QUESTIONS & ANSWERS

ANNOUNCEMENT N62742-19-R-0001

IDIQ ARCHITECT-ENGINEER SERVICES FOR VARIOUS GOVERNMENT OF

JAPAN FUNDED PROJECTS COVERED BY THE DEFENSE POLICY REVIEW

INITIATIVE AND OTHER PROJECTS UNDER THE COGNIZANCE OF NAVAL

FACILITIES ENGINEERING COMMAND, PACIFIC (NAVFAC PACIFIC)

NOTE: The following questions and answers are provided for INFORMATION ONLY. The announcement remains unchanged unless it is modified in writing.

8. The Project Synopsis (page 1) and Criterion 1, Firm’s Specialized Experience (page 2) both list Design/Build RFP contract documents, DD1391 development, and Design Charrettes/FACD as required services under this contract. The Submission requirements for Criterion 1, listed on page 4, state that projects shall be design/bid/build, full design performed under a design contract, or full design performed under a design/build construction contract, and that Design/Build RFP solicitation documents will not be considered a relevant project. Will NAVFAC accept D/B RFP development projects and/or programming and DD1391 development projects in Section F, or should we restrict this project experience to Section H only?

ANSWER: A design-build RFP solicitation document shall not be considered a project qualifying for specialized experience. Specified design and engineering services, such as DD 1391’s or similar project programming document and FACD/design charrettes, executed in conjunction with a design-bid-build project or a complete final design performed under a design-build construction contract, shall be documented in Section F.

9. If a firm provides phases of service for a single facility project under multiple task orders or contracts (for example, programming under contract #1, Concept Design under contract #2, and 100% Design under contract #3), will these be permitted as separate projects in Section F?

ANSWER: Separate specified design and engineering services for the same project executed under multiple task orders or contracts will not be evaluated as separate projects.

10. Under Criterion 2(b), Specialized Experience and Technical Competence (page 5) the RFQ states that specialized experience of key personnel is to be limited to two (2) utilities and infrastructure projects for each of the Civil and Electrical Project Engineers, and three (3) base development facility projects for two of the Project Architects. Can you confirm that these eight resumes (2 Architects, 3 Civil, and 3 Electrical) are the only ones for which NAVFAC is requesting project experience, or are we to submit project experience for all discipline personnel in accordance with the SF330 template?

ANSWER: For Criterion 2(a), identify key personnel to staff three (3) design teams. For Criterion 4, identify three (3) separate design teams to execute three (3) projects concurrently (one utilities and supporting infrastructure project and two other base development facility projects). For Criterion 2(b), submit maximum of two (2) utilities and supporting infrastructure projects for Civil Project Engineer and maximum of two (2) utilities and supporting infrastructure projects for Electrical Project Engineer (Civil Project Engineer and Electrical Project Engineer selected for the team executing the utilities and supporting infrastructure project). Submit maximum of three (3) projects for each of two (2) Project Architects (Project Architects selected for the two (2) teams executing the other base development facility projects).

"Submission of specialized experience information shall be limited to the key personnel noted as follows. Specialized experience for other key personnel is not required and if submitted, shall not be evaluated. Submit a maximum of two (2) utilities and supporting infrastructure projects each for Civil Project Engineer and Electrical Project Engineer, demonstrating experience in the execution of DD 1391’s or similar project programming document, and DBB contract document.

Submit a maximum of three (3) projects for some of the other types of base development facility projects listed for each of two (2) Project Architects (maximum total of six (6) projects, demonstrating experience in the specified design and engineering services (execution of DD 1391’s or similar project programming document, FACD/design charrettes, DB RFP contract documents, and DBB contract documents)."

11. If project completion refers to the completion of construction, does this mean that the DD1391 preparation or design effort could be outside the 10 year window as long as the project was constructed within 10 years?

As you know DD1391 project documentation development projects can be well before even final design of a project.

ANSWER: Yes.

12. The solicitation states: NAVFAC Pacific currently uses the following software applications:

WINDOWS 10 Workstation, Microsoft Office 2016 Professional (Word 2016, PowerPoint 2016, Excel 2016, Access 2016, Project 2016), Adobe Acrobat XI Pro, SpecsIntact, SUCCESS, and AutoDesk AutoCAD 2010.

Does NAVFAC Pacific also use MCACES II cost estimating software for its projects?

ANSWER: NAVFAC Pacific currently uses Micro-Computer Aided Cost Estimating System (MCACES). Second Generation MII cost estimating software application.

13. Would you please confirm that NAVFAC will only consider design projects where the construction has been completed. This is a highly unusual requirement for U.S. Federal design contract solicitations and will likely greatly reduce competition for this procurement action. The designers (and planners for 1391s) typically have no control over the construction phase and the timing between completion of a design or 1391 and construction completion can include quite long delays due to funding constraints, construction contractor performance issues, unforeseen site conditions, and many other factors. We respectfully request you review this issue and/or provide more time for firms to identify projects that will meet the relevancy requirement.

ANSWER: Pursuant to and as follow-on to Questions 5 (Mod 01) and 11 above, further clarification is provided. Relevant projects completed within the past ten (10) years refer to final construction completion. Relevant projects with final design completion within the past ten (10) years and under construction (construction ongoing; not final construction completion) can be submitted; however, may be considered less favorably.

The closing date will be extended. See Mod 02.
