About this file

This is Standard Form 30 (SF 30), Amendment 0001 to a Navy Request for Quotation (RFQ) for fire-watch services at Naval Supply Fleet Logistics Center Yokosuka, Japan. The amendment was issued on 23 October 2026 and is effective immediately, with no extension to the offer receipt deadline.

The amendment provides Government responses to five questions submitted by prospective contractors. Question 1 addresses authorization requirements for overseas prime contractors operating in Japan, clarifying that prime contractors must independently demonstrate legal authority to conduct business in Japan through documentation such as business registration or incorporation proof, separate from any subcontractor authorization. Question 2 confirms that past performance will be evaluated solely on the quoter's own record, not on proposed subcontractors' performance, and newly established contractors with no relevant history will receive a Neutral Confidence rating. Question 3 permits newly incorporated overseas contractors without completed annual accounts to submit current management accounts or opening financial statements, clearly identified as interim or unaudited, with financial information reported in Japanese yen (JPY) on the attachment, though supporting statements may be in the original currency. Question 4 specifies training requirements: the Government provides fire-watch qualification and space-control training; contractors must provide confined-space awareness and fall-protection training to their personnel and ensure all staff meet Japanese legal and credentialing requirements before installation access is granted, with the Government providing no SOFA sponsorship. Question 5 confirms that CLIN man-day quantities are guaranteed firm-fixed-price amounts not subject to reduction for daily workload adjustments, partial days, reduced days, holiday work, or overtime, with all such costs to be included in the firm-fixed-price quotation and invoiced monthly upon Government acceptance of services.

QUESTIONS AND ANSWERS

The following questions and answers are provided:

Question #1: If an overseas prime contractor proposes a properly registered Japanese subcontractor to perform all on-site fire-watch services, must the overseas prime itself demonstrate authorization to operate and conduct business in Japan? What documentation is required?

Answer #1: The quoter, as the prospective prime contractor, must be duly authorized to operate and conduct business in Japan, as required by DFARS 252.225-7042, Authorization to Perform, and this solicitation. As required by this solicitation, a prime contractor located outside Japan shall submit documentation verifying its legal authority to operate and conduct business in Japan. The solicitation does not prescribe a particular corporate structure, registration type, or licensing mechanism. Examples of supporting documentation include official business registration, license, or proof of incorporation. Documentation pertaining only to a proposed subcontractor does not, by itself, demonstrate the prime contractor's authorization to perform. The quoter is responsible for determining and documenting its compliance with applicable Japanese legal and regulatory requirements. The Government will not provide legal advice concerning Japanese business-registration requirements, licensing, or corporate structures.

Question #2: For a newly established prime contractor without relevant past performance, may the past-performance references of a proposed subcontractor be evaluated? What should be submitted when the prime has no relevant contracts?

Answer #2: No. Past Performance will be evaluated based on the quoter's own record of recent and relevant performance. The solicitation does not permit the past performance of a proposed subcontractor to be attributed to the quoter. A quoter with no available or relevant past-performance history may state that fact in its quotation. In accordance with the evaluation criteria, the quoter will receive a Neutral Confidence rating and will not be evaluated favorably or unfavorably under the past-performance factor. Quoters shall not present another entity's past performance as their own.

Question #3: For a newly incorporated overseas prime without completed annual accounts, may current management accounts or opening financial statements be submitted? Must financial information be submitted in Japanese yen?

Answer #3: Yes. A newly incorporated quoter without completed annual financial statements shall submit its most current available financial information, such as an opening balance sheet and current management accounts, as applicable. The quoter shall clearly identify any interim or unaudited information.

For purposes of completing RFQ Attachment 2, quoters shall report the requested financial information in Japanese yen (JPY). Supporting financial statements may be submitted in their original currency. For each amount converted and entered on Attachment 2, the quoter shall identify the exchange-rate source and the date used for the conversion.

Question #4: Please clarify the Government-provided fire-watch training, contractor-provided training, access-processing requirements, training dates, access sponsorship, and the application of the security provisions.

Answer #4: The training requirements for contractor fire-watch personnel are as follows:

a. Fire Watch Training - The Government will provide fire safety and fire-watch qualification training that meets Government requirements. This training must be completed before assignment to fire-watch duty, when refresher training is required, when the Government or Contractor determines prior training is inadequate, and annually.

b. Space Control Training - The Government will provide required space-control training. Training dates and individual personnel requirements will be coordinated with the successful contractor after award.

c. Confined Space Awareness Training - The Contractor's on-site supervisor shall provide confined-space training to all employees providing services under the contract, consistent with PWS paragraph 2.3.3.

d. Fall Protection Training - The Contractor's on-site supervisor shall provide fall-protection training to all employees providing services under the contract, consistent with PWS paragraph 2.3.3.

The Contractor remains responsible for all contractor-provided training requirements identified in the PWS, including required health and safety training and training on contractor-provided personal protective equipment. Before contractor personnel begin fire-watch duties, the Contractor shall provide the Government Point of Contact (POC) and Contracting Officer's Representative (COR) a roster identifying personnel who have completed the required contractor-provided training.

The Government will not provide SOFA sponsorship or separately sponsor Contractor or subcontractor personnel for installation access. The Contractor is responsible for ensuring that all Contractor and subcontractor personnel satisfy applicable legal, credentialing, background-investigation, and installation-access requirements before access will be granted.

N6264927QB0010001

The solicitation does not establish a separate contract line item for training, access processing, or start-up activities. Quoters shall include all costs necessary to perform these requirements in their firm-fixed-price quotations. The Government will not separately reimburse the Contractor for efforts performed during the start-up period.

Contractor personnel remain subject to the PWS restrictions concerning nuclear-propulsion spaces, Naval Nuclear Propulsion Information, special-control spaces, and designated third-country nationals.

Question #5: Are the CLIN man-day quantities guaranteed, or are they estimates subject to daily workload adjustments? How should reduced days, partial days, extended post-hot-work fire-watch, overtime, and holiday work be priced and invoiced?

Answer #5: PWS 2.1.1 requires the Contractor to provide fire-watch personnel based on the Government's daily workload requirements and shall not exceed the maximum number of fire-watch personnel specified for each performance period, plus one supervisor.

The man-day quantities identified in the contract schedule are guaranteed quantities for the applicable performance period. Daily workload adjustments, reduced days, and partial days do not reduce the guaranteed quantity or the total extended firm-fixed-price amount for the applicable CLIN. Each CLIN is firm-fixed-price. Quoters shall include in their proposed CLIN prices all costs necessary to perform the requirement, including daily workload fluctuations, reduced or partial workdays, required post-hot-work fire-watch periods, and work performed on Japanese or U.S. Federal holidays, if required. No separate CLIN, premium, or additional payment will be provided for overtime, holiday work, partial days, or extended post-hot work watch. Workdays are Monday through Saturday. Japanese and U.S. Federal holidays do not establish separate pricing or invoicing categories under this contract. The Contractor may invoice monthly for services performed during that month, in accordance with PWS paragraph 2.2.2 and the contract invoicing provisions, subject to Government acceptance of services. Before invoicing, the Contractor shall submit a delivery ticket to the COR and Government Point of Contact for review and signature.
