About this file

This document contains responses to questions regarding a Request for Information (RFI) from Marine Corps Base Hawaii Kaneohe Bay concerning energy resilience. The RFI seeks proposals to close the base's 17.3 megawatt energy resiliency gap to meet Department of Defense requirements for 14 days of energy supply during commercial grid outages. Responses indicate the base has existing generators and district cooling infrastructure but provide few other technical details due to security classifications. Proposals are encouraged to consider future electric vehicle charging needs. While offshore and wind options are unlikely, the base is open to all solutions and will share more infrastructure information under non-disclosure agreements. The targeted project completion is 2030 to support the base's energy resilience goals.

MCBH Energy Resiliency RFI Questions 21 November 2023

1. Are above ground transmission/distribution lines acceptable?

Ground transmission/ distribution lines could be possibly acceptable for interconnection point access.

MCBH has an active project that focuses on relocating existing overhead electrical primary distribution and communication cables to underground duct systems to reduce vulnerability and hazard. When a developer is selected through the Request for Proposal (RFP) process and Non- Disclosure Agreement's (NDA) are signed, more details regarding this project can be provided. MCBH is seeking a best solution to resolve our energy resiliency gap and is not limited to the technology proposed. Developers should provide recommendations to the technology and approach which can support MCBH’s resiliency needs.

2. Has a glint and glare study been performed for Kaneohe MCBH? If yes, please furnish a copy.

A glint and glare study has not been performed for this specific effort.

3. Has the MCBH identified critical loads that must be served under all conditions? If yes, please provide the load profiles.

This is considered sensitive information. For all questions related to residential, long-term, or non-critical load profiles, MCBH encourages respondents to provide a solution to close the full base resiliency gap (17.3MW).

4. Does the MCBH anticipate an energy contract will be developed with the eventual awarded project developer? If yes, what is the term of the contract?

Such an agreement would likely be between HECO and the developer.

5. What is the fuel storage capacity at the MCBH? Please provide number of tanks and tank capacities.

This is considered sensitive information. Once a developer is selected through the Request for Proposal (RFP) process and Non-Disclosure Agreement’s (NDA) are signed this information can be made available.

6. Can the existing fuel storage be used for future generation? If yes, what quantity will be provided for generation (i.e. gallons per day, gallons per months, gallons per year)?

No, current fuel and storage serves various installation missions.

7. The RFI states “prolonged disruption in commercial energy supplies”. What is this duration in consecutive days?

14 consecutive days

8. Does MCBH have records where archeological or cultural artifacts (e.g. bones) been found, removed, relocated, etc.

Yes.

9. Will cooling towers for new chillers be acceptable at a central cooling plant if placed in the center of Base complex?

MCBH is seeking all technology solutions which may help to close the energy resiliency gap and meet DoD requirements at the installation. MCBH is in close communication with the local community to be a good steward of the land. DoD mission requirements seek 14-day energy resiliency in the event of a commercial grid outage.

10. Is there an existing district cooling system? If so, how many tons of cooling does it provide? Is MCBH open to expanding the cooling loop to other buildings?

Yes, there is an existing district cooling system. Further details can be made available to the selected developer through the Request for Proposal (RFP) process and once an NDA is in place.

11. Does the night-time load vary much from the daytime average load?

There is a slight variation between the night-time and daytime average load (~ 2.5MW).

12. Define the length of time (worst case) the MCBH needs electric power to be available for the entire Base during extended electrical outages? Are you looking for a sustainable off-grid solution with indefinite run-time capability?

DoD requirements are 14 days of energy resiliency in the event of a commercial grid outage.

13. There are to be a PRICE and NON-PRICE project evaluations made on the bids. Will these be done together or in separate bid packs?

This will be done in conjunction with HECOs Integrated Grid Planning (IGP) proposal. Previous HECO Stage 3 solicitation and evaluation criteria can be found on HECO’s website under: Stage 3 Oahu RFP Hawaiian Electric.

14. What payback or return on investments is MCBH hoping to achieve? Is the economic hurdle a typical SIR > 1.0.

MCBH has provided available land for developers for energy generation. MCBH is open to technology and acquisition approaches to achieve energy resilience, as such, we encourage all developers to provide possible solutions to solve the energy resiliency gap at the installation.

15. How many diesel generators are on the site? Are they configured in a main generation plant or are the generators local to the loads they serve?

MCBH has generators available for local load use only. They are not configured to a main generation plant.

16. Housing units are leased properties with 30 years remaining in the contract. Each unit currently has mini splits for space cooling and solar thermal for domestic water heating. Are these buildings candidates for Solar PV systems?

Many privatized housing units on MCBH already have PV systems which support the homes.

17. Is the anaerobic digester at Kaneohe Bay wastewater treatment plant currently in use and generating digester gas? If so, what is done with the digester gas?

The base WWTP does not produce digester gas.

18. Would on-shore wind turbines be permitted inside the MCBH fence-line, or do they interfere with airfield radar systems?

It’s unlikely that wind turbines would present an acceptable solution due to aviation, housing, and migratory bird concerns.

19. Has a portion of the MCBH fleet been converted to EV and/or hydrogen fuel cell?

Department of Defense has mandated all military branches to convert their fleets of non-combat vehicles from gas powered to electric by 2035. No, MCBH is actively developing a roadmap for the fleet conversion to EV to include the supporting charging infrastructure.

20. What infrastructure exists to support EV fleet and hydrogen fuel cell vehicles? Should a future microgrid take into account these requirements?

The ideal solutions will consider the expected increase demand by both federal fleet and personal EV vehicles. MCBH currently possess a few off-grid EV fleet charging infrastructure, but not enough to charge the entire fleet. Yes, a future microgrid should take into account these requirements.

21. Can you please let us know if companies need to provide a response to the RFI to be considered to receive a copy of the RFP when it is released? Or will the RFP be released on a full and open basis to all interested bidders?

The HECO RFP is a HECO-owned process. Companies are not excluded from responding to the HECO RFP if you do not respond to the Marine Corps’ RFI currently on sam.gov.

22. Can the Government please identify whether or not it will use external contractors to support the evaluation of RFI submissions, and if so, can you please identify those contractors by name and if they are precluded from pursuing this opportunity?

At this time, the Marine Corps does not plan to employ any external contractors in evaluating responses to the RFI.

23. How does HECO’s plan tie-in to the MCBH plan/need?

MCBH intent is to capture this requirement in HECO’s RFP.

24. Is off-shore a possibility?

Not likely, but we’re open to all ideas.

25. Should PV glare at the airfield be considered?

Yes. MCBH are interested in knowing if anti-glare PV panels are a current technology.

26. Will just base resiliency be considered?

Primarily, but not solely. HECO RFP requirements include potential community benefits.

27. Are there electrical infrastructure requirements needing to be implemented with this initiative, such as in-kind considerations?

Likely yes, these will be provided by MCBH for input to HECO RFP. Input on possible in-kind considerations is welcome.

28. What is the NEPA process timeline for this?

The plan is for NEPA to begin after selection of a developer by HECO.

29. When would the project be complete and ready?

MCBH are targeting such a project to be placed in service by 2030.
