FACILITIES ENGINEERING COMMAND, PACIFIC (NAVFAC PACIFIC)
NOTE: The following questions and answers are provided for INFORMATION ONLY. The announcement remains unchanged unless it is modified in writing.
1. Criteria 1 and 2 indicate repair and alteration projects shall not be considered. Do renovation projects fall under this criteria?
ANSWER: Renovation projects shall not be considered "new base development facility projects".
2. Under Criterion 2, will Japanese professional registration be considered “equivalent qualifications” to U.S. professional registration?
ANSWER: Yes.
3. Under criteria 1 and 2, does the term “utilities and supporting infrastructure project” refer to site-related projects only? Can the utilities and supporting infrastructure work be part of a building construction project?
ANSWER: Utilities and supporting infrastructure projects are major horizontal, sitework projects and not building construction projects with site work.
4. Under criterion 2, can the Project Manager and Project Architect be the same person?
ANSWER: For Professional Qualifications, requirement is to identify the Principal-in-Charge of the the prime A-E firm; the Project Manager, Project Architect, OR Project Engineer for the Architectural, Structural, Civil, Mechanical, Electrical, and Fire Protection design disciplines;

"Submit a maximum of three (3) projects for some of the other types of base development facility projects listed for each of two (2) Project Architects..." is exclusive of the Project Architect's experience. If the Project Manager is the same person as the Project Architect, then the Project Manager's experience would qualify; however, for sake of clarity, identify that person as the Project Architect.
5. Do the following key personnel have a maximum number of projects that can be inserted in their Section E resumes? Principal-in-Charge, Project Manager, Structural Engineer, Mechanical Engineer, Fire Protection Engineer, Cost Estimator.
ANSWER: Submission of specialized experience for Principal-in-Charge, Project Manager (if not the Project Architect), Structural Engineer, Mechanical Engineer, Fire Protection Engineer, and Cost Estimaor is not required and if submitted, shall not be evaluated. Per Synopsis, "Submission of specialized experience information shall be limited to the key personnel noted as follows. Specialized experience for other key personnel is not required and if submitted, shall not be evaluated. Submit a maximum of two (2) utilities and supporting infrastructure projects each for Civil Project Engineer and Electrical Project Engineer, demonstrating experience in the execution of DD 1391’s or similar project programming document, and DBB contract document.
Submit a maximum of three (3) projects for some of the other types of base development facility projects listed for each of two (2) Project Architects (maximum total of six (6) projects), demonstrating experience in the specified design and engineering services (execution of DD 1391’s or similar project programming document, FACD/design charrettes, DB RFP contract documents, and DBB contract documents)."
6. From the synopsis, Criterion 1 mentions, “Submit a maximum of seven (7) relevant projects completed in the past ten (10) years …”. For the maximum 7 relevant projects completed in the past ten (10) years, does design/engineering completion and not construction completion meet this requirement?
ANSWER: No. Completed in the past ten (10) years refers to construction completion. In Block 24, indicate original construction contract award amount and final construction contract amount.
7. Related to the question above, would substantial completion of design/engineering (say 90%) qualify as “completed” project?
ANSWER: No.
