FY19 MCON PROJECT P-295

ORDNANCE OPERATIONS

ANDERSEN AIR FORCE BASE, GUAM

1. CONTRACTING ACTIVITY.

Department of the Navy, Naval Facilities Engineering Command, Pacific, Pearl Harbor, Hawaii.

2. Nature/description of action.

Request approval to include proprietary specifications for the following brand name item in

Solicitation Work Order Number 1571418, Fiscal Year 2019 military construction project P-295, Ordnance Operations, Andersen Air Force Base, Guam.

a. Two (2) Knox Box fire department access boxes.

3. Description of supplies/services.

a. Fiscal Year 2019 military construction project P-295, Ordnance Operation, Andersen Air

Force Base, Guam will construct two new buildings. As part of the project, two Knox

Box fire department access boxes will be installed on the exterior of each building. The present fire department access box system employed by the Government uses the “Knox

Box” fire department access box system, which operates only with keys furnished by the

Knox Company. The Government needs to add two Knox Boxes to store building entry keys. The estimated cost for the two Knox Box fire department access boxes is which comprises of the total project cost of .

b. Fiscal year 2019 military construction funds will be used to fund the Monaco transmitter and Knox Box access box requirements.

c. The contractor shall be required to commence work within 15 days after the notice to proceed (30 calendar days after award) and complete the contract within 540 days after the notice to proceed. The radio fire alarm transmitters and fire department access boxes will be delivered and installed within the 540-day construction time.

4. Statutory Authority Permitting Other Than Full and Open Competition:

PROJECT P-295 ORDNANCE OPERATIONS, ANDERSEN AIR FORCE BASE, GUAM

5. Rationale Justifying Use of Cited Statutory Authority.

As explained more fully below, award to another source would result in substantial duplication of cost to the Government that is not expected to be recovered by competition.

In accordance with National Fire Protection Association (NFPA) Code 1, when required by the authority having jurisdiction, a fire department access box is required in an accessible location when access to or within a facility is difficult due to security. The fire department access box allows keys unique to each facility to be stored within the access box allowing responding fire department personnel rapid entry into the building during emergency responses without forced entry or damage to the facility. Two new fire department access boxes are required under this solicitation. Specification Section 10 44 20 Fire Department Access Box requires the key lock system to be fully compatible with the fire department access box key system. The current procedure at Andersen Air Force Base is to issue Knox Box master keys to specific fire apparatus such that responding fire department personnel can open any Knox Box fire department access box and retrieve keys necessary to gain entry into the facility. A mix of manufacturer’s equipment is not acceptable due to the necessity to issue keys to the fire department for each manufacturer’s access box system. The use of non-Knox Company products will delay fire protection capabilities upon response and therefore endanger life and property. The requirement for a Knox Box fire department access box system ensures rapid response without forced entry into the new buildings.

Installation of non-Knox Company access boxes will have cost, and maintenance implications that will exceed the Government’s minimum needs. Procuring a different type of access box will require the replacement of 200 Knox Boxes currently installed at Andersen Air Force Base which are valued at each. Research obtained from e-commerce websites indicate that fire department access boxes may cost as low as each. However, the estimated cost to replace the

200 currently installed Knox Boxes is approximately which significantly exceeds the cost of procuring the two Knox Boxes at a cost of . In addition, this cost estimate does not account for installation or shipping which would increase the cost estimate.

Due to the sensitive nature of facilities on Andersen Air Force Base, issuance of keys to enter facilities must be strictly controlled to meet Department of Defense security requirements. The use of master keys for all facilities may compromise the security requirements for each facility and the tracking of all master keys may be burdensome. The Knox Box fire department access box system allows facility keys to be stored in a locked, high security, tamper-proof box installed at each facility. This relieves the Fire Department of maintaining key rings with keys to every facility at Andersen Air Force Base or for the need to forcibly enter a facility upon response.

Issuances of the Knox Box access keys are only to specific fire department apparatus with the

Fire Chief ultimately accountable for the security of these access keys. This ensures security is maintained for the facilities at Andersen Air Force Base.

PROJECT P-295 ORDNANCE OPERATIONS, ANDERSEN AIR FORCE BASE, GUAM

In accordance with DFARS 206.302-1, an announcement was published for Knox Box access boxes on 8 March 2019. No responses were received in relation to this announcement, therefore, there are no other known manufacturers of access boxes other than Knox that can provide a key system to gain entry into the Knox Box.

7. Determination of fair and reasonable cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions taken to remove barriers to competition.

Although the utilization of a brand name in this project is indicated by this J&A, each future project that includes Knox Boxes, outside of the one year of the approval of this J&A, will conduct the same market survey to ascertain the availability of new technology that may provide for other sources to meet the Government’s needs. Should any other offers for compatible transmitters be submitted during the source selection process, the Government will consider each as applicable.
