Question No.Received viaIndustry QuestionGovernment AnswersOriginal Industry Day Answers
ChatIf an offeror proposes 22 regions, it sounds as though Government may award anywhere from 0 – 22 of those regions. Can insight be provided on how the Government intends to Evaluate 1 proposal for 22 regions, where a potential offeror is theoretically awarded some of the proposed regions but not all proposed regions? In accordance with § L.4.1, offerors may submit more than 1 proposal when the proposal content varies by the region. The Government will evaluate each region's submissions and make the source selection decision in each region. After all regions have been evlauated, each selected offeror will receive a single IDIQ award that includes all regions in which they were selected.
ChatIn the applicable proposal volume where Offerors identify their desired regions, does the Government anticipate the volume to be segmented into “Regional” portions? e.g. a certain # of pages per region proposed?§ L.3 defines the proposal requirements for each proposal including a page limitation at § L.3.1.1. § L.4.1 permits mutliple proposals when the proposal content varies by the region. If more than 1 proposal is submitted, § L.3 applies to each proposal submission.
ChatCan you explain what kind of past performance information would be required for our proposal I heard you say you would be looking in CPARS data but would we be providing list of programs and a narrative?See § L.4.2.8.1.1
ChatWill US territories be part of this WEXMAC that falls under their respective regions? No
ChatWhere will the post award conference be held or will it be virtual? The Government anticipates a virtutal post award orientation conference.
ChatWill the WEXMAC be set-aside for small businesses or will it be released as a full and open solicitation?Full and Open
Chatwill there be set aside opportunities under the wexmac? No
ChatWill you post the slide deck to sam.BETA.gov?Yes, a copy of the slide deck will be posted on AsiaNECO and Beta-Sam.Gov
Chatwill you email the Solicitation to current participants in this Industry dayThe solicitation will be publicized according FAR Part 5, but the Government may also publicize using other means based on locality.
ChatWe would like to have a copy of the presentation in my email below. Thank you in advance.See amenement A0001
VerbalPWS - Section L
Do you have an expected page count for the narrative?See § L.3At this time there is no page count for the narrative and there is no limit on the page submission for the narrative. More to come on this with the solicitation.
VerbalCentral Command AOR Registration
Will you require the registration at the time of multiple award submission or at the task order level?See § L.4.2.6We need the proof with your proposal submission.
VerbalSection L
Offerors need to provide proof of all registrations and licenses. Can you give examples of what proof or statements we can provide in order for us to be qualified?See § L.4.2.8.1.8We will clarify this more in section L in the solicitation. We will need proof that you have the ability to operate in specific AORs.
VerbalIs there an incumbent contract or something similar that has worked well in the past?Currently, the Government has been awarding stand alone contracts for similar requirements. Since these contracts have been for specific requirements, there is no incumbant operating in the same capacity that the WEXMAC will require. The Navy does operate a number of MACs for other requirements including NAVSUP's Husbanding Service Provider contracts.Right now there have only been stand alone contracts, but no overarching like we are trying to do now. So there is not one specific contract or specific incumbent that I can point you to. Something similar would be the HSP Husbanding Support contract that we have in place here at FLCY.
VerbalWhat wasn't working with the previous system that is driving the government to this vehicle? Or what was the issue or the challenge that you are trying to solve with this approach?Stand alone contracts require a lot of resources to solicit and award, and they do not provide the overall agility that the Government needs for its expeditionary requirements. The WEXMAC will fulfill applicable requirements across the world, including the most austere and remote locations, in an effcient manner and with pre-qualififed vendors. The individual stand alone contracts take a lot of time, resources and they do not have the overall agility and mobility that we need. Because of the lack of strategic contract in place, we have been limited to conducting stand alone procurement which is not efficient or timely. This is our attempt to make sure the needs of the DoD are met correctly, on time, where they need to be, and with vendors that we can trust.

DLA and NAVFAC doesn't cover all areas of the world especially in austere locations, and that is part of what is driving the development of this contract vehicle.

VerbalHave any small business ever been on a similar contract you have used or have they generally been all big businesses?Yes, the Global HSP MAC contracts include several small businesses. Please also note, the WEXMAC source selection decision will include all qualified offerors. (See § M.1.1) Therefore, whether an offeror is small or large, each offeror's goal should be to adequately demonatrate its responsibility to perform by providing the documentation required in § L in the context of the evaluation factors in § M.On the Global HSP contract we have several small businesses that are supporting that contract. They have been efficient and effective and been able to provide support to the Navy. It was a similar acquisition strategy where it was an unrestricted procurement, but we do have small business and they are strong players within their respective regions. It goes back to the capability statement to that particular contractor.
VerbalIf an offeror was to propose 22 regions, theoretically the government can award between 0 and 22 of those regions. Can you provide some insight into how the government is going to evaluate and potentially award some regions vs others where one proposal value is all inclusive of all 22 regions in which the theoretical offeror is interested in?See the answer to Question 1During the evaluation phase, we would be comparing the proposal to Section M for each region to ensure that the vendor proposing for all 22 regions meets the requirements to perform in all 22 regions.
VerbalWould the volume be broken up in a fashion to where each region would be evaluated on its own?See the answer to Question 1We can't say how to propose. We can say is that we recommend that you follow the solicitation requirements and that you pay close attention to Section L and M when the solicitation is released because that is how your proposal will be evaluated. But as far as set up, that's not something that we can provide a response.
VerbalDo you envision an IDIQ schedule being submitted with the IDIQ?No, price is going to be evaluated at the RTOP level. No, price is going to be evaluated at the RTOP level.
VerbalIs there any intention or consideration to a small business pool for this contract or any type of set aside for small business or other categories? No, the RFP will not have any small business set-aside considerations, but the Government encourages all qualified offerors to respond. See also the answer to Question 16.This will not have any small business set aside. However, if a small business can meet the requirements for one or more regions they can be considered for an IDIQ award.
VerbalHow long from when the RFP is issued, until we have to submit the requirements?Currently, the Government anticipates the solicitation being open for 30 days.Right now we have the solicitation open for 30 days.
VerbalAre the slides going to be distributed after this call? The slides will be posted to the applicable GPEs, AsiaNECO and Beta.Sam.Gov as an amendment/attachment to the synopsis. The slides can be available on request and they will also be available on CDR.
VerbalDoes the contractor have to be fully vetted in all areas for a region if they want to bid on a specific RTOP? For example, my company doesn't provide IT support, so are we going to be required to be certified in those areas just to be considered to bid in that region?§ L.4.1.2 requires an offeror to be able to deliver all ELINs within a given country, but allows offerors to be able to perform only a portion of the countries in a given region.No.
VerbalAre we only going to receive RTOPs for the areas that we are qualified in or are we going to receive all RTOPs and subcontract some out ? Am I going to receive RTOPs for my region regardless if I'm certified to operate in those areas?Offerors will receive all RTOPs for task order requirements located in each region in which they received an award. As indicated in the answer to Question 23, an offeror must be able to perform all ELINs in a given country but may propose to perform only a portion of the countries in a given region. (See also §§ L.4.1.1-L.4.1.2)If you submit a proposal off of our solicitation (once it's officially released), we understand that your proposal is saying that you can perform all supplies and services on the PWS on that applicable region. There is no "I'm only going to perform 10 out of the 20 that were listed". Its understood that you are able to perform all of them.
VerbalSection 9.5 US expediciary contract support.

Any additional background why that specifically was called out? Any background on a gap that the marines and MSC are trying to fill? This seems a little outside of the other things that are been asked for.

Who is the functional customer for that one piece? This is a gap in contracting support is to support those units. The WEXMAC as it is, is within the 5 lines of effort that we are looking for- from logistic, ashore, lodging, expeditionary, and those types of requirements, this falls within that wheelhouse to provide that type of support for the DoD. It is an overarching requirement that we will see throughout the fleets, including the Marines and MSC.This is a gap in contracting support to support those units. The WEXMAC as it is, is within the 5 lines of effort that we are looking for from logistic, ashore, lodging, expeditionary, and those types of requirements, this falls within that wheelhouse to provide that type of support for the marine corps it is not only 3rd meths(?) it is an overarching requirement that we will see throughout the fleets and throughout the 3 MLGs and 3 meths(?) for this requirement. We are ensuring that we are capturing this requirement for the marine corps.
VerbalCan you explain what kind of past performance information would be required for our proposal I heard you say you would be looking in CPARS data but would we be providing list of programs and a narrative?See § L.4.2.8.1.1We would not be requesting a narrative. We would be looking at your overall evaluation in CPARS and other past performance data bases available to us. We will have this clearly laid out in Section L of the solicitation, exactly what we are looking for and what needs to be provided as far as past performance.
VerbalThe contract looks very similar to the GMAC on HSP, was there any thought to augment that to incorporate this vs setting up a whole new contract? Or is this just because its so different needs to be its own requirement? While the contract structure may look similar, the ELIN requirements and the program missions are different. The HSP program provides charter and hire, utilities, force protection, communications, and transportation services to ships whereas the WEXMAC provides logistic, ashore, lodging, and expeditionary support to ground based forces. As a result, the WEXMAC represents a distinctly different requirement from the HSP.The goal with HSP program is to keep a separable contract between the husbanding service provider program and the expeditionary requirements as we see. The HSP program is a very mature program with a strict governance council and NAV instruction that provides the framework of how we as the Navy approach HSP. With this expeditionary requirement we want to keep that separable to keep that audit trail clean after the GDMA scandal to where we can show we are able to have that oversight available to us. In this expeditionary program, the department of Navy, we are trying to approach this in a programmatic fashion, but we are in the emphasy phase. Is it possible in the future, in 5-6 years, to look at a hybrid potentially, but right now for the fact that the HSP program is mature when it comes to audit ability and oversight it would not be the appropriate time with this concept of the expeditionary WEKMAC.
VerbalWhat is the typical time that is going to be allowed for response to the RTOPs?The goal is to provide 30 days for offerors to respond to an RTOP, but often, the actual solicitation time may be shorter due to operation requirements. That may vary based on mission requirements. Sometime we give a months notice and sometimes weeks notice before we need to make an award that will really be the determining factor on how long we are going to put out the solicitation and how long you will be giving to respond to it.
VerbalDo you have a limit on the number of awards you will make in each region? No, see § M.1.1.At this time there is noting in place that limits how many vendors can receive award for a specific region.
VerbalWould there be multiple vendors for the same thing or are all the vendor allowed to bid for all the categories in that particular region?Yes. At the IDIQ level, all awardees will be capable of performing all requirements within a given country. (See also the answers to Question 23)When we release the request for task order proposal it will have the entire requirement. It will be looking for someone who can meet the entire requirement and the ultimate goal is to issue one task order per event to one vendor. If that vendor has subcontractors or they have different partnerships in place to help them meet the needs of that, that's great. But the ultimate goal is to work with one vendor per action that can meet all of our needs at a time.
VerbalWhere will the post award conference be held or will it be virtual?DuplicateAt this time we are still planning to have it virtual due to the COVID-19 environment. Because of COVID this can change, but as of now the plan is to have it virtual.
VerbalWill the WEXMAC be set-aside for small businesses or will it be released as a full and open solicitation?DuplicateWEXMAC will be a full and open competition. However, if a small business demonstrates that it can meet all of the requirements for the region that it would like to support, then that's fantastic.
VerbalWill there be set aside opportunities under the WEXMAC?DuplicateAt this time we are not into completing set asides for the WEXMAC.
VerbalWill we be allowed to partner with another awardee on a specific requirement that is already on the WEXMAC contract? Can two primes partner on an award that is too big for one prime to handle?Offerors may team at the task order level subject to the notifications and approvals required under the contract (i.e., FAR 52.244-2).Yes, that is allowed.
VerbalWill you post the slide deck to sam.BETA.gov?Duplicate with Question 8Yes, will make them available, but not on the sam.BETA.gov site.
VerbalWill you email the Solicitation to current participants in this Industry day?Duplicate with Question 9No, the solicitaion will be posted on the Asian netco(?) and the FBO.
