Attachment (1d) MH-60R/S Maintenance Facility/Airfield Minimum Requirements 28 Feb 2017

Item
Description
Requirement
Location
Distance
The Contractor’s facility shall be located within the Honshu region, no further that 150 nautical miles of NAF Atsugi.
Stall Size
Minimum

5 stalls The typical stall size needs to support performing aircraft maintenance on MH-60R/S helicopters. The aircraft dimensions are: Length 650 inches; Width 120 inches; and Height 180 inches. Additionally, it is recommended there be a 60 inch wide fire lane on each side of the aircraft maintenance stall. The Offeror shall provide sufficient hangar space and clearance for up to 5 aircraft and a potential surge to 8 aircraft. Provide a plan and process to demonstrate how the Offeror will ensure safety of all Government assets (aircraft, SE, etc.) and all personnel, fire lane access and all mitigation steps to further reduce the danger associated with the aircraft in a congested environment. Although the minimum facility requirement is five stalls, the Contractor is still required to be able to support up to eight aircraft in flow at one time.

Hanger Door
Height & Width
An opening large enough (aircraft dimensions are: Length 650 inches; Width 120 inches; and Height 180 inches) to facilitate safely towing the helicopter into and out of the maintenance facility.
Hoist
Height & Load
For safety, it is recommended the minimum hook height be no less than 19 feet from hoist hook bottom to hangar deck. Overhead hoist minimum capacity shall be 3000 pounds.

Electrical Power

Each aircraft requires a stable aircraft power source of 115 VAC 400 Hertz.

Fire Protection

IAW the H-60 IMP Spec (A1-H60-IMP-000), all aircraft will be defueled prior to a PMI event. The Fire Protection System for all aircraft maintenance hangars containing defueled aircraft must consist of an overhead automatic sprinkler system designed, installed, and supervised according to NFPA 409 with 79°C (175°F) temperature, quick response sprinklers. The overhead system must be closed head, water only sprinklers. A pre-action system can be used where the sprinkler pipes are subject to freezing. The system must activate automatically.

Item
Requirement
Fuel
The Contractor shall provide JP-5, and use only JP-5 in support of functional check flight.
Helipad/Hoverpoint
The helipad is designed for both Visual Flight Rules (VFR) and Instrument Flight Rules (IFR) operations. landings and hover-point require a landing pad surface area minimum of 30 meters by 30 meters. The center of the pad must support the maximum operational weight of the helicopter and span the width of the main gear and nose tread. The maximum operating design gross weight for the MH-60S is 10,206 kg (22,500 lbs), and the MH-60R is 10,660 kg (23,500 lbs). The MH-60R/S flight configuration overall length is 19.53 m (64 ft 10 in), and the width is 16.4 m (53 ft 8 in). The immediate area is to be clear of obstructions and rough graded. Dust abatement is required around the primary landing area. Paved shoulders are not required unless otherwise noted.
Taxiway/Tow-way
The MH-60R/S requires a taxiway width of 12 m (40 ft) and a shoulder width of 7.5 m (25 ft). The MH-60R/S requires a 10.7 M (35 ft) tow-way with a 7.5 m (25 ft) shoulder. Also required are a 14 m (45 ft) horizontal clearance from the tow-way centerline to fixed or mobile obstacles and a 9 m (30 ft) vertical clearance from tow-way pavement surface to fixed or mobile obstacles.
Mooring and Grounding Points
A mooring and grounding point is a mooring casting with a grounding rod attached. Aircraft mooring and grounding points are used to secure parked aircraft and also serve as electrodes for grounding connectors for aircraft. Mooring eyes should be spaced over the entire parking apron including all flexible pavement peripheral lanes. The spacing (on centers) will be 3.81 m (12 ft 6 in) x 4.57 m (15 ft). Static tie-downs (mooring eyes) will provide adequate static grounding with resistance below 10,000 ohms.
Tow Vehicle
Tractor shall be capable of towing aircraft weighing up to 30,000 pounds using a 20-foot ALBAR (P/N: 1479AS200-1) at the tow fittings located on the tail landing gear.
Parking Apron
Aircraft access aprons provide access from aircraft maintenance hangars to the aircraft parking apron and are normally programmed at the same time as the hangar. The paved area required varies with the hangar dimensions and the hangar’s displacement from the aircraft parking apron. The access apron requires a minimum 15.2 m (50-foot) depth and must be at least as long as the hangar door. The most efficient apron configuration for parking the MH-60R/S is at 90 degrees. The area required includes: parking space, blade-tip separation between aircraft, interior taxi lanes, and peripheral taxi lanes. Parking apron spacing of 24.7 m (81 ft) per MH-60R/S is required.
Compass Calibration
An aircraft compass calibration pad is a paved area in a magnetically quite zone where the aircraft’s compass is calibrated. The minimum distance from the centerline of the nearest primary taxiway to the center of the compass calibration pad shall be not less than 83.8 m (275 ft). An established swingline can be utilized with aircraft orientation markings (e.g., wheel position markers, plumb reference lines, and magnetic azimuth detector square) painted on the pad for accurate positioning of the aircraft. Swingline No. 1 and associated position markers shall be aligned to accommodate orientation of the aircraft on a reciprocal heading of 180° with the Magnetic Azimuth Detector (MAD) maintained in the same position. Swingline No. 2 and associated position markers shall be aligned to accommodate orientation of the aircraft to local magnetic north. The MH-60R/S require a Type I calibration pad utilizing a North/South line. The gross area required for a compass calibration pad exclusive of the access taxiway is 36.6 m x 36.6 m (120 ft x 120 ft). The access taxiway width shall not be less than 22.9 m (75 ft).
