About this file

This document outlines a contract administration plan and delegated duties for H-60 maintenance and repair services. Fleet Logistics Center Yokosuka will rely on Defense Contract Management Agency and the Program Management Office for routine contract administration, while retaining high-level functions such as contract terminations and property management. The Program Management Office will provide program support including technical evaluations, production monitoring, and task order development. Defense Contract Management Agency Japan will administer financial, accounting, and quality assurance responsibilities.

A related federal contract opportunity notice seeks information from contractors interested in providing depot-level maintenance for nine MH-60R/MH-60S aircraft per year under a firm-fixed-price contract with a base year and four option years. Interested parties are requested to describe their facilities, past performance, and ability to transport aircraft and complete Planned Maintenance Intervals within 120 to 135 calendar days. Comments are due by the fourth quarter of 2016, and award is scheduled for the fourth quarter of 2017. The services will be performed at the contractor's facility in Japan.

The PMO will advise the PCO when contract changes are required, providing scope of work and cost estimates to support Requests for Proposals (RFP). The PMO will provide Contractor surveillance and production status tracking with an emphasis on quality and delivery, alerting the PCO and ACO when either element is at risk. The PMO will provide comprehensive supply and technical data support (i.e. technical publications library), as well as engineering assistance for work not covered by specification.
