About this file

This is Standard Form 30 Amendment 0004 to solicitation N6264926QB040, issued by the Naval Supply Fleet Logistics Center Yokosuka on July 14, 2026, with an effective date of July 14, 2026. The amendment incorporates government responses to six additional technical questions received from offerors regarding equipment specifications and operational procedures for a shaft handling and jacking system project.

The amendment addresses key technical clarifications: confirmation that chain blocks will be disconnected after the shaft is seated on the jacking system, with full weight supported solely by the jacking system; clarification that a 2.4-meter dolly width is not acceptable, but two dollies connected side-by-side with approximately 5.8-meter combined width is acceptable; confirmation that dolly height cannot exceed 5 feet, with length and width specifications remaining as stated; confirmation that one jacking system is required with capacity to manage and control height of the entire load (holds, shaft, etc.) rather than lifting at individual points; and confirmation that the government will provide cribbing blocks, timber blocking, and support materials rather than requiring the contractor to furnish them. The solicitation closing date remains unchanged at July 27, 2026, at 11:00 AM Japan Standard Time. All other terms and conditions of the original solicitation remain in effect. The contracting officer is Maria Crispina C. Mallari.

SUMMARY OF CHANGES

Block 14 (Description of Amendment/Modification): The purpose of this combined synopsis/solicitation N6264926QB040 Amendment 0004 is to:

1. Provide Government Responses to Additional Technical Questions received.

The following Questions (Q) and Answers (A) are hereby incorporated into the solicitation specifications:

Q8. Prior to placing the shaft onto the jacking system, we understand that the shaft will be suspended at multiple points using SRF riggers' chain blocks. We assume that the jacking system stroke will then be extended until the shaft is transferred onto the jacking system. At that stage, could you please clarify which of the following conditions will apply?

A. Will all chain blocks be disconnected once the shaft is seated on the jacking system, with the full weight of the shaft being supported solely by the jacking system?

Q8Aa. Yes. Full weight of the disconnected chain blocks and the shaft will be supported solely by the jacking system after removal at some point.

B. Or, after the shaft is placed on the jacking system, will the chain blocks remain attached and continue to support/suspend the shaft while the jacking system is in use?

Q8Ab. It is possible that the chain blocks remain attached to the hull after the shaft is removed, depending on how process will be pursued.

Q9. Regarding the unit dolly, the specification states a width of 10 ft (3.2 m). Would a width of 2.4 m be acceptable?

A9. Not acceptable.

Q10. If a 2.4 m width is not acceptable, we may need to use two dollies connected side-by-side, resulting in an overall width of approximately 5.8 m.

Would this arrangement be acceptable?

A10. Yes.

Q11. The specification indicates a dolly size of 48 ft (14.7 m) long 10 ft (3.2 m) wide 5 ft (1.6 m) high. Is this minimum size an absolute requirement, or is it intended only as a reference size? If it is only a reference, what deviation from these dimensions would be acceptable (e.g., what percentage tolerance is permitted)?

A11. Please refer to above for its length and width, the height of the dolly cannot be higher than 5 ft.

Q12. Assuming the jacking system has a total lifting capacity of 100 tons, how many jacking units are required in total?

A12. We are looking for ONE jacking system that can manage the whole items (hold stands, shaft itself, etc.) to be able to control height, not to lift at points but whole area.

Q13. Will SRF provide cribbing blocks, timber blocking, or similar support materials to be placed above and below the jacking system, or will the contractor be required to furnish those items?

A13. SRF will provide appropriate blocks and stands.

(END OF Q and A)

The solicitation closing date remains unchanged at 27 July 2026, 11:00 AM Japan Standard Time (JST).

All other terms and conditions remain unchanged.
