Notice No. 1 31 October 2013

PRE-PROPOSAL QUESTIONS & ANSWERS

RFP NO. N62742-14-R-1310

FY14 MCON P-852, 3D RADIO BATTALION

MAINTENANCE / OPERATIONS COMPLEX

MARINE CORPS BASE HAWAII, KANEOHE BAY, HAWAII

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

1. QUESTION: Page 6 of 17 of the N62742-14-R-1310 RFP: Please confirm that teaming partners of the proposing small business general contractor do not have to be small businesses.

As an example the architect, subcontractor, or parent company (see (1) Offeror’s Experience) teaming partners do not have to be considered small business, only the proposing general contractor. Please confirm.

ANSWER: As stated on the Solicitation, Offer, and Award (SF1442), this procurement is 100% set-aside for small business concerns and assigned as North American Industry Classification System (NAICS) codes of 236220, average annual receipts for the past 3 years of $33.5M. The Federal Acquisition Regulation (FAR) 19.101(7)(vi), Size Determination for Teaming Arrangements, states “for size determination purposes, apply the size standard tests in (7)(i)(A) and (B) of this section [19.101] when a teaming arrangement of two or more business concerns submits an offer, as appropriate. Since this procurement is NOT a bundled requirement, FAR subpara 19.101(7)(i)(B) applies which states “for other than bundled requirements, apply size standards for the requirement to individual persons or concerns, not to the combined assets, of the joint venture, if—(1) a revenue-based size standard applies to the requirement and the estimated contract value, including options, exceeds one-half the applicable size standard”.

Accordingly, if the offer is over $16.75M (1/2 of $33.5M), the size standard applies to the individual concerns. If the offer is less than $16.75M, the size standard applies to the combined assets.
