If asbestos or hazardous materials exist, the A-E contractor shall identify and provide recommendations for their disposal in the required documents in accordance with applicable rules and regulations pertaining to such hazardous materials. The selected A-E may be required to participate in a pre-fee meeting within seven days of notification and provide a fee proposal within ten days of the meeting. The outcomes for this acquisition are consistent with the FAR 37.101 definition of service contracts. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a base period of one year and four one-year options (if exercised). The total fee for the contract term shall not exceed $100,000,000. The guaranteed minimum for the contract term (including option years) is $20,000. Firm-fixed price task orders will be negotiated for this contract. The Government will determine the delivery order amount by using rates negotiated and negotiate the effort required to perform the particular project work assignment. There will be no dollar limit per task order and no dollar limit per year. Estimated start date is March 2020.
This proposed contract is being solicited on an UNRESTRICTED basis. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541310, Architectural Services. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria.
All work shall be performed in accordance with applicable Federal, State, and local policy, guidance, regulations, and laws including, but not limited to, the Unified Facilities Criteria (UFC) requirements.

In accordance with the contract or task order statement of work, the contractor shall complete necessary tasks and submittals or submit various reports to the Government that are readily useable in these applications without further adjustments.
SELECTION CRITERIA
Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. The following selection criteria, in descending order of importance, will be used to evaluate the qualifications of the A-E firms:
Criterion 1 - Firm’s Specialized Experience:
Firm's recent specialized experience in the design of new base development facility projects, $20 million or more in construction value per project/contract, including execution of all specified design and engineering services; i.e., execution of DD 1391’s or similar project programming document, FACD/design charrettes, Design-Build (DB) Request for Proposal (RFP) contract documents, and Design-Bid-Build (DBB) contract documents. Repair and alteration projects shall not be considered. Base development facility projects include, but are not limited to, bachelor enlisted quarters, bachelor officer quarters, headquarters, fire station, police station, dining facility, fitness center, school/training, public works/maintenance shop, military training range, and utilities and supporting infrastructure. Specified design and engineering services (execution of DD 1391’s or similar project programming document, FACD/design charrettes, DB RFP contract documents, and DBB contract documents) for new base development facility projects do not have to from a single project; however, base development facility projects that contain several and more of these services will be given more favorable consideration than projects that contain only one of these services.
SUBMISSION REQUIREMENTS:
SF330, Part I, Section F. Submit a maximum of seven (7) relevant projects completed in the past ten (10) years which best describe recent specialized experience in the design of new base development facility projects AND the specified design and engineering services indicated above. If more than seven (7) projects are submitted for evaluation, the Government will evaluate the first seven (7) projects and disregard any other project information after the first seven (7) projects. Of the maximum of seven (7) projects, at least one (1) each shall be for a utilities and supporting infrastructure project, and at least four (4) each shall be for some of the other types of base development facility projects listed. Of the maximum of seven (7) projects to be submitted, more variety in the types of base development facility projects indicated above will be given more favorable consideration. A project with multiple functions shall be considered as one base development facility project based upon its primary function. For example, a headquarters building, which also includes dining, fitness center, and training areas, shall be identified by its primary function; i.e., “headquarters”; and shall be considered one project.
Indicate the primary function (base development facility project type) for each project submitted as part of the project description. Base development facility projects designed and constructed in severe, tropical environments similar to Guam (subject to high winds and high humidity) will be considered more favorably.
All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract.
Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the DUNS number along with each firm name in the SF330 part 1, Section F, Block 25, “Firm Name”. Include a contract number or project identification number in Block 21. Include an e-mail address and phone number for the point of contact in Block 239c0. In Block 24, include the project description, the contract period of performance, original construction contract award amount, final construction contract amount, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above.
The submission shall include a discussion of who executed the project as pertinent to demonstrating specialized experience. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.
NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects may be submitted for either joint venture partner, not to exceed a total of seven (7) relevant projects.
Each project shall include project title and location; year completed; project owner; point-of-contact name, e-mail address, and phone number; contract number or project identification number, contract period of performance; construction contract award amount; and description of project and relevance to this synopsis. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. A project is further defined as a design-bid-build project, a complete final design performed under a design contract; or a complete final design performed under a design-build construction contract. A design-build RFP solicitation document shall not be considered a project qualifying for specialized experience. Do not submit an IDIQ contract as an example project. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.
All information for Criterion 1 should be submitted in the SF330, Part I, Section F. The Government WILL NOT consider information submitted in additional to Part 1, Section F in evaluation of Criterion 1.
If a project was performed by a joint venture, and all joint venture partners are not on the team proposed for this contract, the offeror should specifically address the work performed on the project submitted by the proposed joint venture partner(s). If the project description does not clearly delineate the work performed by the proposed joint venture partner(s), the project will be evaluated less favorably. Likewise, if the proposed joint venture partner(s) worked as a subcontractor on a project, the offeror should specifically address the work performed by the proposed joint venture partner(s) on the project submitted. If a project does not provide requested data, accessible points of contact, or valid phone numbers, that project may be evaluated less favorably. Note: If the A-E firm is a joint venture, info should be submitted for projects performed by the joint venture; however, if there are no recent relevant projects performed by the joint venture, submit projects performed by the individual partner entities of the joint venture.
A subcontractor's or sub-consultant's specialized experience on a design-bid-build project will not be given the same level of consideration as either the prime contractor or the joint venture partner(s). Prime contractor-subcontractor/sub-consultant teams/Joint Ventures/LLCs/LTDs with a demonstrated history of working successfully together on prior projects may be considered more favorably than those without such history.
Criterion 2 – Key Personnel’s Professional Qualifications, and Specialized Experience and Technical Competence:
Key personnel will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects as outlined in the SF330, Part I, Section G.
(a) Professional Qualifications:
SS330, Part I, Section H. Identify key personnel of the proposed design team(s) of the A-E firm, including the Principal-in-Charge of the prime A-E firm; the Project Manager, Project Architect, or Project Engineer for the Architectural, Structural, Civil, Mechanical, Electrical, and Fire Protection design disciplines; and the Cost Estimator.
SF330, Part I, Section E. Submit professional qualifications of key personnel shall include active U.S. professional registration or equivalent qualifications (i.e., APEC and other similar professional certifications will be considered in the evaluation). For Cost Estimator, indicate years of experience; professional registration is not required. Limit the submission of key personnel to staff three design teams: maximum of three (3) Principal-in-Charge of the prime A- E firm and maximum of three (3) Project Manager, Project Architect, or Project Engineer for each of the major design disciplines described above (including Cost Estimating). Submission of professional qualifications of personnel of the design team other than the key personnel is not required, and if submitted, will not be considered in the evaluation. Note: During contract execution, U.S. professional registration will be required for all architects and engineers who approve designs in their registered discipline(s).
(b) Specialized Experience and Technical Competence:
SF330, Part I, Section E. Key personnel specialized experience and technical competence in the design of new base development facility projects, approximately $20 million or more in construction value per project/contract, including all specified design and engineering services;
i.e., execution of DD 1391’s or similar project programming document, FACD/design charrettes, Design-Build (DB) Request for Proposal (RFP) contract documents, and Design-Bid-Build (DBB) contract documents. See Selection Criteria 1 for description of new base development facility projects. Repair and alteration projects shall not be considered. Submission of specialized experience information shall be limited to the key personnel noted as follows.
Specialized experience for other key personnel is not required and if submitted, shall not be evaluated. Submit a maximum of two (2) utilities and supporting infrastructure projects each for Civil Project Engineer and Electrical Project Engineer, demonstrating experience in the execution of DD 1391’s or similar project programming document, and DBB contract document.
Submit a maximum of three (3) projects for some of the other types of base development facility projects listed for each of two (2) Project Architects (maximum total of six (6) projects, demonstrating experience in the specified design and engineering services (execution of DD 1391’s or similar project programming document, FACD/design charrettes, DB RFP contract documents, and DBB contract documents). More variety in the types of base development facility projects will be more favorably considered. Base development facility projects designed and constructed in severe, tropical environments similar to Guam (subject to high winds, seismicity, and corrosion) will be considered more favorably. Specified design and engineering services do not have to be from a single project scope. A project or contract is defined as either a stand-alone contract or a single task order in an Indefinite Delivery Indefinite Quantity (IDIQ) contract having the features described above. A project is further defined as a design-bid-build project, a complete final design performed under a design contract; or a complete final design performed under a design-build construction contract. A design-build RFP solicitation document shall not be considered a project qualifying for key personnel specialized experience. If more than the maximum number of projects for the key personnel specified is submitted, the Government will not evaluate and disregard this extraneous project information. Each project shall include: Project description; point of contact name, e-mail address, and phone number;
contract number or project identification number; contract period of performance; construction cost; and the role and experience the individual had in performing the project. If a project description does not clearly delineate the work performed by the individual (including the specialized design and engineering service) or if a project does not provide the requested data, accessible points of contact, or valid phone numbers, that project will be evaluated less favorably.
Criterion 3 - Past Performance:
Firms will be evaluated on past performance on relevant projects with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluation of past performance will include information provided in Past Performance Questionnaires (PPQs) or CPARS for Criterion 1 relevant projects and may include customer inquiries, Government databases, and other information available to the Government.
SUBMISSION REQUIREMENTS:
SS330, Part I, Section H.
SUBMIT A COMPLETED CPARS/ACASS EVALUATION FOR EACH PROJECT UNDER
CRITERION 1. IF A COMPLETED CPARS/ACASS EVALUATION IS NOT AVAILABLE,
the Past Performance Questionnaire (PPQ) (Attachment (A) included in this notice is provided for the firm or its team members to submit to the client for each project included under Criterion 1, Specialized Experience. DO NOT SUBMIT A PPQ WHEN A COMPLETED
CPARS/ACASS IS AVAILABLE.
IF A CPARS/ACASS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. PPQ shall be completed by the client or the contracting agency representing the client. PPQ shall not be completed by the construction contractor on a DB project, or by the prime A-E firm on a DBB project to which the offeror was a subcontractor or sub-consultant. Completed PPQs should be submitted with your SF330. Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A-E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1, Specialized Experience. Firms may also address any adverse past performance issues. This information, if submitted, shall not exceed one double-sided pages (or two single-sided pages) in total.
Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation. Firms will also be evaluated on past performance information obtained from a federal-wide database called the Past Performance Information Retrieval System (PPIRS) and from the Architect-Engineer Contract Administration Support System (ACASS). PPIRS and ACASS performance evaluations for relevant projects submitted for Selection Criteria 1 will be given greater weight than PPIRS and ACASS information obtained for other projects.
A subcontractor's or sub-consultant's past performance will not be given the same level of consideration as either the prime contractor or the joint venture partner(s). Prime contractor-subcontractor/sub-consultant teams/Joint Ventures/LLCs/LTDs with a demonstrated history of working successfully together on prior projects may be considered more favorably than those without such history.
Criterion 4 – Capacity:
Firms will be evaluated on the firm’s capacity to perform the work in the required time and ability to accomplish multiple projects concurrently.
SUBMISSION REQUIREMENTS:
SF330, Part I, Section H. Address staffing and capacity to accomplish the work under this IDIQ contract. Address how the firm's organizational construct is most efficient and effective in the execution of work. Assume three (3) separate design teams will execute three (3) projects concurrently (one utilities and supporting infrastructure project, and two other base development facility projects). Identify team composition (prime A-E firm, subcontractor/subconsultant of major design disciplines, and other required design firms) and personnel (key personnel and other personnel of major design disciplines only). For all key personnel identified in Selection Criteria 2, explain their roles and responsibilities in the proposed organization. If the same key personnel are proposed for more than one (1) design team, provide explanation substantiating such designation and ability to accomplish multiple projects concurrently.
Criterion 5 – Sustainable Design:
Firms will be evaluated in terms of their knowledge and demonstrated experience in applying sustainability concepts through an integrated design approach and designing in accordance with sustainable design third party certification rating systems (LEED, Green Globes, Guiding Principles Compliance, or equivalent rating systems).
SUBMISSION REQUIREMENTS:
SF330, Part I, Section H. Provide a maximum of three (3) projects that have attained or been submitted for sustainable design third party certification (LEED, Green Globes, Guiding Principles Compliance, or other equivalent certification). For projects not yet certified, identify the date the project was submitted. For all projects, identify the team's major contribution(s), design elements/features/equipment/etc., in attainment of the certification. If more than three projects are submitted for evaluation, the Government will evaluate the first three projects and disregard any other project information after the first three projects. LEED certified projects will be considered more favorably than projects not yet certified. Discuss key sustainable design personnel experience and qualifications.
Criterion 6 – Design Quality Control Program (DQCP):
Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure quality products and services under this contract, and means of ensuring quality services from their consultants/subcontractors.
SUBMISSION REQUIREMENTS:
SF330, Part I, Section H. Describe the design quality control organization structure and list the responsible personnel. Discuss the design quality control program process and methodology to mitigate errors, omissions, interferences, and inconsistencies between all design disciplines and consultants; to eliminate inconsistencies between drawings, specifications, and cost estimates;
and to incorporate the latest criteria, lessons learned, and review comments. Describe how the prime A-E will ensure quality consistently across the entire team and how quality of the subcontractor’s work is assured.
Criterion 7 – Small Business Utilization:
Firms will be evaluated on the extent to which their proposals demonstrate a history of successfully supporting Government policies concerning utilization of small business concerns as subcontractors including, when applicable, achievements against established small business subcontracting plan goals. Firms will also be evaluated on the levels of small business participation proposed and the degree of commitment to use named sources. The anticipated benefits of proposed initiatives and tools to enhance small business participation and capabilities will be considered. The Government will assess proposal realism and the likelihood of success in achieving the small business objectives of this acquisition.
SUBMISSION REQUIREMENTS:
SF330, Part I, Section H.
(1) Achievements: All firms shall provide a narrative (shall not exceed two (2) single-sided pages or (one (1) double-sided page) to describe their achievements in supporting the Government’s policy to provide maximum practicable opportunities for small business (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), historically underutilized business zone (HUBZone) small business, small disadvantaged business (SDB), and women-owned small business (WOSB) concerns to participate as subcontractors consistent with efficient contract performance. Provide the following in support of narrative submissions (excluded from page limitation):

b. Firms representing as other than small businesses shall also provide copies of the most current individual subcontracting reports (ISRs) associated with each project cited under the
Criterion 1 – Firm’s Specialized Experience Factor if a small business subcontracting plan was required by the contract. If such projects were completed under specific task orders, provide ISRs for the overall contract. For cited projects with state and local government agencies, provide similar subcontracting performance reports if required by the contracts. When not specifically addressed in the ISR or similar report, firms shall provide explanations for all instances of failures to meet dollar or percentage goals in individual subcontracting plans.
Notes:
The Government reserves the right to consider achievements information on other recent, relevant projects from all available sources.
If the firm is a new joint venture, partnership or other entity consisting of more than one company, provide achievements information for each individual business entity(ies) that will be responsible for managing the subcontracting program and clearly describe those responsibilities.
Failure to provide ISRs or any other requested information must be fully explained and may negatively impact your evaluation.
(2) Small Business Participation and Commitment: All firms shall submit a small business participation and commitment strategy including all data elements shown in Attachment C, Small Business Participation and Commitment Strategy.
a. Identify in terms of dollar value and percentage of the total acquisition the extent of work the firm will self-perform as the prime contractor. If submitting an offer as a joint venture, identify the percentage of work each member will be responsible for and indicate the size status of each member (e.g. small business, woman-owned small business, other than small business).
b. Include supplemental narratives (shall not exceed five (5) single-sided pages) to address other elements of the firm’s strategy such as binding agreements covering post award roles for execution of the contract and specific initiatives and tools that will be employed under the contract to enhance small businesses opportunities to both participate in this acquisition and build capabilities to support future NAVFAC acquisitions.
c. The anticipated prime and first tier overall small business participation rate for this acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value. Firms are encouraged to exceed this percentage and seek meaningful levels of participation in each of the small business socioeconomic programs listed in Attachment C consistent with efficient contract performance. Firms shall explain in their participation and commitment strategies how proposed participation rates were established. The small business participation and commitment strategy must be in agreement with any required small business subcontracting plan and will be made a part of the contract upon award.
Slated large business firms will be required to submit a Small Business subcontracting plan prior to the interview. The NAVFAC Subcontracting targets for FY 19 and beyond is as follows:
Small Business – 33% Small Disadvantaged Business – 15% HUBZone Small Business – 6% Women-Owned Small Business – 15% Service Disabled Veteran-Owned Small Business – 5%
Criterion 8 – Firm Location:
Provided that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract, firms will be evaluated on the locations of their office or offices that will be performing the work under this contract and demonstrated knowledge of the general geographic areas in which projects could be located. Evaluation of firms will include consideration of their location within the general geographic area of the anticipated projects, primarily NAVFAC Pacific AOR.
SUBMISSION REQUIREMENTS:
SF330, Part I, Section H.
1. Indicate location of the office(s) that will be performing the work, including main offices, branch offices, and offices of team members.

Firms will be evaluated in accordance with DOD Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 236.602-1, from data extracted from the Federal Procurement Data System (FPDS). Firms will be evaluated in terms of work previously awarded to the firm by DOD within the past twelve months with the objective of effecting an equitable distribution of contracts among qualified A&E firms including small, disadvantaged business firms, and firms that have not had prior DOD A&E contracts.
SUBMISSION REQUIREMENTS:
Firms do not submit data for this factor.
SF330 SUBMISSION REQUIREMENTS:
All contractors are advised that registration in the System for Award Management (SAM) database is required prior to award of a contract.
