the total CLIN 0002 (Parts labor and other costs) ? or is it the intent of the Govt to have offerors price just the Labor, Services and other cost with the procurement and assembly of a kit? |
| 14. (A) | Yes, need to include pricing for each kit seperately and within the total of CLIN 0002. |
| 15. (Q) | RFP section 3.2, page 9 of 98, indicates that the Material Kits (CLIN 0002) will be inclusive of labor, services, and other costs associated with the procurement and assembly of a kit. Kits will be ordered in accordance with the established firm-fixed-price proposed during the solicitation phase. With respect to this requirement, will the prices for the 50 material kit prices be inclusive of the replacement parts? If so, additional specifics will need to be provided. |
| 15. (A) | The Contractor is responsible for the cost of rework or cost of defective/rejected replacement parts if applicable, including packing, shipping and delivery of replacement parts to the Government. |
| 16. (Q) | The Price and Summary Worksheet has a single entry for Material Kits for each year. Without differentiation between the kits (as opposed to a single line item), how will the material kits be funded? |
| 16. (A) | Material Kits will be ordered and funded by a Task Order basis using both Exhibits AA and AB. |
| 17. (Q) | Within the firm fix priced CLINS in the Price and Summary Worksheet, what rate should be entered in the yellow cells of row 11 since this appears to be a summary of rows 12-15? a. The Government-supplied Price and Summary Worksheet formula will not provide an amount since there is no quantity in the hours for each year. With no value for hours, the formula results in a value of $0 for each year. |
| 17. (A) | Price Summary Worksheet has been updated and uploaded |
| 18. (Q) | In the Price and Summary Worksheet, there is a total amount heading in row 17 of the firm-fixed-price CLINs. However, the formula as currently drafted in the Government-supplied spreadsheet will not provide a total since it multiplies the rate by the number of hours. Since there is neither a rate nor hours for each year, the result of this calculation is $0. |
| 18. (A) | Price Summary Worksheet has been updated. |
| 19. (Q) | The RFP Section Ls.2.1 (D.3.3) on page 83 provides other direct costs (ODC) and associated total amounts for each year. However, the Price and Summary Worksheet in column B has labor categories and hours for all years. If CLIN 0003 is to be for ODCs, there should be no labor categories and hours for each year. The Cost tab of the Price and Summary Worksheet will need to be revised to address only ODCs and not combining these and labor. |
| 19. (A) | Price Summary Worksheet has been updated. |
| 20. (Q) | With regards to Section B CLIN 0002, and Attachment J-4 is the offeror to include the unit cost of materials itemized in Exhibits AA and AB (ELINs), or just include the required unit labor costs associated with the procurement, assembly, and packaging of material kits? (It is expected that the Government may already have access to existing cost data for all itemized materials, listed on Exhibits AA and AB.) |
| 20. (A) | Offeror to include the unit cost of materials itemized in Exhibits AA and AB |
| 21. (Q) | If unit material costs are required for all ELINs itemized in Exhibits AA and AB, where is the offeror to identify and include the required unit labor costs associated with the procurement, assembly, and packaging of material kits? |
| 21. (A) | Please see page 9 paragraph 3.2 of the RFP. "Each kit price will be inclusive and comprised of all the associated labor, services and other costs associated with the procurement and assembly of a kit." |
| 22. (Q) | If unit material costs are required for all ELINs itemized in Exhibits AA and AB; request the proposal due date be extended 2 weeks. |
| 22. (A) | Proposal Due Date updated |
| 23. (Q) | With regards to Section C, Subsection 3.2 Material Kits (CLIN 0002), does the labor specifically associated with the procurement, assembly and packaging of material kits have to be accomplished at the Navy Munitions Command Atlantic (NMCLANT, located at the Naval Weapons Station Yorktown, Virginia (NWSY), or can this work be accomplished at a local Contractor’s facility? |
| 23. (A) | Work for CLIN 0002 shall be accomplished at the Contractor's Facility. |
| 24. (Q) | With regards to Section B, CLIN 0002, will the Government entertain separating the material costs from this FFP CLIN, as it will be extremely difficult and pose high risk for offerors to accurately estimate/identify material costs beyond the current fiscal year, unless the Government will allow for economical price adjustment, based on actual verses proposed costs. |
| 24. (A) | No. Offeror to use price escalation for the outgoing years accordingly. |
| 25. (Q) | The solicitation is listed under NAICS code 336419, and the size standard stated in the solicitation is listed as $41.5M under 52.204-8 (a) (2). The Small Business Administration lists the size standard as 1,000 employees. Can the government confirm the size standard for this solicitation? |
| 25. (A) | See 12. (A) above |
| 26. (Q) | CLIN 0002 poses significant risk to the contractor. It is high risk to provide firm fixed pricing for materials over a five year period, but even more so during an unprecedented time in our history, a pandemic. Furthermore, as the contract is subject to wage determinations, it is out of the contractor’s control, should there be large market fluctuations in wage determined rates over a five year period. Since there is serious doubt concerning the stability of market or labor conditions that will exist during the period of contract performance, would the government consider using a firm fixed price with economic price adjustment type instead of firm fixed price? |
| 26. (A) | See 24. (A) above |
| 27. (Q) | Section D.3.3 states, “other burdens associated with these ODCs will not be reimbursed.” Attachment J-4, under the cost tab, there is a line for other burdens: “any adders to ODCs such as G&A”. Is the offeror allowed to propose their DCAA approved indirect rates? |
| 27. (A) | No. Price Summary Worksheet Updated. |
| 28. (Q) | We are asking for clarification on the NAICS code 336419. The size standard is 1000 Employees. However the RFQ states on page 91 in the last paragraph: |
| 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (MAR 2020) |
| (a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 336419. |
| (2) The small business size standard is $41,500,000. |
| (3) The small business size standard for a concern which submits an offer in its own name, other than on a |
| construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 |
| employees. |
| Can you clarify if the standard NAICS code size of 1000 Employees is going to be used? Thank you in advance for your response. | |
| 28. (A) | See 12. (A) above |
| 29. (Q) | Reference page 5 B-227-H001: Please provide a definition of “Provisioning Technical Documentation”. |
| 29. (A) | DFARS 217.7601(f) states, “Provisioning technical documentation” means the data needed for the identification, selection, determination of initial requirements, and cataloging of support items to be acquired through the provisioning process. It includes such things as provisioning lists and logistics support analysis summaries. Descriptive data such as drawings and photographs are referred to as “supplementary provisioning technical documentation.” |

| 33. (A) | These ODCs are in support of the entire contract. |
| 34. (Q) | Reference Section 3.8 (page 13): Are costs incurred to troubleshoot, test, repair, replace, etc. reimbursable under CLIN 0003? |
| 34. (A) | No. Section 3.8 is covered under CLIN 0001. |
| 35. (Q) | Reference Section I Clause 52.222-41: Given this is a multi-year contract subject to the Service Contract Act, should Clause 52.222-43 be incorporated? |
| 35. (A) | 52.222-43 does not apply since there are no option periods |
| 36. (Q) | Reference spreadsheet ELIN-AB: Please verify that parts are not required for line items within Kits that have no entry (i.e. AB Kits 19, 20, 24, 42, 44-50). |
| 36. (A) | Yes, AA is for planned kits so all the kits have P/Ns in them, AB is for contingent kits and some of the units do not have contingent parts in them. |
| 37. (Q) | Reference CLIN 0001: What Government facilities and equipment will be provided to the Contractor to perform the SOW associated with CLIN 0001? |

| 38. (A) | There is no BLS Code that would fit the requirement for the PM and is not expected to be an SCA category. eCRAFT has a job description and the requirements for the PM and is also detailed in the SOW. In other words, a PM can be any capable person assign to the job based on the requirements detailed in the SOW. The eCRAFT Code shall be assign to this labor category for payment/invoicing purposes. |
| 39. (Q) | Reference spreadsheets ELIN-AA and ELIN-AB: Please review and verify or provide clarification for duplicative NSN numbers for different parts. Example: Kit 15 requires Nut (Part #: 2666441-3) and a Sleeve (Part #: 2666443-3), both have the same NSN number. |
| 39. (A) | Anything with “000000001” at the end are placeholder NSNs – the first four digits are the FSC which shows what type of part it is and will help with procuring the parts. |
| 40. (Q) | In the event of proprietary parts from manufacturers and OEMs, what analysis will be done by the government for cost competition and uniformity of these unit prices to ensure equity across all offers? |
| 40. (A) | See M.3.2 of the Solicitation |
| 41. (Q) | Reference C4_J-4 Price Summary Worksheet.xlsx, COST tab: ODC Cost Element appears to be priced based on Labor Category and applied on a per hour basis which is contradictory to Schedule B which indicates Lot pricing. | b. Please confirm that facilities are to be provided by the government. | |
| c. What specifically is required for the proposal regarding this section? Does this apply to both CDRLs 0001 and 0002? | |
| d. The section requires “a clear correlation of the Offeror’s proposed use of facilities for the successful completion of the contract requirements at maximum levels.” Are you asking for a physical layout of the facilities? Will offerors have an opportunity for a site visit to review the location and set up? | |
| 50. (A) | PM resume is not required. Facilities will not be provided. Upon deliveries, Materials under CLIN 0002 will be stored at a Government facility. |
| 51. (Q) | Is the contractor to use the government’s purchasing system to order parts? |

| 52. (Q) | Regarding the Buy American Act, please confirm that the government intends to apply the new rules for this procurement. The final rule issued by Executive Order became effective on January 21, 2021 and applies to solicitations issued after February 22, 2021. |
| 52. (A) | The Government will adhere to all applicable rules and regulations in effect at the time of contract award. |
| 53. (Q) | Section L requires that offerors include a description of the Offeror’s Quality Assurance (QA) System. It further elaborates, “The quality system shall include provisions conforming to all production requirements including calibration, subcontractor/vendor control, failure diagnosis and corrective action, statistical process control, component and environmental screening, testing, and inspection.” |
| Is it the government’s intent to include this work within this PWS? Since there are not enough specifics to develop a detailed plan, would a general approach to the Offeror’s Quality System with the proposal be acceptable with a final plan to be submitted for government approval 30 days after award? | |
| 53. (A) | No and No. |
| 54. (Q) | The SF 33 says the proposal is due at 1:00 on 25 May. Please confirm that this is PST. |
| 54. (A) | Yes PST |
| 55. (Q) | Page 80, item i, states that the Offeror’s point of contact (name and telephone number) that can assist the Contracting Officer with technical questions/problems, if any, associated with the electronic files must be provided. What volume or where should this be provided? |
| 55. (A) | Volume II - Technical Proposal |
| 56. (Q) | If the government requires a purchasing system, should offerors include a sample Purchasing Plan with the proposal? |
| 56. (A) | No |
| 57. (Q) | Some of the Material Kits don’t have anything listed in the Excel spreadsheet (C4_ELIN_AB). For example: Kits 42, 44, and 45. Were there to be kits included in those tabs? |
| 57. (A) | These Kits will be deleted from ELIN AB. |
| 58. (Q) | Section 3.2.2 of the Solicitation states, “Vendor Source of Supply Information. The Contractor shall provide the names, addresses, phone numbers, and Commercial-Government Entity (CAGE) code of vendors and/or sources of supply from whom material is procured and input information into applicable Navy Databases in accordance with Material Management SOP item 5, Attachment (2) and CDRL A008.” Please provide the SOP and CDRL A008. |
| 58. (A) | SOP Attachment has been uploaded. CDRL A008 shall be included with each delivery of Materials under CLIN 0002. Input to Navy Databases is applicable to CLIN 0001. |
| 59. (Q) | What material kits do you want us to price—ELIN AB and ELIN AA? |
| 59. (A) | All Materials listed in both ELIN AA and ELIN AB. |
| 60. (Q) | Can you provide the CDRLs in Attachment C4_Exhibit A? |
| 60. (A) | See 47. (A) above |
| 61. (Q) | SOW - Requirements 3.0. Where will the parts and Kits be stored and kitted? |
| - Will this be at the Yorktown Govt facility or another Location? | |
| - Most small businesses will not have a large facility needed for all this work or for surge. | |
| - It is assumed that this Govt facility will have the needed storage facility, equipment needed for the part handling, kitting and the storage. | |
| 61. (A) | Kits will be stored at Government facility upon delivery. Kitting shall be done by Contractors at their facility and delivered to the Government for storage. |
| 62. (Q) | SOW - Requirements 3.0. Will the Govt provide the needed software – such as SWIMS or Haystack? Pls confirm. |
| 62. (A) | The Government will not provide software but Contractor employees under CLIN 0001 will have access to the needed software. |
| 63. (Q) | SOW - Logistics and Warehousing support 3.6. We will review parts type, quantity and the screening required. |
| - When we receive the parts, they will have all the screening tests performed, and only the good parts will be provided to Govt. | |
| - All the marginal parts and the counterfeit parts will be removed from shipping as non-conforming parts. | |
| - Pls confirm that the Govt will provide all the needed documents such as Specification Control drawings, Source Control Drawings, Altered Item Drawings, Operating Temperature Range, screening requirements, quality specifications, as well as the packing and the shipping requirements? | |
| 63. (A) | The need for these items are not anticipated as these are Commercial-Off-The-Shelf (COTS) and no fabrication is required. |
| 64. (Q) | The way the current solicitation is written, it represents a high risk and a large cash flow for small businesses. This will probably result in several small businesses drop out from bidding. |
| - The parts type, quantity and detailed specifications are not adequately defined. | |
| - This submittal also requires a FFP price quote. | |
| - It is suggested that the Govt modify the solicitation as follows: | |
| · Convert to a CPFF contract, which will reduce the risks on the contractor, and the Govt will receive more competitive pricing. | |
| · Provide all the needed descriptions and updated drawings. | |
| · Provide payments within a monthly invoicing process, progress payments, so the small businesses are not unduly stretched out in their cash investment. Cost of money can be high. | |
| · We are not paid until a kit is assembled and delivered. | |
| -The government gives no guarantee of kit quantities, pushing all of the inventory financial risk onto the contractor. | |
| - Most small businesses cannot handle this kind of high risks. | |
| · We are suggesting that in order to attract more small business bidders, the Govt assist in reducing the risks so that they would be more encouraged to take a lower profit and more of them would submit bids | |
| 64. (A) | Contract will remain FFP |
| 65. (Q) | SOW 3.1.4 Logistics Support. Will the government provide personnel, and trucks, and forklifts to transport completed kits/parts and GFE to various locations within Yorktown? |
| 65. (A) | Yes. |
| 66. (Q) | SOW 3.1.4 Logistics Support. Will work instructions need to be generated with each kit? Will they be a hard copy or on-line? |
| 66. (A) | Work instructions are not required. |
| 67. (Q) | SOW 3.1.4 Logistics Support. Will all sub-assembly parts be kitted in an individual bag? or parts individually bagged with work instructions? |
| - We assume Mil Std 129 will be utilized for bagging and tagging | |
| 67. (A) | Refer to the Solicitation SOW Section 3.2. |
| 68. (Q) | SOW 3.1.4 Logistics Support. How will surge be handled? Is overtime allowed? |
| 68. (A) | There are no surge or overtime requirements anticipated for this procurement. |
| 69. (Q) | SOW 3.1.4 Logistics Support. Will remaining parts from Raytheon be provided ? |
| 69. (A) | No. |
| 70. (Q) | RFP Page 85 E.2 Volume II Factor 2: Management Approach Para 1 Program Management Para c. states Demonstrate the availability of personnel and facilities to adequately fulfill schedule requirements. Schedule requirements shall assume maximum quantities including all options. Adequacy will be determined by a clear correlation of the Offeror’s proposed use of facilities for the successful completion of the contract requirements at maximum levels. |
| 70. (A) | No clear question is presented for response. |
| 71. (Q) | Does the government require off site facilities for the performance of the requirements or is it the intent to perform the requirements within government furnished facilities? |
| 71. (A) | The Government will not provide facility but contractor will have access to Government facilites to perform their work under CLIN 0001. |
| 72. (Q) | Reading the overall solicitation requirements, it appears that the government intends for the kitting to be done off-site and the kits then shipped to NWS Yorktown. |
| 1. Is this interpretation correct? | |
| 2. Will the government provide facilities for the contractor to receive the materials and assemble the kits (CLIN 0002) on NWS Yorktown? | |
| 72. (A) | Yes for Question No. 1. No for Question No. 2. |
| 73. (Q) | Reference L.2.1.E.2.1.c which states: “Demonstrate the availability of personnel and facilities to adequately fulfill schedule requirements. Schedule requirements shall assume maximum quantities including all options. Adequacy will be determined by a clear correlation of the Offeror’s proposed use of facilities for the successful completion of the contract requirements at maximum levels.” |
| Does the term personnel in this paragraph refer to the Yorktown Depot and Warehouse Support Full-Time Staffing Support (CLIN 0001) required in SOW 3.1? | |
| This applies to CLIN 0002, material kits. Contractor needs to demonstrate the availability of personnel and facilities to adequately fulfill schedule requirements. | |
| Does the term facilities in this paragraph refer to Government Furnished Facilities (GFF) on NWS Yorktown? | |
| No, this applies to the contractors own facility for CLIN 0002, material kits. | |
| Do the terms personnel and facilities in this paragraph refer to contractor personnel (separate from CLIN 0001) and facilities that are off-site (not on NWS Yorktown) and used in support of the kitting requirement (CLIN 0002)? | |
| This applies to the contractors own facility for CLIN 0002, material kits. Not CLIN 0001. | |
| Does the term “maximum quantities” in this paragraph refer to the estimated quantities for each kit for each year in spreadsheets C4_ELIN AA and C4_ELIN AB (CLIN 0002)? | |
| 73. (A) | Yes |
| 74. (Q) | Reference SOW 3.1 (CLIN 0001) and 3.6 thru 3.13 (Ancillary Services in Support of CLIN 0001): |
| What Government Furnished Facilities are made available to the contractor on NWS Yorktown? | |
| 74. (A) | Government facility will not be provided. Contractor will be provided access to facility as needed. |
| 75. (Q) | Reference Spreadsheets C4_ELIN AA and C4_ELIN AB. There are many instances of items with similar part numbers but no distinguishing characteristics/specifications. |
| Please provide additional information to determine the differentiating factors for parts with similar Part Numbers but differing prefixes/suffixes such as the three groups of examples below: |
