About this file
This notice provides questions and answers regarding a solicitation for a waterfront multiple award construction contract. The solicitation seeks up to five indefinite-delivery, indefinite-quantity multiple award construction contracts for a period of five years or $8 billion aggregate value, whichever comes first. The primary purpose is to award task orders for military construction projects P-209 and P-454 involving dry dock replacements at Pearl Harbor Naval Shipyard and Puget Sound Naval Shipyard. Work may also include task orders for pre-construction planning, constructability reviews, and construction of facilities such as warehouses, piers, wharves, and dredging at Joint Base Pearl Harbor-Hickam and Puget Sound Naval Base. Task orders will range from $100,000 to $5 billion in size and will be competed among contract holders. A minimum of $2 million is guaranteed for each awardee over the life of their contract, with no additional minimum guarantees. The notice addresses questions regarding System for Award Management registration requirements and confirms the proposal due date will remain as scheduled on August 12, 2021.

RFP N62742-21-R-1345
Notice No. 3
4 August 2021
PRE-PROPOSAL QUESTIONS & ANSWERS
WATERFRONT MULTIPLE AWARD CONSTRUCTION CONTRACT PRIMARILY FOR
THE SHIPYARD INFRASTRUCTURE OPTIMIZATION PROGRAM AT HAWAII,
WASHINGTON AND OTHER AREAS UNDER THE COGNIZANCE OF NAVFAC PACIFIC
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
RESPONSES REVISED FROM NOTICE NO. 2 DATED 30 JULY 2021
55. In order to complete SF 1442 (specifically Block 14) in the case of a joint venture, the joint venture will need to be registered in SAM to receive a CAGE code. However, since the requests for a time extension were not granted, it is possible that joint ventures will not have received their registration confirmation and CAGE code prior to the proposal due date. Please confirm that evidence (such as a printout of the pending approval) showing the joint venture’s registration request has been submitted and is in progress will be acceptable in lieu of the actual CAGE code, and that the CAGE code can be provided to NAVFAC when it is received.
REVISED ANSWER: RFP Document 00100, paragraph 1.9, incorporates FAR 52.204-7 System for Award Management (OCT 2018) which states, “an Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.” Further, FAR 4.1103(a) states “the contracting officer – (1) shall verify that the offeror or quoter is registered in SAM (see paragraph (b) of this section) at the time an offer or quotation is submitted.” Please also keep in mind that FAR Part 15.306 allows the Government, in its discretion, to engage in clarifications and discussions with offerors.
56. SAM registration can take more than two weeks to complete and is a process that is out of the control of the Contractors. Would NAVFAC recognize the SAM registration documentation with the proposal and allow Contractors to submit the CAGE Code after the proposal submission deadline but prior to the Seed Project task order award?
REVISED ANSWER: RFP Document 00100, paragraph 1.9, incorporates FAR 52.204-7 System for Award Management (OCT 2018) which states, “an Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered

until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.” Further, FAR 4.1103(a) states “the contracting officer – (1) shall verify that the offeror or quoter is registered in SAM (see paragraph (b) of this section) at the time an offer or quotation is submitted.” Please also keep in mind that FAR Part 15.306 allows the Government, in its discretion, to engage in clarifications and discussions with offerors.
NOTICE NO. 3
59. As asked previously (Questions 55 and 56) it appears highly unlikely that an Offerer can complete the registration in SAM and receive a CAGE code prior to the current proposal due date of August 12, 2021. We respectively request NAVFAC reconsider extending the proposal due date a minimum of two weeks to allow the Offers’ additional time to obtain the required registration information required for this submission.
ANSWER: The proposal due date remains unchanged. Per the sam.gov Federal Service Desk, SAM registration can be processed between 10-12 business days so long as all required information has been submitted accurately. The Government believes that adequate time has been provided for firms to complete the required registration in SAM. Please also keep in mind that FAR Part 15.306 allows the Government, in its discretion, to engage in clarifications and discussions with offerors.
