RESPONSES TO TECHNICAL QUESTIONS

Amendment 8

N63285-14-R-0001

ATTACHMENT 2

Question:

1.) If we cannot supply certain vehicles (Ex. Charger Police Package) may we submit bids only for the vehicles we can supply or must the leasing company be able to meet all demands for all of the 138 vehicles?

Answer: Must provide vehicles. Vehicles are to be pre-wired for lights and sirens. No lights and sirens added. The Government will have the lights and sirens added.

2.) In one part of the solicitation it states the Fed. Government plans to tag these vehicles with Gov’t plates, however, in the PWS it states the leasing company should supply vehicles tagged/registered/inspected in the associated delivery state. Can you please clarify if we have any duty to register the vehicles we are providing or if this is the responsibility of the Gov’t?

Answer: The leasing company should supply vehicles tagged/registered/inspected in the associated delivery state. Reference to Federal Government tagging vehicles will be removed.

Question:

3.) Will it stay as a small business set-aside?

Answer: Yes.

4.) Are you asking for any type of maintenance package as part of lease quote?

Answer: No.

5.) What is acceptable as far as “alternative fuel” is concerned?

Answer: The definition of “alternative fuels” is stated as blends of 85% or more of methanol, denatured ethanol, and other alcohols with gasoline or other fuels.

6.) On the FY14 Specification Sheet, the Toyota Highlanders are showing 3.6V6 engines. The Toyota Highlanders do not have 3.6V6 engines. This appears to be a typo. Is that correct?

Answer: This is a typo. The Toyota Highlanders engine size should be a minimum of a V6 engine.

7.) The FAR clause at 52.232-23, Assignment of Claims is missing from the RFP.

Answer: The FAR clause at 52.232-23, Assignment of Claims is added.

8.) The Turn-Around response date for this RFP is revised from 21 November 2013 at 2:00 p.m. EST to 27 November2013 at 2:00 p.m. EST.

9.) There are conflicts with certain models listed and E85 availability. Is the NCIS open to alternate makes/models?

Answer: Alternate is acceptable. All vehicles must be non-domestic models

10.) Are E85-capable vehicles mandatory?

Answer: It is mandatory where stated in the specification.

11.) A couple models listed will not be available from the manufacturer until after February 2014. Will NCIS accept substitute makes/models that fall into the same vehicle category?

Answer: Yes, as long as they are non-domestic/foreign models. In addition, New 2013 models are acceptable.

12.) Could you kindly clarify the preference for Hybrid vehicles where applicable?

In the case of the Honda Accord, Toyota Camry and Nissan Maxima; none of these manufacturers offer a flex fuel option and there are no available foreign equivalents in the US market. Would NCIS prefer to receive a bid for a standard Non Flex Fuel vehicle or would you prefer the Hybrid Option? The difference in pricing is significant and will be a major factor in comparing Overall Price

Answer: Standard Non-Flex Fuel non-domestic vehicles. Hybrids should only be provided as noted in the specifications. If hybrid is not noted then offeror should provide a standard Non-Flex Fuel non-domestic vehicle. Attachment 1 of the Performance Work Statement, FY 14 Specifications has been revised to remove the flex fuel requirement under the non-domestic vehicle descriptions.

13.)I understand that there are still questions to be answered concerning the BID that is due 11/21/13.As this is a major project in securing prices, bid assistance and State tax information for registering the vehicles I am requesting that the Navy provide additional time and an extension on the due date of 11/21/13.

Answer: The proposal response date has been extended from 11/21/13 to 11/27/13.

14.)The Chevrolet Suburban and Cadillac Escalade are new redesigned models for the respected mfg.'s, however the new models will not be out until after the first of the year and there is no pricing for these vehicles, can they be left off the bid?

Answer: The Chevrolet Suburban and Cadillac Escalade, 2013s will be acceptable.

15.)Please clarify the registration and tagging of the vehicles. Will they be tagged in the states where they are garaged with regular State plates which means the government will be responsible for the cost which could include a monthly use tax per month or sales and title tax paid up front?

Answer: Monthly use tax per month or sales and title tax, should be included in the bid monthly lease price.
