RFP N62742-23-R-1318

Notice No. 1

21 June 2023

PRE-PROPOSAL QUESTIONS & ANSWERS

FY22 MCAF PROJECT PAF160700 SQUADRON OPERATIONS FACILITY,

ROYAL AUSTRALIAN AIR FORCE BASE DARWIN, AUSTRALIA

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

1. Can you please provide a Lighting Schedule (that references lighting brands or manufacturers)

ANSWER: Brands and/or manufacturer names will not be provided. Contractors shall select brands/manufacturers that meet the requirements of Drawing Sheet E-001 and Specification Section 26 50 00.

2. Can you please provide the Section J Report for the project

ANSWER: The Section J Report was prepared for the design. The design and report complies with Section J Energy Efficiency of the National Construction Code (NCC) 2019 Building Code of Australia – Volume 1, and the Contractor has the responsibility to construct the project such that it complies with Section J Energy Efficiency of the National Construction Code (NCC) 2019 Building Code of Australia – Volume 1. The Contractor should verify that this compliance will be achieved. The Section J Report will not be provided at this time, but may be provided to the successful bidder upon award.

3. Can you please advise if there are any restrictions on where materials can be manufactured for the Communications equipment

ANSWER: Contractors shall review the RFP Document 00 70 00, Negotiated Contract Clauses, and familiarize themselves with the various Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses applicable to this project such as FAR 52.204-25, DFARS 252.204-7018, DFARS 252.225-7045, etc.

4. Can you please confirm NAVFAC will be supplying and installing the AUS rack, US rack and DESN Rack

ANSWER: Contractor to furnish (provide and install) racks as shown, ready for Customer data equipment to be installed. Refer to Specification Division 27 and revised Drawing Sheets E-001, E-101, and E-603 issued via Amendment No. 0001.

5. Reference: Dwg no.E101 Schematic E603. Question: Can you please confirm how many incoming fibre cables are required. Dwg no.E101 states 1x48SMOF to Bldg 390 and 1x48SMOF to Bldg. 542 but schematic E603 shows only 1x48SMOF.

ANSWER: Drawing Sheet E-101 is correct. The block diagram on Drawing Sheet E-603 is intended to show typical/schematic connection and does not indicate all quantities. For example, only four data outlets are shown on Drawing Sheet E-603, but there are clearly a greater quantity than that required for the project (see Drawing Sheet E-603 for data outlet locations).

6. Reference: Dwg no. 17250769. Question: Can you please advise colour sheath for USA data outlets – unsecure

ANSWER: Response deferred.

7. Can you please advise fibre size between rack 2 and DES rack not detailed.

ANSWER: See Drawing Sheet E-603 Telecommunications Block Diagram, which indicates 12c SMOF for DESN connection. Note that this is typical of two external connections, one to Building 390 and one to Building 542, as indicated on Drawing Sheet E-101. Also note the location of the DESN rack is shown on Drawing Sheets E-102 and E-103 in the upper right corner of the comms room.

8. Reference: Dwg no. 17250769. Question: Can you please advise the Sat pad is presumed next to squadron building NW hashed area on NAVFAC Drawing no. 17250769

ANSWER: The SATCOM pad should be located as shown on Drawing Sheet C-101. Electrical plans show an indicative location only. Do not scale site locations from electrical plans.

9. Reference: Dwg no. 17250770. Question: Can you please advise the secure zones on NAVFAC Drawing no. 17250770

ANSWER: The entire facility is considered a Zone 2 area. However, all areas to the right of the line shown on revised Drawing Sheet E-102, issued via Amendment No. 0001, shall be suitable for future upgrade to Zone 4. That is, the physical construction shall meet the requirements of a Zone 4 installation, but no electronic security systems will be installed. The Contractor is to furnish valid pathways and infrastructure to allow for the future installation of electronic security systems and devices to facilitate a future upgrade to Zone 4. See also revised Drawing Sheet A- 101 via a forthcoming amendment.

10. Can you please advise if there are any restrictions on where materials can be manufactured for this project for the Electrical equipment

Existing circuits are not shown, we do not know if this is critical circuit /load if the existing SS35 needs to shut down temporarily.

ANSWER: 250A breaker is an existing spare, no new breaker is required. Shut down of SS35 will be required. Refer to Drawing Sheet E-601, Note 11.

12. Reference: Dwg no. 17250720 Sheet: A-601 List of Materials table. Question:

Can you advise if the contractor can work on weekends? We note that spec section 01 14 00 sub section 1.4.6 notes that weekend works can be approved by the contracting officer however it’s unclear if the contractor can work every weekend or if this request is for works that may affect the base wide works.
