About this file

This is a Questions and Answers (Q&A) document for a federal vessel maintenance contract related to USNS Sacagawea, a U.S. Navy supply ship. The document contains 43 numbered questions submitted by contractors and corresponding answers provided by the government, organized by work item (WI) number and paragraph reference, with associated amendments.

The document addresses technical clarifications across multiple maintenance and repair work items spanning navigation systems, propulsion equipment, electrical systems, HVAC, crane inspections, piping replacements, and safety systems. Key clarifications include: confirmation that a Furuno FE-800 Navigational Echo Sounder was installed June 15, 2023; NAVSEA drawing corrections and substitutions with specific drawing numbers provided; deferrals and deletions of work items (WI 0201 and 0564) due to equipment no longer requiring repair; two options for GPETE equipment calibration scope (WI 0407); confirmation that contractors must provide required materials for Cu-Ni piping replacement rather than Government-Furnished Materials; and status updates on GFM parts tracking and availability. Several responses indicate proprietary information requiring OEM direct contact, documents unavailable due to copyright restrictions, and references to T-AKE class ship-specific technical manuals. Notable deferrals include work on a lube oil priming pump that no longer leaks and an SCBA compressor repair where parts became unavailable. The amendments are numbered 0001 through 0003, indicating multiple solicitation updates issued to address contractor inquiries.

According to Drawing 8390862_J, the work appears to require full replacement of the existing carbon-steel AFFF piping with Cu-Ni piping.

Based on our preliminary quantity takeoff, the total piping length is nearly 3 km, resulting in a substantial material and labor cost.

Please confirm whether the required work scope is the full piping replacement shown in Drawing 8390862_J.

If not, please provide the specific scope of work and clearly identify the piping sections to be replaced.
